Tips

  • The July 15, 2025 process change is a genuine, City-announced procedural pilot (combining Site Plan and Building Plan Check review) — cite it as a process improvement, not as a guaranteed numeric turnaround, since the City has not published a specific day-count SLA for commercial review to replace the old 5-7 month description.
  • A Registered Design Professional AND a licensed Arizona general contractor are both required once a commercial project crosses the A.R.S. § 32-144 thresholds (3,000 sq ft / 20 occupants / 20-ft span) — there is no commercial owner-builder exemption analogous to the residential one. Kingman, Arizona has adopted: Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (A.R.S. Title 9, §§ 9-831 through 9-840). The City of Kingman runs its own Development Services Department / Building Division and independently adopts and administers its own construction codes; it does not defer permitting to Mohave County, despite the AZBO statewide building-official directory listing a Fire Department contact for Kingman rather than a distinct Building Official entry — that listing is a directory data-capture artifact, not a sign of non-independence. The City's own Code Information & Design Criteria page and Code Amendment page confirm an actively maintained, independently adopted and amended code suite with a named Building Official (Sean Osterman, CBO, CFM). Yes. Once a project requires a Registered Design Professional under A.R.S. § 32-144 (any project over 3,000 sq ft, more than 2 stories, more than 20 occupants, or structural spans over 20 feet), the City also requires a licensed Arizona general contractor — there is no commercial owner-builder exemption. Electrical, plumbing, and mechanical work on commercial property must always use licensed contractors per A.R.S. § 32-1121(A)(14), regardless of project value.
