Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.

The City of Holbrook's own published Fee Schedule (adopted November 15, 2025, superseding the September 1, 2025 edition; figures unchanged between the two) states that Building Permit Fees (Commercial/Residential/New/Remodel/Accessory Building) and the Residential Solar System Fee are calculated 'based on IBC/UBC Building Data-IRC 2018 Charts and Formulas,' confirming the 2018 edition of the ICC family of codes (International Building Code / International Residential Code) is the City's current operative code basis for permit valuation. CONFIRMED 2026-07-23 via live-rendered Municode session (the platform is a JavaScript SPA that returns an empty shell to non-browser requests, but renders fully in a real browser): Holbrook City Code Chapter 5 (Building and Construction), Article 5-2 'Uniform Codes,' was repealed and re-enacted in its entirety by Ordinance No. 25-01, § 1 (adopted January 22, 2025) — replacing the former Art. 5-2 (§§ 5-2-1—5-2-13), which had derived from Ordinance 10-11, Ordinance 11-11, and Ord. No. 24-03, § 1 (adopted May 22, 2024). As codified (Supp. No. 2, Update 1, online content updated February 19, 2026; codified through Ordinance No. 25-09, enacted December 10, 2025), Article 5-2 adopts by reference: § 5-2-1 the 1997 Uniform Code for the Abatement of Dangerous Buildings; § 5-2-2 the 2018 International Building Code (IBC), including Appendix J (Grading) and Appendix K (Administrative Provisions — Mechanisms for Enforcement of NFPA 70 National Electrical Code); § 5-2-3 the 1997 Uniform Code for Building Conservation; § 5-2-4 the 2017 edition of the National Electrical Code (NOT 2018 — this is the one code title in the chapter on an older edition year than the rest); § 5-2-5 the 2018 edition of the NFPA Fire Code; § 5-2-6 the 2018 International Fuel Gas Code (IFGC); § 5-2-7 the 2018 International Mechanical Code (IMC); § 5-2-8 the 2018 International Residential Plumbing Code (the codified section title, verbatim); and § 5-2-9 the 2018 International Residential Code (IRC), including Appendices A, B, G, H, J, L, M, P, and Q. Chapter 5 also contains Article 5-1 'Permits and Fees' (§ 5-1-1: a building/construction permit is required whenever the cost of construction, remodeling, or improvement exceeds $1,000, excepting floor/wall-covering replacement, window replacement, roofing, and painting — Ordinance 10-11; § 5-1-4: permit fees are set from time to time by council resolution, i.e. the Fee Schedule) and Article 5-3 'Drainage and Retention Criteria' (stormwater/grading design criteria, unrelated to permit fees or code editions). No climatic/geographic design-criteria table (wind speed, seismic design category, etc.) or plan-review turnaround-time language exists anywhere in Chapter 5's text. Ordinances subsequent to 25-09 (No. 26-01 and No. 26-02, both adopted May 13, 2026) amend Chapter 6 and Chapter 3 respectively — neither touches Chapter 5, so the code editions above remain the most current. Manufactured homes, mobile homes, and factory-built buildings are regulated directly by the State of Arizona (A.R.S. § 41-4001 et seq., Arizona Department of Fire, Building and Life Safety / Office of Manufactured Housing) for construction/installation standards; the City of Holbrook's own building permit process governs on-site placement, foundation/tie-down, and zoning compliance, consistent with statewide practice for Arizona home-rule municipalities. Permit types & fees
Residential Building Permit (New Construction / Remodel / Accessory Building)
Required for new single-family residential construction, remodels, and accessory buildings in the City of Holbrook. Building Permit Fees are calculated based on IBC/UBC Building Data-IRC 2018 Charts and Formulas per the City's own Fee Schedule (adopted November 15, 2025). Permits are issued through the Building Department and are valid for 6 months.
See fee scheduleCertificate of Occupancy
Required before occupying newly constructed residential or commercial buildings in the City of Holbrook, following a final building inspection. Priced as its own dedicated line item, separate from the underlying Building Permit Fee, in the City's Fee Schedule.
$50Electrical Permit
Required for electrical installation, alteration, or repair work in the City of Holbrook, including panel upgrades and meter loop installations. Flat-fee permit types with inspection included.
From$50Gas Permit / Gas Line Inspection
Required for gas piping and gas line installation work in the City of Holbrook. Flat-fee permit with inspection included for the base gas permit, plus a dedicated Gas Line Inspection fee for installation-specific inspections.
From$50Residential Solar System Permit
Required for residential solar photovoltaic system installation in the City of Holbrook. The fee is calculated using the same IBC/UBC Building Data-IRC 2018 valuation charts and formulas used for general building permits, rather than a flat dollar figure.
See fee scheduleFence Permit
Required for residential and commercial fence installation in the City of Holbrook. Flat-fee permit.
$25Sign Permit
Required for commercial sign installation in the City of Holbrook. Fee is a base charge plus a per-square-foot rate, and includes two inspections. Existing signs already in place receive a 1-year waiver.
$50Zone Change / Conditional Use / Variance Permit
Planning & Zoning applications required for zone changes, conditional use permits, and variances in the City of Holbrook. Distinct from the Building Department's construction permits, these are Planning & Zoning fee categories with dedicated application forms linked from the Building Department page.
From$250EV Charger / EVSE Permit
Holbrook has no dedicated EV charger or EVSE permit and no distinct fee line item for electric vehicle charging equipment. A home or business EV charger circuit is billed under the City's standard flat-fee Electric Permit (inspection included) -- the same $50 permit used for any other electrical installation, alteration, or repair. If the circuit requires a panel upgrade to support the charger's load, the separate flat Panel Upgrade/Inspection fee applies instead.
From$50Commercial Building Permit
Required for new commercial building construction and for alterations, remodels, or tenant-improvement work to existing commercial buildings in the City of Holbrook. Commercial and residential construction share a single valuation-based fee line item -- 'Building Permit Fee (Commercial/Residential/New/Remodel/Accessory Building)' -- in the City's Fee Schedule (adopted November 15, 2025, Section 2-1), calculated using IBC/UBC Building Data-IRC 2018 Charts and Formulas. Reviewed against the 2018 International Building Code (City Code Sec. 5-2-2) and the 2018 NFPA Fire Code (Sec. 5-2-5), both adopted by the City (confirmed via live-rendered Municode session, 2026-07-23). No distinct tenant-improvement permit or fee schedule exists: City Code Article 5-1, Sec. 5-1-1 requires a building/construction permit whenever the cost of construction, remodeling, or improvement exceeds $1,000 (excepting floor/wall-covering replacement, window replacement, roofing, and painting), with no separate carve-out, application, or fee category anywhere in the Fee Schedule (Sections 2-1 through 2-14, 3-1 through 3-4) for tenant-improvement/remodel work distinct from new commercial construction -- both fall under the same Section 2-1 valuation-based line item and the same Sec. 5-1-1 permit trigger.
See fee scheduleFire Sprinkler and Fire Alarm System Permit
New or modified automatic fire sprinkler and fire alarm systems in the City of Holbrook are plan-reviewed and permitted by the Arizona Office of the State Fire Marshal (OSFM), not by the City. Holbrook's own City Code Chapter 5, Article 5-2 (Sec. 5-2-5) adopts the 2018 NFPA Fire Code as part of the City's general building-code chapter, and the City separately operates its own Fire Department (suppression/emergency response, Chief Alex Baker) -- but neither of those facts gives Holbrook OSFM-recognized jurisdiction over fire-protection-system plan review and permitting. Under A.R.S. § 37-1383(A)(5), OSFM enforces the state fire code statewide except in a city of 100,000 or more persons that has enacted an ordinance to assume that jurisdiction from OSFM; Holbrook's 2020 Census population is 4,858, and Holbrook does not appear on OSFM's own published list of 'Cities with Enacted Ordinances' with assumed jurisdictional authority (Chandler, Gilbert, Goodyear, Glendale, Mesa, Scottsdale, Surprise, and Yuma, all far larger cities). The underlying City of Holbrook Building Permit for the structure itself (the commercial-building-permit or residential-building-permit entry) is still required in parallel and does not substitute for the OSFM fire-system permit.

Tips & gotchas
- Arizona has no statewide mandatory building code — the City of Holbrook independently runs its own Building Department and issues its own construction permits within city limits, separate from Navajo County's Planning and Development Services (which serves unincorporated county areas).
- CONFIRMED 2026-07-23 via live-rendered Municode session: Holbrook City Code Chapter 5, Article 5-2 'Uniform Codes' (fully re-enacted by Ordinance No. 25-01, § 1, adopted January 22, 2025) adopts by reference the 2018 International Building Code, 2018 International Residential Code, 2018 International Mechanical Code, 2018 International Fuel Gas Code, 2018 International Residential Plumbing Code, 2018 NFPA Fire Code, 1997 Uniform Code for Building Conservation, 1997 Uniform Code for the Abatement of Dangerous Buildings — and, notably, the 2017 (not 2018) edition of the National Electrical Code, the one code title in the chapter on an older edition year than the rest. This directly confirms and extends the Fee Schedule's 'based on IBC/UBC Building Data-IRC 2018 Charts and Formulas' language for building-permit valuation. See library.municode.com/az/holbrook/codes/city_code?nodeId=CH5BUCO.
- All Holbrook building permits (Commercial/Residential/New/Remodel/Accessory) are valid for only 6 months — a $20 renewal is due every 6 months prior to expiration, and a fully expired permit costs 10% of the original fee to reactivate.
- City Hall's business hours are Monday-Thursday, 7 a.m.-5 p.m. (a 4-day/40-hour week; closed Fridays). This lines up with the Fee Schedule's Special/Emergency Inspection fee ($75/hour, 1-hour minimum) specifically for Friday inspections outside normal hours.
- Richard Tissaw became the City's Building Inspector in November 2024. The 2025 AZBO Directory still lists 'Mike Young' in that role; the City's own website lists Tissaw, with his own contact email (rtissaw@holbrookaz.gov).
- The City's 'Fee Schedule' page (holbrookaz.gov/government/fee-schedule/) states directly that 'the most recent version was adopted on November 15, 2025' and links the current PDF via Google Drive; this edition superseded the September 1, 2025 edition announced in a 'New City Fee Schedule' post. All Section 2/3 dollar figures are identical between the two editions (both are scanned/image-only PDFs with no text layer). The 'Forms & Permits' page (/residents/forms-permits/) remains a placeholder. Building & zoning permit applications (Conditional Use, Variance, Zone Change, Sign) are hosted as individual City-linked Google Drive files rather than local site PDFs.
- The GOGov online permitting portal (app.govoutreach.com/holbrookcityaz/public/permits) is a JavaScript single-page application with no server-rendered content or public REST API discovered; permit-type-specific details beyond what's in the Fee Schedule would require live interactive use of that portal.
- No dedicated, published plan-review turnaround time (of the kind required to be posted under Arizona's A.R.S. § 9-835 municipal licensing-timeframes statute) was found anywhere for the City of Holbrook — not on the Building Department page, not in the Fee Schedule, not in the City Documents index, and not via the Wayback Machine. All permit types in this record are marked reviewTimelineVerified: false for that reason; call the Building Department at 928-524-6225 for current review timing.
- No standalone 'Demolition Permit,' 'Mechanical/HVAC Permit,' 'Plumbing Permit' (beyond gas line work), or 'Roofing Permit' fee line item was found in the City's Fee Schedule. General construction/remodel/accessory-building work of that kind most likely falls under the valuation-based Section 2-1 Building Permit Fee (as with any remodel), but no dedicated published fee category exists for those specific project types, so they are not broken out as separate permit types in this record to avoid inventing fee categories the City has not published.
