Codes adopted

Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. Tips & gotchas

  • Arizona has no statewide mandatory building code — the City of Winslow independently adopts and amends its own construction codes (2018 IBC/IRC/IPC/IFGC/IMC/IPMC/IEBC, 2017 NEC) through its Community Development Department and does not defer to Navajo County for permitting within city limits.
  • Winslow's fee-calculation methodology is unusual: substantive construction codes are current (2018 ICC family, 2017 NEC), but the FEE valuation tables explicitly cited in Ordinance No. 637 reference much older editions — 1997 Uniform Building/Mechanical/Plumbing Code Table 1-A/1-1, and 1999 National Electrical Code Table 3-A — each plus a flat 10% surcharge, plus a flat $40 issuance fee. This is a legacy fee-schedule cross-reference, not a code-currency gap.
  • The City's own Community Development page states plan review takes approximately 15 working days — a single general figure covering all building-permit types, not broken out by permit subtype the way some other cities' plan-review-timeframe guidelines are.
  • No dedicated solar/PV permit, application, checklist, or fee line is published by the City of Winslow; solar installations are treated as Electrical Permits under the general Electrical Permit Fee (1999 NEC Table 3-A valuation).
  • Re-roofing requires a permit in Winslow with NO like-for-like exemption (unlike many other Arizona cities) — but it carries a simple flat $80 fee rather than a valuation-based calculation.
  • Fence permits are a Zoning Department fee ($15, Ordinance No. 637 Schedule 10), administered by the Planning & Zoning Officer — a different fee schedule and department than the Community Development Department's Building Permit Fees (Schedule 3).

  • Manufactured/mobile home and factory-built building fees are unusually granular for a small city, including an income-tiered (Area Median Income) sliding fee for mobile home rehabilitation ($49 vs. $306) and per-linear-foot commercial/classroom factory-built building rates.
  • Local design criteria (30 psf ground snow load, 115 mph wind/Exposure C, 18-inch frost depth, Seismic Zone B, 1,500 psf assumed soil bearing) reflect Winslow's high-desert location (~4,850 ft elevation) and are independently confirmed identical across both the live Winslow Municipal Code (ecode360) and the City's own Community Development guidance page.
  • The City's headquarters/contact address is listed inconsistently across sources: the live website's 'Find Us' footer states 102 E. Third Street, Winslow, AZ 86047, while the 2025 AZBO (Arizona Builders' Alliance) Directory lists the Community Development/Building Inspector's own address as 21 Williamson Avenue, Winslow, AZ 86047 — both are cited in this file's department.address field since the City has not published a single reconciled building-department address distinct from City Hall.
  • Correction (2026-07-16): this file previously stated the Winslow Community Development page 'returns an empty shell to non-browser HTTP clients' and cited it exclusively via Wayback Machine snapshots (1/24/2025 and 3/1/2024) as a result. That claim was FALSE — re-checked live 2026-07-16 via both a direct fetch (plain HTTP GET with a browser user-agent returns HTTP 200 with the full ~1.4MB rendered page, including the '15 working days' plan-review text and current adopted-code list) and a control test against a deliberately nonexistent path on the same host (genuine HTTP 404, 'Page Not Found | City Of Winslow' — ruling out a soft-404 SPA shell). The page was never actually unreachable; this file's citations now point directly to the live page rather than Wayback snapshots.
