Commercial Building Permit (including Tenant Improvements) in Winslow, Arizona
Required for new commercial construction, and for commercial alterations, additions, repairs, and changes of occupancy or use (including tenant improvements) in the City of Winslow, reviewed against the 2018 International Building Code and 2018 International Existing Building Code as adopted and amended by the City (Winslow Municipal Code § 15.04.040(A)). Winslow uses a single Building Permit application for both residential and commercial work, but the commercial track is genuinely distinct in its published fee schedule: a dedicated Commercial Plan Review Fee (Ordinance No. 637, Schedule 3, Section 3-7 — $250 deposit vs. $100 residential), commercial fire-code plan review and inspection fees (Section 3-9), and a licensed-contractor requirement for all commercial and multi-family work stated on the City's Community Development page. When you need this permit
- Building permit required to construct, enlarge, alter, repair, move, demolish, or change the occupancy or use of a commercial building or structure (Winslow Municipal Code § 15.04.040(A), 2018 IBC Section 105.1; restated on the City's Permit FAQs page)
- Work in commercial and multi-family housing will require a licensed contractor — stated verbatim on the City of Winslow Community Development page Contractor
- Construction documents must be prepared and sealed by an Arizona Registered Design Professional when total building square footage exceeds 3,000 sq ft, total occupancy exceeds 20 persons, or any required structural member exceeds 14 feet in length (Winslow Municipal Code § 15.04.040(A), IBC [A] 107.1 as amended)
- Application must include a completed Building Permit Application and three (3) complete sets of scaled plans and specifications (site plan showing all buildings and distances from property lines, foundation detail, floor plan, framing detail/cross sections, roof detail, truss specifications and layout, electrical/plumbing/mechanical plans, and elevations), plus a copy of the completed septic permit where applicable
- Plans must comply with the City of Winslow Climatic and Geographic Design Criteria (30 psf ground snow load; 115 mph ultimate design wind speed, Exposure C; 18-inch frost depth; Seismic Zone B; 1,500 psf assumed soil bearing unless verified otherwise)
- Alterations, repairs, and changes of occupancy in existing commercial buildings are governed by the 2018 International Existing Building Code, adopted by reference (Winslow Municipal Code § 15.04.040(A), IBC 101.4.10); fire prevention/suppression/alarm matters reference the 2018 International Fire Code (IBC 101.4.5)
- Historic-district gate: the City Inspector shall NOT issue a building, grading, or demolition permit for new construction, any alteration affecting the exterior appearance of an existing building, sign installation/alteration, or parking lot construction/enlargement within a historic district (Historic Overlay Zone) or on a property containing a historic building, without plan approval by the Development Review Committee and the Historic Preservation Commission (Winslow Municipal Code § 17.96.040(A)); design must follow the Secretary of the Interior's Standards for Rehabilitation, and interior-only work and ordinary maintenance/in-kind repair are excepted (§ 17.96.050(E))
- All electrical equipment rated 1,000 amps or more must pass a certified hi-pot (high-potential voltage) test performed in the presence of a City Building Inspector by a testing firm approved by the Building Official (Winslow Municipal Code § 15.04.040(F), NEC 110.7 as amended)
- No certificate of occupancy will be issued to any water-consuming addition or dwelling until all water tap fees and the plant investment fee have been paid (City of Winslow Ordinance No. 637, Schedule 5, Section 5-13)

Tips
- Tenant improvement is NOT a distinct permit type in Winslow. The City publishes no separate TI permit, application, fee line, or timeline — a TI is processed as a standard (commercial) Building Permit for alteration/change-of-occupancy work under the 2018 IBC/IEBC, with fees from the same 1997 UBC Table 1-A valuation table plus the $250-deposit Commercial Plan Review Fee. The only place the fee schedule mentions TI at all is inside the fire-code fee lines — 'Modification (including TI)' of fire alarm ($100/$150) and sprinkler ($100/$150) systems in Schedule 3, Section 3-9 — confirming TI work is contemplated but billed under the general commercial building-permit structure.
- The commercial plan review deposit is $250.00 (vs. $100.00 residential), but both tracks end at the same total: 65% of the building permit fee for up to three plan review sessions, or actual city and consultant cost, whichever is greater (Ordinance No. 637, Schedule 3, Sections 3-6 and 3-7).
- Route 66 / historic downtown caution: Winslow's zoning code (Chapter 17.96) superimposes Historic Overlay Zones on underlying zones — the code's own example is 'C-66 (HOZ)'. Inside an HOZ or on a property containing a historic building, the City Inspector cannot issue a building, grading, or demolition permit for exterior-affecting work, signs, or parking lots until the Development Review Committee AND Historic Preservation Commission approve the plans against the Secretary of the Interior's Standards for Rehabilitation. Interior-only tenant improvements are outside this gate (it applies to work affecting exterior appearance), but storefront, facade, and sign changes are squarely inside it — and the Development Review Board costs $600 per meeting (Schedule 10). Verify whether a parcel carries the (HOZ) designation with the Planning & Zoning Officer (928-289-1476) before submitting.
- Work in commercial and multi-family housing requires a licensed contractor — the City states this directly on its Community Development page (single-family work only 'may' require one). Contractor
- No A.R.S. § 9-835 licensing-time-frames document could be found on winslowaz.gov as of 2026-08-01. The City's only published review-time figure is the general 'approximately 15 working days' plan-review statement on the Community Development page. There is no verifiable online source for a commercial-specific or administrative-completeness/substantive split — confirm current timing with the Community Development Department at 928-289-1476 or comdevelopment@winslowaz.gov.
- A certificate of occupancy will not be issued until all water tap fees and the plant investment fee have been paid (Ordinance No. 637, Schedule 5, Section 5-13) — budget City water/sewer systems-development charges into commercial project timelines.
