Sign Permit in Prescott, Arizona
Required before installing, relocating, expanding, or structurally altering any sign in the City of Prescott - including any change to a sign face. Sign permits are issued by the Community Development Director under Prescott Land Development Code (LDC) Sec. 9.7, Sign Permits and Comprehensive Sign Plans, with the substantive size, height, setback, and illumination standards at LDC Sec. 6.12, Signs. Applications are filed through the PrescottPermits.com portal under the SIGNS permit type (subtypes FACE CHANGE, MONUMENT, MULTIPLE SIGNS, WALL MOUNT, POTHOLING). Fees are split across two sections of the City's Citywide Fee Schedule: the Community Development - Planning table (the sign permit itself, panel changes, banners, and Comprehensive Sign Packages) and the Community Development - Building table (Building Sign Plan Review, Footing Inspection, and New Electrical Inspection).

When you need this permit
- A sign permit is required prior to the installation, relocation, expansion, or structural alteration of any sign, including any change to a sign face; all sign permits are issued by the Community Development Director (Prescott LDC Sec. 9.7.1)
- Exempt from the sign permit requirement: real estate ('for sale' or 'for lease'), finance, and construction signs; traffic control signs; and governmental signs (LDC Sec. 9.7.2)
- Cleaning, painting, repainting and other normal maintenance and repair of a sign does not require a sign permit unless a structural or size change is made - and maintenance expressly does NOT include replacement of a sign face (LDC Sec. 9.7.5)
- Every sign permit application must provide information regarding location, materials, size, color and illumination; sign permit applications may also be required as part of a final site plan or final plat submittal at the Community Development Director's direction (LDC Sec. 9.7.3.A)
- Freestanding signs in nonresidential districts (except NOS and RS): one per street frontage with vehicular access; area capped by the posted speed of the adjacent fronting street - up to 25 mph = 24 sq ft, 30-40 mph = 36 sq ft, 45-55 mph = 48 sq ft, above 55 mph = 100 sq ft; commercial/industrial centers get 6 additional sq ft per speed category up to a 100 sq ft maximum; height limited to 12 feet (16 feet for commercial or industrial centers); the pole or center of the support structure must be at least 5 feet from the property line and no portion may project over a property line; the sign must sit in a landscaped area equal to the permitted sign area (LDC Sec. 6.12.5.A.1)
- Building wall signs in nonresidential districts (except NOS and RS): one wall-mounted sign per business on each exterior wall facing a street or containing a customer entrance; maximum area scales with setback - 0.5 sq ft per linear foot of wall frontage at a 0-25 ft setback, 1.0 sq ft per linear foot at 26-50 ft, and 1.5 sq ft per linear foot beyond 50 ft (or regardless of setback where the property fronts a roadway posted over 45 mph) (LDC Sec. 6.12.5.A.2)
- Drive-through lanes may each have one menu board not exceeding 32 sq ft in addition to otherwise permitted signage, located or screened so its content is not readable from off site (LDC Sec. 6.12.5.A.1.h and A.2.b.5)
- Temporary signs on private property for nonresidential uses: one temporary sign of up to 24 sq ft per business, a permit IS required for all temporary signs, and a temporary sign permit is good for 180 days with a copy of the permit kept on the premises and readily available for verification by City inspectors (LDC Sec. 6.12.5.B.1)
- Signs in single-family districts are limited to one sign not exceeding 6 sq ft per street frontage with vehicular access, at a height not exceeding 6 feet (LDC Sec. 6.12.5.A.3)
- Adjustments to the sign standards may NOT be approved through the LDC's Administrative Adjustment process (LDC Sec. 6.12.4)
- Monument sign submittals require an engineered foundation plan: an engineered footing design is required for all signs 5 feet or more in height (and for retaining walls more than 2 feet in height), or pre-engineered Sign Association documents may be provided instead; the engineered attachment design must meet a 30 lb snow load and 105 mph wind load and be sealed by an Arizona Registered Structural Engineer (City of Prescott Signs Application Checklist, rev. 09/15/2024)
- In the Historic District, the sign plan must also state materials type (City of Prescott Signs Application Checklist, rev. 09/15/2024)
- A Comprehensive Sign Plan (for qualifying properties under LDC Sec. 6.12.6) is reviewed by the Planning and Zoning Commission in a public meeting and approved, approved with modifications, or denied by the City Council; all owners, tenants, subtenants and purchasers of individual units in the development must comply with the approved plan (LDC Sec. 9.7.4)

Tips
- A face change is not maintenance. Prescott LDC Sec. 9.7.5 allows cleaning, painting and repainting without a permit, but explicitly states that maintenance 'does not include replacement of a sign face' - and Sec. 9.7.1 lists any change to a sign face as permit-triggering. The City prices it as a separate 'Sign Permit Panel Change' line ($67.00 minimum plus $1.34 per sq ft), well below the new-sign rate.
- Freestanding sign area in Prescott is keyed to the posted speed limit of the street you front, not to your lot size or building frontage: 24 sq ft at 25 mph or less, 36 sq ft at 30-40 mph, 48 sq ft at 45-55 mph, and 100 sq ft above 55 mph (LDC Sec. 6.12.5.A.1.b). Commercial and industrial centers get 6 extra sq ft per speed category, capped at 100 sq ft.
- Temporary signs need a permit in Prescott even though they are temporary - a permit is required for all temporary signs, it is good for 180 days, and a copy must be kept on the premises for inspector verification (LDC Sec. 6.12.5.B.1). This is a common miss, because many Arizona jurisdictions exempt temporary signage.
- You cannot request an Administrative Adjustment to get relief from a sign standard. LDC Sec. 6.12.4 specifically forecloses the Sec. 9.16 Administrative Adjustment path for sign standards - the route for more or larger signage is a Comprehensive Sign Plan ($868.19), which goes to the Planning and Zoning Commission and then to City Council in public meetings.
