- Historic Preservation Commission review is a real, currently fee-based, mandatory precondition for a building permit on any Local Historic Preservation District property doing exterior work, new construction, or signage -- per the City's own Property Owner's Guide to Prescott Historic Districts, 'the Building Division cannot issue a building permit until the Commission approves a project.'
