Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.

Manufactured homes and mobile homes: the City's Development Services fee schedule notes Manufactured Home (MH) Permit Fees for pit-set and ground-set installations are now referred to the 'State of AZ' rather than a City-set flat fee (Arizona Department of Fire, Building and Life Safety / Office of Manufactured Housing regulates factory-built construction/installation standards per A.R.S. § 41-4001 et seq.); the City separately issues a Building Permit Processing Time Frame track for 'Manufactured Home' and 'Park Model' placement (2 business days 1st review, 2 business days 2nd review, 5 business days overall). From$100Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations in San Luis, governed by the 2012 International Mechanical Code (IMC) as adopted and amended by City of San Luis Ordinance No. 390.
From$100Residential Solar Photovoltaic (PV) Permit
Required for installation of rooftop or ground-mount residential solar photovoltaic systems in San Luis. Governed by the 2014 NEC as adopted by City of San Luis Ordinance No. 390, with a dedicated flat-fee schedule tiered by system size.
From$150EV Charger / EVSE Permit (Electrical Permit)
The City of San Luis has no dedicated EV charger/EVSE permit type or fee line — unlike solar PV, which received a dedicated flat-fee tier explicitly labeled '(NEW) Solar Photovoltaic System Permit Fees' on the City's Development Services fee schedule, no equivalent EV-charger line exists on that same document. An EV charging station (Level 2 or DC fast charger) installation is instead processed and billed as a standard Electrical Permit, governed by the 2014 National Electrical Code (NEC) as adopted and amended by City of San Luis Ordinance No. 390, using the same itemized component fee schedule (base issuance fee plus per-circuit/per-panel add-ons) documented in the electrical-permit entry.
From$100Demolition Permit
Required for demolition of any residential or commercial structure in San Luis. Reviewed by the Building Safety Division under the City's A.R.S. § 9-835 timeframes.
$50Manufactured Home / Park Model Placement Permit
Required for placement of a manufactured home or park model on a lot or space in San Luis. Construction/installation standards for the factory-built unit itself are regulated by the State of Arizona; the City issues the local placement permit covering foundation/tie-down, zoning compliance, electrical pedestal connection, and site improvements.
See fee scheduleFire Sprinkler Permit
Required for installation or alteration of fire sprinkler systems in San Luis. A dedicated checkbox category on the City's standard Building Permit Application, billed per square foot rather than by valuation.
From$3.92Commercial Building Permit
Required for new commercial building construction and for additions/alterations to existing commercial buildings in San Luis. Reviewed against the 2018 IBC as adopted and amended by City of San Luis Ordinance No. 390. Tenant improvement work is NOT a separate permit type in this jurisdiction's fee or review-timeline structure: although the City's own Building Permit Application form lists 'TENANT IMPROVEMENT' as its own top-level checkbox (distinct from 'COMMERCIAL BLDG'), the City's authoritative A.R.S. § 9-835 Building Permit Processing Time Frames document has no corresponding 'Tenant Improvement' row, and the City's fee schedule has no distinct tenant-improvement fee line — a TI project is billed under the same valuation-based Building Permit Fee and reviewed on the 'Commercial Building – Addition or Alteration' timeline. No dedicated industrial or warehouse permitting track exists either, despite the City's location adjacent to the San Luis Port of Entry: the only scale-based distinction the City publishes for commercial construction is a 10,000-square-foot size threshold that applies to any commercial building regardless of use.
From$50valuation-basedSign Permit
Required by San Luis City Code § 18.80.080(C)(1) for the installation, construction, reconstruction, alteration, or replacement of all signs and sign structures, on-site or off-site. The permit is issued by the City of San Luis Building Safety Division (administration of the sign chapter is shared between the Zoning Administrator and the Building Official per SLCC 18.80.080(B)). San Luis charges no flat per-sign fee: the sign permit fee is the City's standard valuation-based building permit fee, computed on the total valuation of the sign and sign structure, plus a plan check fee of 65 percent. A permit is also required for any temporary sign installation exceeding 32 square feet of sign face area or exceeding six feet in height; smaller temporary signs need no permit, but any temporary sign over 10 square feet must have its location registered with the Department of Planning and Zoning. Illuminated signs require a separate electrical permit.

Tips & gotchas
- Arizona has no statewide mandatory building code — San Luis independently adopts and administers its own construction codes (2018 IBC/IRC/IEBC/ISPSC/IPMC, 2014 NEC, 2012 IMC/IPC, 2009 IECC, all amended by Ordinance No. 390) rather than deferring to Yuma County.
- Building Safety's direct line is 928-341-8565 — the general city switchboard (928-341-8520, the 2025 AZBO Directory's listed number) is a different line. Current staff are Building Official Joaquin Campa, Permit Services Coordinator Janeth Diaz, and Inspectors Martha Jimenez and Jose Garcia; the 2025 AZBO Directory's Oscar Barnett/Jose Guzman listings could not be corroborated on the live site and were not used.
- Review timelines in this record are sourced from the City's own A.R.S. § 9-835 'Building Permit Processing Time Frames' PDF, which itemizes Administrative/1st-review/2nd-review/Overall business-day figures for roughly 28 distinct permit activities — a stronger primary source than many neighboring AZ cities publish.
- The current live fee schedule links on sanluisaz.gov were dead as of the last verification; fee figures trace to a Wayback Machine capture (Feb 2026) of the City's 'Notice and Proposed Fees' document. No numbered City Council resolution formally adopting these fee figures could be confirmed — call Building Safety to reconfirm current dollar amounts before budgeting.
- No published asbestos/NESHAP coordination step or county-level demolition prerequisite is documented by the City for demolition permits (unlike Buckeye's Maricopa County reference) — confirm any additional environmental requirements directly with Building Safety.
- Yuma County is not yet covered by any other PermitBase jurisdiction as of this record — San Luis is the first Yuma County entry.
- FEE PROVENANCE, recorded 2026-08-16. Every building/trade fee in this record is set by Resolution No. 2306, Exhibit A, adopted by Mayor and Council 2024-05-22 (council packet pp. 236-242). An earlier archived document titled "Notice and Proposed Fees" circulated before adoption and was cited here by mistake; it was never in force. The two documents agree on many line items and differ on others - fire sprinkler ($2.92 vs adopted $3.92/sq ft), permit issuance ($50 vs $100), 200A panel ($20 vs $40), plumbing fixture ($7 vs $15) and MH pedestal ($30 vs $100). BECAUSE THEY PARTLY AGREE, matching the draft proves nothing about whether a figure is current. Confirm every San Luis figure against Resolution 2306 specifically.
