Plan review and inspections are performed by the Town's contracted third-party firm, SAFEbuilt Colorado, applying the Town's currently adopted 2024 ICC code family and 2026 NEC, plus the Town's own Climatic and Geographic Design Criteria (55 psf ground snow load, 130 mph wind speed, 48-inch frost depth, required ice shield underlayment). - Concept Review/Site Plan Review with Town staff required before permit application for all new residential construction ($250 non-refundable fee + $1,000 engineering/legal escrow deposit for residential projects)
- Property survey no older than 5 years required to establish the site plan; an Improvement Location Certificate does NOT suffice for new construction
- Plans must be prepared to comply with the Town's currently adopted code cycle (2024 ICC family per the live Building Department page) and the Nederland Design Criteria (55 psf ground snow load, 130 mph wind speed, Seismic Design Category B, 48-inch frost depth, required ice shield underlayment)
- Engineered Foundation Plans stamped by a Colorado licensed engineer; Soils report by a Colorado licensed soils engineer
- Two copies of Manual J and Manual D compliance calculations; two copies of IECC Energy Code compliance documentation (ResCheck or equivalent energy rating report)
- Wildfire Mitigation Plan / defensible space form required, submitted to the Nederland Fire Protection District (inspections@nfpd.org) for approval, per the Town's 2018-adopted defensible-space requirement for all new or remodeled residential and commercial buildings
- Active Town of Nederland Contractor License required for all contractors; building permits will not be issued without one Contractor
- Electronic submittal required (PDF plans or cloud-storage link); Town no longer accepts paper plan submittals
- Construction & Demolition (C&D) Debris Recycling Deposit required at $0.25/sq ft, 30% non-refundable, collected at permit issuance
- Permit void if construction is not commenced within 180 days of issuance, or if work ceases for 180 continuous days

- Plan review is contracted out to SAFEbuilt Colorado, not performed directly by Town staff — schedule inspections through SAFEbuilt's dedicated line (303-450-8745), separate from the Town's general Building Department line (303-258-3266).
- Budget 3-4 weeks for residential plan review per the Town's own Applicant Guide, and longer for commercial — this is a Town-published estimate, not a guaranteed turnaround.
- A property survey no older than 5 years is mandatory for all new construction; an Improvement Location Certificate is NOT an acceptable substitute for new builds, only for minimal-scope renovations that don't change the building footprint.
- The Concept Review/Site Plan Review meeting with Town staff is a hard prerequisite before permit submittal for all new construction — budget calendar time for this meeting ahead of your permit application itself.
- A Wildfire Mitigation Plan (defensible space) form is required for all new or remodeled residential and commercial buildings and must be separately approved by the Nederland Fire Protection District, not just the Building Department.
- You will need to print the approved plan set in large format (2'x3', in color) and keep it on the job site until final inspections are complete — failure to have the printed approved plans on-site may delay inspections.
