Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Always confirm the current adopted edition and any local amendments with your specific jurisdiction before submitting plans.
Permit types
Residential Building Permit
Required for new residential construction and certain improvements in Kuna, including new residences, mobile homes, accessory dwelling units, accessory structures over 200 sq ft, additions, decks over 30 inches above grade, retaining walls over 4 feet, fences, heating/cooling systems, and demolition. Submit plans by email to BuildingPermits@KunaID.gov (application and individual PDFs) plus construction plans (24x36) to Dropbox link provided by the Building Department after application is received.
Commercial Building Permit
Required for new commercial structures, tenant improvements, change of occupancy, rooftop unit additions/replacements, fencing, and accessory structures over 120 square feet. Commercial submittals must be stamped by a licensed design professional. Civil plans require Public Works approval before submitting to the Building Department. Submit application and individual PDFs to CommercialPermits@KunaID.gov; construction plans (24x36) and engineering/structural calcs via Dropbox. Kuna Fire Department review is required and is a separate process.
Mechanical / HVAC Permit
Required for any mechanical equipment installation in Kuna. It is unlawful to perform any mechanical equipment installation without first obtaining a mechanical permit from the City of Kuna. Applies to residential and commercial work.
Electrical Permit
Required for all electrical installations in Kuna. The Electrical Program exists to protect life, health, and property by ensuring electrical installations comply with the current safety codes. A permit must be obtained prior to commencement of work. Electrical permits are available at the City of Kuna Building Department.
Plumbing Permit
Required for all plumbing installations in Kuna. The Plumbing Program ensures plumbing practices comply with the Idaho State Plumbing Code (based on the Uniform Plumbing Code). A plumbing permit must be obtained prior to any commencement of work. Plumbing permits are available at the City of Kuna Building Department.
Demolition Permit
Required for demolition or relocation of structures in Kuna. A separate demolition permit must be obtained before commencing demolition work.
Tips & gotchas
- Inspection requests must be submitted prior to 4:00 PM for next business day scheduling — requests received after 4 PM will not be scheduled for the following work day
- All plans, permit inspection record, and applicable calculations must be on-site for all inspections
- Construction is prohibited during quiet hours (11:00 PM to 7:00 AM) per Kuna City Code 10-6-3
- Sites must be cleaned nightly during construction
- Permits must be picked up within 180 days of issuance or will be voided out
- Work must commence or resume within 180 days or the permit becomes invalid
- Residential submittals: email individual PDFs then submit construction plans (24x36) to a Dropbox folder provided after application is received
- Commercial submittals require Kuna Fire Department payment certification AND ACHD impact fee payment receipt before permit can be picked up — factor in processing time for both agencies
- Detached storage buildings under 200 sq ft are exempt from building permits; commercial accessory structures under 120 sq ft are exempt

- City is closed on: New Year's Day, Human Rights Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and the day after, and Christmas Day — no inspections performed on these days
