Building Permit (New Construction, Additions, Remodels — Commercial & Residential) in Hailey, Idaho
Required for erecting, constructing, enlarging, altering, repairing, moving, improving, removing, converting, or demolishing any part of a building in Hailey, including new single-family and multi-family residential construction, new commercial construction, residential remodels, and commercial remodels/tenant improvements (TI). Hailey does NOT have a separate 'Commercial Building Permit' or 'Tenant Improvement Permit' product — commercial work uses this identical application, checked as COMMERCIAL. Painting, residing, and replacing floor coverings are exempt; window replacement requires a permit.

When you need this permit
- New construction (commercial, single-family residential, or multi-family residential)
- Remodels (commercial or residential) — a commercial remodel/tenant improvement is filed on this same form, checked 'REMODEL: COMMERCIAL'
- Garages, basements, carports, foundations
- Accessory structures over 120 square feet (sheds, decks, pergolas, porches)
- Window replacement
- Construction documents must be submitted electronically for residential projects; two or more paper sets for commercial projects, prepared by an Idaho-licensed architect or structural engineer where required
- Commercial construction documents must additionally demonstrate IECC Commercial Energy Efficiency compliance (Section C407): a COMcheck energy analysis for buildings under 20,000 sq ft, or building-department-approved energy modeling software (e.g., eQuest, Trace, Carrier HAP, EnergyPlus) for buildings 20,000 sq ft or more

Tips
- Idaho Code 39-4117 (effective 2025) requires a local government to determine whether a residential building permit application is complete within 10 business days of receipt (20 business days for commercial); this is a completeness-review timeframe, not a full plan-approval SLA — Hailey has not published its own full plan-review-to-issuance turnaround time.
- Electrical and plumbing permits/inspections in Hailey are handled directly by the State of Idaho Division of Occupational and Professional Licenses (DOPL), not the City — schedule DOPL inspections at 1-208-332-4700 or edopl.idaho.gov/OnlineServices.
- Hailey's fee schedule folds the plan check fee (67%), planning review fee (34% of plan check), and fire department review fee (44% of plan check, where applicable) on top of the base Table 1-A permit fee — budget for all four line items.
- Original permits are valid for 548 days; a maximum of four 180-day extensions are allowed; a permit becomes null and void if inspections have not been completed for 180 days.
- The Hailey Clean Energy Deposit ($1,288 flat for new single-family/ADU/townhome) is separate from and in addition to the Development Impact Fee.
- Hailey has NO distinct 'Commercial Building Permit' or 'Tenant Improvement Permit' product — per the Building Permit Application form (rev. 12/01/2025), Hailey Municipal Code 15.08.020, and the FY2026 Municipal Fee Schedule (Building section). Commercial new construction and commercial remodels or TI are both filed on this same universal application, checking COMMERCIAL under New Construction or Remodel, and priced off the same Table 1-A valuation-based base fee as residential. Where commercial genuinely differs: 2+ paper plan sets versus electronic-only for residential; IECC Commercial Energy Efficiency compliance (COMcheck under 20,000 sq ft, energy modeling software at 20,000 sq ft and above); a 20-business-day Idaho Code 39-4117 completeness-review window versus 10 business days for residential; a $600 nonrefundable Temporary Certificate of Occupancy fee versus $241 for residential; a separate nonresidential Development Impact Fee table, for example $9,864 per 1,000 sq ft for Commercial use; and a $1,250-per-10,000-sq-ft Clean Energy Deposit rate versus the flat $1,288 residential rate.
- Searchers looking for a 'TI permit': the 'TI' checkbox on Hailey's Building Permit Application (alongside zoning codes A, B, GR, LR-1, LR-2, TN, LB, LI, SCI-I, SCI-SO, RGB, NB) is a zoning-district abbreviation, not a Tenant Improvement permit type.
