Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Permit types & fees
Residential Building Permit
Required for new single-family construction, manufactured homes, duplexes, townhouses, garages/carports, accessory buildings (sheds/shops), pole barns, remodels, and additions within the City of Payette. Reviewed under the Idaho Residential Code (2020 Edition)/2018 IRC.
Commercial Building Permit
Required for commercial construction, additions, and remodels within the City of Payette. Reviewed under the 2018 International Building Code as adopted by the State of Idaho.
Fence Permit
Required for all fence construction in the City of Payette, reviewed under Payette Municipal Code Chapter 12.17. Maximum height is 6 feet in required residential side/rear yards, 3 feet in the required front yard setback, and 6 feet in commercial/industrial zones; corner lots may reach 6 feet along the side street beginning 20 feet back from the front lot line.
Sign Permit
Required before erecting, installing, or modifying any business sign in the City of Payette, regulated under Title 15 of the Payette Municipal Code. Off-premise business signs are prohibited citywide.
Floodplain Development Permit
Required for new construction, manufactured home placement, improvements to existing buildings, filling, or other development within the City of Payette's mapped Special Flood Hazard Area (Zones A or AE).
Solar Photovoltaic (PV) Permit
Required for rooftop or ground-mounted solar photovoltaic installation within Payette city limits. The City has no dedicated solar/PV permit — the array/mounting/structural scope is permitted under the City's standard valuation-based Building Permit (Resolution No. 2017-04, keyed to the 2017 UBC Table 1-A). Tips & gotchas
- The City of Payette (place FIPS 61300) administers its own building permits independently of Payette County Building Safety (a separate department at 1130 3rd Ave. N. Rm 107, Payette, serving unincorporated county areas) — do not confuse the two when researching fees or timelines; the county's published '2 weeks' review estimate applies to county permits, not City of Payette permits.
