  • Two (2) complete construction plan sets, drawn to scale, including elevations, floor plans, framing member sizing, and a building section showing footing-through-roof detail
  • Proof of ownership
  • Floodplain Development Permit if the site is located in the flood plain
  • Conditional Use Permit if applicable
  • Engineering analysis required if any portion of the proposed design falls outside the prescriptive building code (2018 IRC)

  • Idaho Code 39-4117 requires the City to determine whether a residential building permit application is complete within 10 business days of receipt (20 business days for commercial); this is a completeness-review timeframe, not a full plan-approval SLA — the City of Payette has not published its own separate full plan-review-to-issuance turnaround time.
  • The posted fee schedule (Resolution No. 2017-04) is explicitly based on the 2017 Uniform Building Code Table 1-A valuation table and remains the fee schedule in effect as of this verification; it has not been superseded by a newer resolution as of 2026-07-07.
