Commercial Building Permit in Kimberly, Idaho
New commercial construction in the City of Kimberly is NOT submitted on a separate freestanding commercial application. It is submitted on the same 'Residential-Commercial Application for Building Permit' used for houses (Ord. No. 671 effective 03-28-2022, amended 02-09-2026 per Ord. No. 689), checking the applicable Class of Work box — typically New Development, Addition, Alteration/Remodel, Accessory Structure, Repair, Demolish, or Re-Roof. The form distinguishes commercial submittals from residential ones in three ways: (1) commercial plan sets require 3 copies at 24"x36" versus 2 copies at 11"x17" for residential; (2) 'Commercial deposit fees shall be collected at issuance time' rather than at application as with the residential $150/$100 deposits; and (3) the form's Development Impact Fee table prints distinct nonresidential rates (per square foot, by Retail, Office or Light-Industrial use) alongside the residential per-dwelling-unit rates. An older standalone 'Commercial Building Permit Application' (Resolution #318, revised 03-15-14) also sits in the City's DocumentCenter but is no longer linked from the current Applications/Permits or Building-Planning-Zoning pages; it appears superseded by the combined form — call City Hall if you need that confirmed.

When you need this permit
- Commercial construction is submitted on the City's combined Residential-Commercial Application for Building Permit (Ord. No. 671 eff. 03-28-2022, amended 02-09-2026 per Ord. No. 689) with the applicable Class of Work box checked — there is no separate freestanding commercial application currently linked from the City's website
- Commercial plans require 3 complete hard copy sets sized 24" x 36", versus 2 sets at minimum 11"x17" for residential — per the application form's own submittal checklist: '2 hard copy sets of plans to scale (minimum size 11" X 17") - Commercial plans (3-sets – 24" X 36")'
- Digital copy of the plan set must also be emailed to both ceckles@cityofkimberly.org and jtaylor@cityofkimberly.org, effective 02-09-2026, in addition to the hard copy sets delivered to City Hall — incomplete permits will not be processed
- Unlike residential work, where the $150/$100 non-refundable deposit is collected at application submittal, the current combined form states 'Commercial deposit fees shall be collected at issuance time' — no commercial deposit dollar figure is printed on the current form
- Site plan, floor plans, elevations, footings/foundation, typical construction details, and truss/floor-joist documentation are required as for residential work; an older (2014, Resolution #318) standalone Commercial Building Permit Application — no longer linked from the City's current site but still hosted in its DocumentCenter — additionally called for a completed 'COMM check' (vs. the current form's generic 'RES check' line), structural calculations where applicable, and plans stamped by an Idaho-licensed design professional. Whether these commercial-specific line items still apply under the current, amended-02-09-2026 combined form was not confirmed and should be verified with City Hall before submittal

- There is no freestanding 'commercial' application to fill out — commercial projects use the same combined Residential-Commercial Application for Building Permit as houses, just under a different Class of Work checkbox and a 3-set/24"x36" plan requirement instead of 2-set/11"x17".
- Ask City Hall for the current commercial plan-review fee percentage and for any COMM-check or design-professional-stamp requirement before you submit. The only written figure — plan review at 30% of value, together with the stamped-plans requirement — comes from an older (2014) standalone Commercial Building Permit Application that is no longer linked from the City's current website, so it may not reflect current practice.
- Development Impact Fees for nonresidential development are charged per square foot (not per dwelling unit) and vary by land use classification — confirm with City staff whether your project will be classified Retail, Office, or Light Industrial, since the Admin and Street DIF rates differ by classification.
- Commercial deposit fees are collected at permit issuance, not at application submittal, per the current combined form — budget for this timing difference versus residential.
- As with residential permits, the City's own final building inspection cannot be scheduled until the State of Idaho electrical, plumbing, and HVAC inspectors have signed off, since Kimberly does not perform those trade inspections itself.
