Building Permit (New Construction, Additions, Remodels, Repairs, Demolition, Re-Roof) in Kimberly, Idaho
The City of Kimberly uses a single 'Residential-Commercial Application for Building Permit' covering new development, accessory structures, alteration/remodel, additions, repairs, demolition, re-roof, sign, fence, and tenant improvement work (selected via a 'Class of Work' checkbox on the application). Required for erecting, constructing, enlarging, altering, repairing, moving, or demolishing any structure within the City.

When you need this permit
- New development, accessory structures, alterations/remodels, additions, repairs, demolition, re-roofing, signs, fences, and tenant improvements are all submitted on the same Building Permit Application, with the applicable 'Class of Work' checked
- Two (2) complete hard copy sets of building plans (minimum size 11" x 17"; commercial plans require 3 sets at 24" x 36") delivered to City Hall
- Effective 02-09-2026: a digital copy of the building permit plans must also be e-mailed to both ceckles@cityofkimberly.org and jtaylor@cityofkimberly.org — incomplete building permits will not be processed
- Complete hard copy sets include: Application, Warranty Deed (with legal description), Architectural Design Approval (where subject to a subdivision's CC&Rs), and New Construction Water Application form
- Site plan must be to scale and depict setbacks, easements, and public rights-of-way, showing all buildings, property boundaries, adjacent street names, curb/sidewalk, and entry-exit access points
- Floor plans with dimensions, elevations, footings and foundation details, typical construction details (cross-section, stair detail, etc.), and a completed RES check or compliance with prescriptive energy requirements
- State Contractor Registration number (or Idaho Registration Exempt status) for the contractor/installer Contractor

Tips
- All calls for inspections require 24-hour notice, Monday through Thursday; inspections requested on Friday will normally be performed the following Monday.
- Final building inspections cannot be scheduled until the State of Idaho electrical, plumbing, and HVAC inspectors have signed off — the City does not perform trade inspections itself.
- Effective 02-09-2026, applicants must email a digital copy of the full plan set to BOTH the Planning & Zoning Administrator (ceckles@cityofkimberly.org) and the Planner I (jtaylor@cityofkimberly.org), in addition to delivering two hard copy sets to City Hall — incomplete submittals will not be processed.
- Certain subdivisions in Kimberly require Architectural Design Review/CC&R compliance approval from the subdivision's Homeowners' Association before a building permit can issue without delay.
- Only the City may turn water service on or off at the meter; unauthorized connection by a contractor or plumber can trigger a $300.00 fine to the property owner.
- The $150/$100 application deposits are non-refundable and applied toward the total permit fee, which is separately calculated from the per-square-foot valuation table (R-3 $45.75/sf, U-1 $36.00/sf, covered porch/carport $31.00/sf) plus Development Impact Fees and utility connection charges.
- Idaho Code 39-4117 (effective 2025) gives Kimberly 10 business days (residential) / 20 business days (commercial) to determine an application complete — this is not a guarantee of full plan approval within that window.
