Building Permit (New Construction, Addition, or Alteration) in Village of Los Ranchos de Albuquerque, New Mexico
Required for new single-family residence construction, additions, and structural alterations in the Village of Los Ranchos de Albuquerque. The Village's Planning & Zoning Department is the intake and pre-consultation point (no fillable form is published online for this permit type — applicants must email or visit Village Hall), while Bernalillo County's Planning & Development Services Building Section is the Village's designated authority for actually issuing Building Permits, at minimum for construction on MRGCD Tracts, per the Village's own codified ordinance § 9.4.2(L).

When you need this permit
- Email Michelle Austin (maustin@losranchosnm.gov) with the property address, approximate added square footage, and proposed use (e.g., garage, main house, guest house) — the Village states this narrows down which of the 'two different types of residential building permits' applies before an application is issued
- No online submittals accepted; two (2) complete sets of plans plus the filled-out application form must be dropped off in person (or in the after-hours drop box) at Village Hall, 6718 Rio Grande Blvd NW
- If the parcel is a Middle Rio Grande Conservation District (MRGCD) Tract that is unimproved or undersized for its Applicable Zone, a Subdivision Plat and/or a Zoning Code variance is generally required before a Building Permit will issue (Village Code § 9.4.3)
- Compliance with the Village's directly adopted 2015 New Mexico Commercial/Residential Building Codes (and related plumbing, mechanical, electrical, and energy-conservation codes) under Village Code § 9.5.1
- Contractor must hold a current New Mexico Construction Industries Division (CID) license appropriate to the scope of work

Bernalillo County's own Administrative Resolution 25-2009 ('A Resolution Establishing the Permit Fee Schedules Required by the Uniform Administrative Code') is linked live from the county's own bernco.gov/planning/building-services/ and bernco.gov/planning/building-services/permit-fees-res-25-2009/ pages as a PDF (bernco.gov/planning/wp-content/uploads/sites/58/2021/04/BuildingFees.pdf). Its Table 3-A Building Permit Fees states, verbatim: '$30.00 plus $4.00 per $1,000.00 Valuation Building Permit Fee.' CAVEAT: the resolution's own preamble text describes establishing fees for 'construction projects within the unincorporated areas of Bernalillo County' — Los Ranchos is an incorporated village, and no independent published confirmation exists that Table 3-A is applied verbatim to County-issued Building Permits on Los Ranchos MRGCD Tracts specifically, as opposed to only unincorporated county land. It is nonetheless the only published Building Permit fee schedule maintained by the same Bernalillo County Planning & Development Services Building Section that is the Village's own-codified-ordinance-named designee for issuance (§ 9.4.2(L)), and is the resolution the county's Building Ordinance (Ch. 10) points to for setting fees.Same source as the Building Permit Fee above (Administrative Resolution 25-2009, Table 3-A, verbatim: '$30.00 plus $2.00 per $1,000.00 Valuation Building Plan Review Fee'); Show full citationHide

Tips
- Contact the Village FIRST by email (maustin@losranchosnm.gov) with your address, added square footage, and proposed use before preparing plans — Village staff use this to route you to the correct one of the two residential Building Permit types, and no application form is posted online for you to self-select.
- Because Bernalillo County is the Village's designee for issuing Building Permits (at minimum on MRGCD Tracts, which cover a large share of Los Ranchos parcels — most Village permit forms carry an 'MRGCD Map No.' field), budget for your project to also be measured against Bernalillo County's own Chapter 10 Building Ordinance and county-level design-criteria documents, not solely the Village's own directly-adopted 2015 New Mexico codes.
- No Village-published, flat dollar Building Permit fee exists (unlike the Village's own Fence, Re-Roof, and Demolition Zone Review Permits, which each carry a printed fee) — instead, expect a valuation-based charge under Bernalillo County's own Administrative Resolution 25-2009, Table 3-A ($30.00 + $4.00 per $1,000 of valuation for the Building Permit itself, plus $30.00 + $2.00 per $1,000 of valuation for plan review). Confirm your project's valuation and the applicability of this county schedule directly with Village Hall (505-344-6582) or Bernalillo County Planning & Development Services (505-314-0350) before budgeting.
