Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2024 International Building Code (IBC), including Appendices C and J — North Logan Municipal Code § 9-401 adopts 'the building codes, adopted by the State of Utah'; per Utah Code § 15A-2-103(1)(a), the 2024 IBC is CURRENT statewide as of 7/1/2026, superseding the 2021 edition previously listed here. Because NLMC § 9-401 is a blanket cross-reference to the state's adopted edition rather than a hardcoded year, North Logan's local ordinance tracks the statute automatically — no city ordinance amendment was needed for this transition. North Logan's own Building Codes & Design Criteria page links directly to the State Adopted Codes list rather than publishing a separate local list, and states 'there are no local amendments for North Logan' (live-checked 2026-07-16, unchanged).
- 2021 International Residential Code (IRC) — REMAINS CURRENT; Utah Code § 15A-2-103(1)(b) did not change this edition in the 7/1/2026 statewide transition. Adopted per NLMC § 9-401's blanket adoption of state-adopted building codes.
- Appendix AQ of the 2021 IRC — statewide per Utah Code § 15A-2-103(1)(c); not separately itemized in NLMC Title 9, added here per statute.
- 2024 International Plumbing Code (IPC) — NLMC § 9-600/§ 9-701 adopts 'the Uniform Plumbing Code, currently adopted by State of Utah'; per Utah Code § 15A-2-103(1)(d), the 2024 IPC is CURRENT statewide as of 7/1/2026, superseding the 2021 edition previously listed here (blanket cross-reference tracks the statute automatically).
- 2024 International Mechanical Code (IMC) — NLMC § 9-705 adopts the mechanical code 'as adopted by State of Utah'; per Utah Code § 15A-2-103(1)(e), the 2024 IMC is CURRENT statewide as of 7/1/2026, superseding the 2021 edition previously listed here.
- 2024 International Fuel Gas Code (IFGC) — NLMC § 9-702 adopts the fuel gas code 'as adopted by the State of Utah'; per Utah Code § 15A-2-103(1)(f), the 2024 IFGC is CURRENT statewide as of 7/1/2026, superseding the 2021 edition previously listed here.
- 2024 International Energy Conservation Code (IECC), single unsplit statewide edition — NLMC § 9-707 adopts the energy conservation code 'as adopted by State of Utah'; per Utah Code § 15A-2-103(1)(h), the 2024 IECC is CURRENT statewide as of 7/1/2026, superseding the 2021 edition previously listed here.
- 2023 National Electrical Code (NEC) — REMAINS CURRENT; NLMC § 9-500/§ 9-501 adopts 'the electrical code, adopted by the State of Utah'; Utah Code § 15A-2-103(1)(g) did not change this edition in the 7/1/2026 statewide transition.
- 2024 International Existing Building Code (IEBC) — statewide per Utah Code § 15A-2-103(1)(i); not itemized as its own section in NLMC Title 9, added here per statute since North Logan's own materials omit it (covered generally by NLMC § 9-401's blanket building-code adoption).
- Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — statewide per Utah Code § 15A-2-103(1)(n); not itemized as its own section in NLMC Title 9, added here per statute since North Logan's own materials omit it.
- NOTE (2026-07-16 re-verification): Utah Code § 15A-2-103, version effective 7/1/2026 (superseded 1/1/2027), took effect 15 days before this re-verification. IBC/IPC/IMC/IFGC/IECC/IEBC/residential ISPSC are now 2024 statewide; IRC (2021) and NEC (2023) did NOT change. North Logan's Building Codes & Design Criteria page (northlogancity.gov/building) was live-checked 2026-07-16: it still links generically to the state's 'State Adopted Codes' list rather than itemizing edition years itself, and still states 'there are no local amendments for North Logan' — no page-vs-statute lag was found because the page (like NLMC Title 9's own text) defers entirely to the state's current list rather than asserting specific years.
Permit types & fees
Residential Building Permit
Required for new single-family residential construction and any structure over 200 sq ft in North Logan. Must be preceded by a Zoning Clearance (Step 1) before the Building Permit (Step 2) can be requested. Fee is valuation-based under the 1997 Uniform Building Code Table No. 3-A, adjusted annually by CPI, per North Logan Municipal Code § 9-205 and the city's Master Fee Schedule.
Combined Electrical, Mechanical, Plumbing Permit
Required for standalone electrical, mechanical, or plumbing work in North Logan not part of a new residential building permit. Exempt from the Zoning Clearance requirement and can be applied for directly. Fee is calculated as a percentage of what the corresponding Building Permit Fee would be. EV charger/EVSE installation is electrical work and falls under this combined Electrical, Mechanical, Plumbing Permit; North Logan's Master Fee Schedule does not publish a separate EV-charger fee line item.
Encroachment Permit
Required for work within the public right-of-way in North Logan, including street excavation, road cuts, boring, and utility trenching. Fees are structured around inspection and surety/cash bond deposits tied to the type and age of the disturbed surface.
Commercial Building Permit
Required for new commercial building construction in North Logan. Governed by the same two-step Zoning Clearance (Step 1) + Building Permit (Step 2) process and the same 1997 Uniform Building Code Table No. 3-A valuation-based fee (NLMC § 9-205) as residential construction, but subject to a distinct commercial down payment tier and commercial-specific road, water, sewer, and wastewater-treatment impact fees per the North Logan Master Fee Schedule.
Commercial Tenant Improvement / Tenant Finish Permit
Required for interior remodel, tenant improvement, and tenant finish work in existing commercial buildings in North Logan, per NLMC § 9-201's general requirement that any alteration to a building or structure requires a building permit. North Logan does not publish a tenant-improvement-specific fee table separate from its general Building Permit Fee down-payment tiers, and its official materials do not explicitly state whether interior tenant improvement work triggers the Step 1 Zoning Clearance required for new/modified permanent structures.
Photovoltaic (PV) System Permit
Required for installation of a residential or commercial photovoltaic (solar) system in North Logan. Unlike a standard standalone electrical permit, PV installations follow their own documented submittal process — a dedicated Permit Application, plans emailed directly to the Building Department, and a PV System Plan Check Worksheet used to verify NEC code compliance. The underlying permit fee itself is the same valuation-based Building Permit Fee plus the 27.5% Combined Electrical/Mechanical/Plumbing Permit Fee documented in this file's electrical-mechanical-plumbing-permit entry — North Logan does not publish a separate dollar-amount solar fee tier — but the application path, required worksheet, and a $50 non-refundable deposit are solar-specific and distinct from other trade permits.
Sign Permit
Required in North Logan City to erect, construct, or alter any sign, per the same Zoning Clearance-then-Building Permit process used for other structures. North Logan's official Master Fee Schedule publishes a distinct 'Signs And Sign Permit Fees' category separate from the valuation-based Building Permit Fee: a flat $75.00 Sign Permit fee, plus a Sign Construction Inspection Fee that follows the Building Permit Fee schedule.
Fire Sprinkler / Fire Alarm System Plan Review and Permit
Fire protection and fire code enforcement for North Logan is provided by the Logan City Fire Department (LCFD), not North Logan's own Building Department — a direct fetch of northlogancity.gov/fire confirms 'The Logan City Fire Department (LCFD) provides fire protection and emergency medical services to the cities of Logan, North Logan, Providence, and River Heights,' with North Logan covered from Station 120 (built 1993). LCFD's Fire Prevention Bureau requires automatic fire alarm and automatic fire sprinkler system plans to go through a mandatory third-party plan review (an approved private firm, not LCFD directly) before LCFD grants final approval, IN ADDITION to LCFD's own plan-review/inspection fees. A second re-chase on 2026-07-20 located the actual governing fee document: it is not Logan City's Building Permit Fees Resolution No. 20-09 (checked in full previously, no fire line item) but a separate, dedicated City of Logan Resolution No. 23-14, 'A Resolution Adopting Fire Prevention Inspection Fees,' adopted by the Logan Municipal Council on 10/4/2023 and found via a full CDX sweep of loganutah.gov's council-packet archive (a URL never surfaced by the site's own navigation or search). Its attached Fire Department Fee Schedule sets, for 'New Construction/Tenant Improvements with fire sprinklers and fire alarms': 1 general plan review $75.00, 1 fire alarm plan review $75.00, 1 fire sprinkler plan review $75.00, 1 fire alarm rough-install inspection $75.00, 1 fire sprinkler rough-install inspection $75.00, 1 final inspection (24-hour test, 2 visits) $150.00 — subtotal $525.00, added directly to the building permit fee (rising to $675.00 if a kitchen-hood suppression system plan review/final is also required). This LCFD-set fee is separate from and in addition to the mandatory third-party peer-review firm's own charge (still not city-published, since that firm sets its own private rate). Cross-checked North Logan's own municipal code Master Fee Schedule (northlogan.municipalcodeonline.com/book/print?type=fees, fetched in full) and confirmed it has no fire alarm/sprinkler/plan-review line items of its own (only fire-inspection add-ons tied to business licenses), consistent with North Logan deferring fire permitting entirely to LCFD and LCFD's Resolution 23-14 governing. No resolution superseding 23-14 for these specific line items was found in the council-packet archive through 2026.
EV Charger / EVSE Permit
North Logan does not publish a distinct EV-charger fee line item. Per the North Logan City Master Fee Schedule, installing an EV charger (EVSE) is electrical work billed under the city's combined Electrical, Mechanical, Plumbing Permit — 27.5% of what the corresponding Building Permit Fee would be.
Change of Use Permit (Business License Relocation / New Occupancy Review)
North Logan does not publish a single, distinctly-named 'Change of Use Permit.' A direct fetch of the city's own Business License Department page (northlogancity.gov/business-license) and North Logan Municipal Code (NLMC) Title 8, Regulation Of Business, confirms the functional mechanism instead: NLMC § 8-111 requires 'a separate license must be obtained for each separate place of business,' and each license 'authorize[s] the licensee to engage only in the business licensed thereby at the location or in the manner designated' — meaning a business relocating to a different building/tenant space, or changing its use, must file a new Business License Application (Form B-3) at the new location/use rather than transfer the old one (licenses are non-transferable per NLMC § 8-109 and § 8-413). Form B-3's 'Building Code Compliance Information' section (building use, square footage, fire sprinkler status, number of exits/stories, whether construction/remodeling is occurring) functions as North Logan's use/occupancy screening in place of a separate zoning-compliance certificate. Certain business types require an additional Conditional Use Permit from the Planning Commission per NLMC § 8-505 (child care over 8 children, licensed group child care, beauty/barber shops with more than 3 practitioners, instruction groups exceeding 4 students/class, and all short-term rentals per NLMC § 12C-517), a distinct $350.00 fee per the Master Fee Schedule's Misc. Development Fees section. Where the change of use requires construction to accommodate the new occupancy, that construction is billed under this file's commercial-building-permit or commercial-tenant-improvement-permit entries (including the Zoning Clearance question left open in the latter) — those fees are not duplicated here. No certificate-of-occupancy or change-of-use ordinance provision was found anywhere in NLMC Title 9 (Building And Construction) — a full-text check of that title for 'occupancy'/'occupant' returned only one unrelated match (§ 9-503, utility disconnection notice to a building's 'owner or occupant'). NLMC Title 12 (Land Use) was replaced in its entirety by Ordinance 25-11 and is still being codified online as of this research (2026-07-22), so a distinct Title 12C zoning/use-change provision cannot be ruled out, but is not independently confirmed.

Tips & gotchas
- North Logan requires a strict two-step process: a Zoning Clearance (via the CivicReview portal) must be granted BEFORE a Building Permit application (via the CityInspect portal) can even be submitted. Electrical, GenerLink, Mechanical, Plumbing, and Repair permits are exempt from this Zoning Clearance requirement.
- North Logan's Chief Building Official, Darrin Hancey, is shared with neighboring Hyde Park City — both cities use the same phone number, (435) 563-6507, and his official email is darrin.h@hpcutah.gov (a Hyde Park City domain). Despite the shared building official, North Logan is a fully independent permitting authority: it issues its own permits through its own CityInspect registration (registration_id=15989d4f23a6be), maintains its own Master Fee Schedule and Municipal Code, and Cache County's own Building Department page confirms the county does not issue permits for incorporated cities including North Logan.
- North Logan's Building Codes & Design Criteria page explicitly states 'there are no local amendments for North Logan' — confirmed against North Logan Municipal Code Title 9, where every code-adoption section defers to 'the code... adopted by the State of Utah.'
- North Logan's Design Criteria: 53 psf ground snow load, 115 mph ultimate design wind speed (IBC), 90 mph basic wind speed (IRC), Wind Exposure Category C assumed, Seismic Design Category D0 (Site Class D) — these figures are specific to North Logan and differ from neighboring Cache Valley cities (e.g., Logan); verify before assuming uniformity across Cache County.
- No North Logan-published plan-review turnaround time was located in official sources as of 2026-07-08. North Logan Municipal Code § 9-204 only sets a 24-hour MINIMUM from complete-application receipt to permit issuance (once approved) — not a maximum review window. The residential-building-permit type applies the Utah Code § 10-20-909 statutory ceiling (3-business-day screening + 14-business-day plan review = 17 business days) for one- and two-family dwellings; other permit types (combined trade permit, encroachment permit) are honestly left null since the statute does not extend to them.
- North Logan requires concrete inspections on ALL issued building permits for curb, gutter, and sidewalk work, with a mandatory minimum 24-hour advance notice before any concrete pour — contact Ryan Vanweerd, (435) 752-1310.
- Building permit fees are calculated under the 1997 Uniform Building Code Table No. 3-A (adjusted annually by CPI) per North Logan Municipal Code § 9-205 — the same historical valuation-fee structure used by several other Cache Valley/Utah cities in this corpus, not a flat or percentage-of-Logan's schedule.
