Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC) — adopted via Ivins City Ordinance No. 2025-08 amending Title 14 'Buildings and Construction' (which adopts the state construction code by reference, per Ivins City Code Title 14, Ch.1, and so auto-tracks statutory changes); Utah Code § 15A-2-103(1)(a); effective 2026-07-01, superseded the 2021 edition
  • 2021 International Residential Code (IRC) — Utah Code § 15A-2-103(1)(b); unaffected by the 7/1/2026 statute revision, continues in force
  • 2024 International Plumbing Code (IPC) — Utah Code § 15A-2-103(1)(d); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Mechanical Code (IMC) — Utah Code § 15A-2-103(1)(e); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Fuel Gas Code (IFGC) — Utah Code § 15A-2-103(1)(f); effective 2026-07-01, superseded the 2021 edition
  • 2023 National Electrical Code (NEC) — Utah Code § 15A-2-103(1)(g); unaffected by the 7/1/2026 statute revision, continues in force
  • 2024 International Energy Conservation Code (IECC) — Utah Code § 15A-2-103(1)(h); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Existing Building Code (IEBC) — Utah Code § 15A-2-103(1)(i); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Swimming Pool and Spa Code (ISPSC), residential provisions — Utah Code § 15A-2-103(1)(n); effective 2026-07-01, superseded the 2021 edition; Ivins charges a distinct Pool Permit Fee ($300, per its Consolidated Fee Schedule)
  • NOTE: Effective July 1, 2026 (now in force) — 2024 editions of IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC replaced the 2021 editions per Utah Code § 15A-2-103 (version effective 7/1/2026, superseded 1/1/2027; text independently re-verified live at le.utah.gov 2026-07-16). The 2021 IRC and 2023 NEC were unaffected and remain in force. Because Ivins Ordinance No. 2025-08 adopts the state code by reference rather than restating specific editions, Ivins is not expected to have a separate city-document lag of the kind seen in some sibling cities — this was not independently re-verified against the amlegal-hosted Ivins Code text this session (that site's full ordinance text is not renderable via automated fetch, per the localAmendments entry above).

Tips & gotchas

  • Ivins City's Building/Zoning Department is fully independent of Washington County — it is a standalone budgeted city department (per the FY2026 Budget Document) with its own Building and Zoning Administrator (Rob Dalley, 435-634-9753), not a contracted service. Washington County's own building department serves only unincorporated county areas, plus jurisdictions that separately contract with it — Ivins is not one of them.
  • All permit applications go through Ivins City's 'City Inspect' online portal (linked from ivinsutah.gov/building-department/).
  • The Building Permit fee itself is valuation-based using the city's own '1997 Valuation Code' (per the Consolidated Fee Schedule), not the ICC Building Valuation Data table some other Utah cities (e.g., Murray) now use — request the city's current valuation table directly from the Building/Zoning Department when estimating a project.
  • In addition to the base Building Permit fee, budget for a 10% Plan Check surcharge and a 1% State Permit Tax, both calculated as a percentage of the Building Permit fee, per Ordinance No. 2024-12.
  • Single-family home construction carries substantial impact fees (Public Safety, Water, Sewer, Sewer-Regional Plant pass-through to St. George, Parks & Recreation, Streets, Storm Drain, Habitat) on top of the Building Permit, Plan Check, and State Permit Tax — see the residential-building-permit fee list for current amounts.
  • Ordinance No. 2025-08 (2025) amended Title 14 'Buildings and Construction' of the Ivins City Code and removed the standalone fee-schedule cross-reference from the building code chapter (former Section 106.6.2) — all building-related fees now live solely in the city's single Consolidated Fee Schedule (most recently amended by Ordinance No. 2024-12, effective July 1, 2024), not duplicated in the building code itself.
  • Electric service in Ivins is provided by Dixie Power, a rural electric cooperative — not a municipally-owned utility. Coordinate service upgrades, new-construction connections, and solar net-metering interconnection directly with Dixie Power in addition to the city building permit.
  • Fire protection is provided through the joint Santa Clara-Ivins Fire Department, not a solely city-run division — relevant for Certificate of Occupancy fire sign-off coordination.
  • No jurisdiction-published plan-review turnaround time (in business or calendar days) was located for any Ivins permit type in official city sources as of 2026-07-08. The only grounded review-timeline figure available is the statewide statutory floor under Utah Code § 10-20-909 — 14 business days after a 3-business-day completeness screening period (17 business days total) — which by its own terms applies ONLY to one- or two-family dwelling and townhome construction-project plan review. It has been applied solely to the residential-building-permit entry; all trade/accessory permit types (swimming pool, solar) are honestly left null with a note rather than estimated or misapplied.
