Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC), including Appendices C and J — current statewide-mandatory edition per Utah Code § 15A-2-103(1)(a), effective July 1, 2026. La Verkin City Code Title 9, Chapter 1, § 9-1-2 'Building Code Adopted' locally codifies 'the 2021 edition of the international building code' (last amended by Ord. 2024-06, 2-21-2024 — before the 2026 statewide flip); confirmed by a direct read of the full ordinance text via the Browser pane on 2026-07-16. codelibrary.amlegal.com/codes/laverkinut is in fact fully readable (the entire Chapter 1 text renders on a standard page load) — a prior note in this file calling it an unrenderable React app was incorrect and has been corrected. The city's own ordinance has not yet been updated to the 2024 edition; the statewide statute governs regardless, as La Verkin is bound as a Utah municipality under § 15A-1-204.
  • 2021 International Residential Code (IRC) — current statewide edition per Utah Code § 15A-2-103(1)(b); unchanged by the July 1, 2026 statewide update. La Verkin City Code § 9-1-3 'Residential Code Adopted' also names the 2021 edition (confirmed via direct read 2026-07-16) — city ordinance and statute agree here.
  • 2023 National Electrical Code (NEC) — current statewide edition per Utah Code § 15A-2-103(1)(g); unchanged by the July 1, 2026 statewide update. La Verkin City Code § 9-1-4 'Electrical Code Adopted' locally codifies the '2020 version of the national electrical code' (confirmed via direct read 2026-07-16) — a pre-existing lag on the city's own ordinance, predating and unrelated to the July 2026 flip (the statewide NEC cycle had already advanced past 2020 in an earlier update).
  • 2024 International Plumbing Code (IPC) — current statewide edition per Utah Code § 15A-2-103(1)(d), effective July 1, 2026. La Verkin City Code § 9-1-5 'Plumbing Code Adopted' locally codifies the '2021 version' (confirmed via direct read 2026-07-16) — not yet updated to the 2024 edition.
  • 2024 International Fuel Gas Code (IFGC) — current statewide edition per Utah Code § 15A-2-103(1)(f), effective July 1, 2026. La Verkin City Code § 9-1-6 'Fuel Gas Code Adopted' locally codifies the '2021 version' (confirmed via direct read 2026-07-16) — not yet updated to the 2024 edition.
  • 2024 International Mechanical Code (IMC) — current statewide edition per Utah Code § 15A-2-103(1)(e), effective July 1, 2026. La Verkin City Code § 9-1-7 'Mechanical Code Adopted' locally codifies the '2021 version' (confirmed via direct read 2026-07-16) — not yet updated to the 2024 edition.
  • International Fire Code (IFC) — La Verkin City Code § 9-1-8 'Fire Code Adopted' locally codifies 'the 2021 edition of the international fire code, as amended and adopted by the state,' referencing the state fire code at Utah Code Title 15A, Chapter 5 (confirmed via direct read 2026-07-16), enforced in coordination with Hurricane Valley Fire Special Service District. Utah Code § 15A-2-103 does not itemize the IFC — the state fire code is a separate provision under Title 15A, Chapter 5, not part of the § 15A-2-103(1) construction-code list, so the IFC edition is unaffected by the § 15A-2-103 July 1, 2026 flip.
  • International Wildland-Urban Interface Code — La Verkin City Code § 9-1-9 'Wildland-Urban Interface Code Adopted' locally codifies the '2020 edition' (confirmed via direct read 2026-07-16), which differs from the statewide baseline 2006 edition (with Division of Forestry, Fire, and State Lands amendments) available for local adoption under Utah Code § 15A-2-103(2) — a separate statutory provision from Subsection (1) and unaffected by the July 1, 2026 flip to the Subsection (1) codes.
  • 2024 International Energy Conservation Code (IECC) — current statewide edition per Utah Code § 15A-2-103(1)(h), effective July 1, 2026. La Verkin City Code § 9-1-10 'Energy Conservation Code Adopted' locally codifies the '2018 version' (confirmed via direct read 2026-07-16) — a substantial pre-existing lag on the city's own ordinance (predating even the prior 2021 statewide IECC cycle), unrelated to the July 2026 flip.
  • 2024 International Existing Building Code (IEBC) — current statewide edition per Utah Code § 15A-2-103(1)(i), effective July 1, 2026. La Verkin City Code § 9-1-12 'Existing Building Code Adopted' locally codifies the '2021 edition' (confirmed via direct read 2026-07-16) — not yet updated to the 2024 edition.
  • Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — current statewide edition per Utah Code § 15A-2-103(1)(n), effective July 1, 2026. La Verkin City Code § 9-1-13 'Swimming Pool And Spa Code Adopted' locally codifies the '2021 edition' (confirmed via direct read 2026-07-16) — not yet updated to the 2024 edition.
  • Modular Building Institute Standards 1200 and 1205 — adopted statewide per Utah Code § 15A-2-103(1)(o); La Verkin City Code Title 9, Chapter 1 does not separately address modular buildings, but the statewide standard applies regardless.

Tips & gotchas

  • La Verkin's Building Inspection Division is independent of Washington County — permits are issued directly by the City at City Hall (435 North Main Street), not through a county contract.
  • La Verkin's fee schedule references a square-foot construction cost chart dated 06/18/08 for the Building Permit Valuation Fee — this is notably older than the ICC Building Valuation Data tables (Feb 2026) used by nearby Murray and Hurricane; confirm current usage with the Building Department, as no newer chart was found published on the city's own site.
  • Three separate outside agencies are involved in a typical new-construction permit beyond the City itself: the Washington County Water Conservancy District (culinary water impact fee, requiring a separate countersigned form), Hurricane Valley Fire Special Service District (fire service and fire impact fee, billed separately from the City), and the Utah Division of Water Quality (SWPPP/storm water construction permit via construction.stormwater.utah.gov for qualifying disturbance thresholds).
  • No city-published plan-review turnaround time was found for any La Verkin permit type. The only grounded review-timeline figure available is the Utah Code § 10-20-909 statutory floor for one- and two-family dwellings (14 business days plan review after up to a 3-business-day completeness screening = 17 business days total) — applied here only to the residential-building-permit entry per PermitBase's verification policy, not to trade/accessory permits.
  • Utah's statewide code cycle applies to La Verkin as Authority Having Jurisdiction: as of July 1, 2026, Utah Code § 15A-2-103 mandates the 2024 IBC/IPC/IMC/IFGC/IECC/IEBC, the residential provisions of the 2024 ISPSC, and (unchanged from the prior cycle) the 2021 IRC and 2023 NEC. A direct read of La Verkin City Code Title 9, Chapter 1 via the Browser pane on 2026-07-16 (the site is fully readable — a prior note in this file calling it an unrenderable React app was incorrect) found the city's own ordinance, last amended by Ord. 2024-06 (2-21-2024), still codifies older editions across the board: 2021 IBC, 2020 NEC, 2021 IPC/IFGC/IMC/IEBC/ISPSC, and a notably outdated 2018 IECC. Only the 2021 IRC matches current statute exactly. None of this reflects fabrication — La Verkin genuinely has not re-codified since before the 2026 flip (and its NEC/IECC lag predates the flip entirely); the statewide statute governs regardless of the local ordinance's currency.
  • Only one permit type (Residential Building Permit) reached the zero-tolerance verified bar in this build. Standalone trade permits (electrical, plumbing, mechanical, roofing, solar) were not built as separate entries because La Verkin's Consolidated Fee Schedule and Building Permit Packet do not list distinct fee lines for these trades (unlike Murray or Hurricane) — all building work appears to route through the single valuation-based Building Permit Fee plus Plan Review Fee. Building a separate trade-permit entry without a distinct fee citation would have required marking it 'partial' with fees:[], which was avoided by scoping this build to the one permit type with a fully verified, distinctly-cited fee structure.
