Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Energy Conservation Code (IECC) — currently in effect as of July 1, 2026, superseding the 2021 IECC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(h))
  • 2024 International Existing Building Code (IEBC) — currently in effect as of July 1, 2026, superseding the 2021 IEBC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(i))

Tips & gotchas

  • Ogden's official domain is ogdencity.gov — ogdencity.com redirects to ogdencity.gov. The permits office is Suite 220 and building inspections is Suite 240, both at 2549 Washington Blvd.
  • Ogden's plan review takes 10–15 business days after the $70.50 deposit is paid. A re-review takes 5–7 additional business days per the Submittal Process page.
  • Fence permits and parking slab permits in Ogden are no cost — classified as Land Use permits applied for via the EnerGov portal Land Use category.
  • Ogden Design Criteria: snow load 43–50 psf, frost line 30 inches below grade, seismic categories D/E/F (geotechnical soils study required), weathering severe, winter design temperature 5°F, wind 115/120 mph exposure B/C, ice barrier underlayment required.
  • The fee schedule in Ogden City Code § 4-6-1 has been amended by Ord. 2025-43 (12/16/2025), Ord. 2026-2 (3/24/2026), and Ord. 2026-6 (5/5/2026). These amendments are pending codification as of June 2026 — verify current amounts with Building Inspections at (801) 629-8950.
  • Central Weber Sewer District (CWSD) charges a separate sewer impact fee collected by Ogden Building Inspections with the building permit. Contact CWSD at 801-731-3011.
  • As of July 1, 2026, the 2024 IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC (residential provisions) are currently in effect statewide in Utah, superseding the 2021 editions; the IRC remains 2021 and the NEC remains 2023. Plans submitted before July 1, 2026 were reviewed under the codes in effect on the submission date.
  • Demolition permits are issued separately from other permits and require utility clearances (Rocky Mountain Power 888-221-7070, Dominion Energy, Ogden City Public Utilities) and may require asbestos clearance from Utah Division of Air Quality.
