Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- GOVERNING LAW: Utah Code § 15A-2-103 (le.utah.gov/xcode/Title15A/Chapter2/15A-2-S103.html), version effective 7/1/2026 (amended by Ch. 47, 2026 General Session), sets the statewide-mandatory construction code suite (Utah Code § 15A-1-204 — binds every municipality; local amendments permitted, a different edition is not). South Ogden's official Building & Inspections FAQ page ('What code editions are being enforced?') still displays the pre-7/1/2026 edition list; re-checked live 2026-07-16, page text is byte-identical to the earlier fetch: 'The city is currently enforcing the following codes: 2021 Edition of the International Building Code, 2021 Edition of the International Residential Code, 2021 Edition of the International Plumbing Code, 2021 Edition of the International Mechanical Code, 2021 Edition of the National Electrical Code, 2021 Edition of the International Fuel Gas Code, 2021 Edition of the International Fire Code, 2009 Edition of the International Building Code (ICC/ANSI A117.1) for Accessibility Standards.' State law governs regardless of the page's lag; each line below states current law first, then the page's as-published (stale or omitted) text.
- 2024 Edition of the International Building Code (IBC) — per Utah Code § 15A-2-103(1)(a), effective 7/1/2026. South Ogden's FAQ still lists '2021 Edition of the International Building Code' (live re-check 2026-07-16).
- 2021 Edition of the International Residential Code (IRC), plus Appendix AQ of the 2021 IRC — per Utah Code § 15A-2-103(1)(b)/(c); this edition did NOT change in the 7/1/2026 flip. Matches South Ogden's FAQ, which lists '2021 Edition of the International Residential Code' (live re-check 2026-07-16).
- 2024 Edition of the International Plumbing Code (IPC) — per Utah Code § 15A-2-103(1)(d), effective 7/1/2026. South Ogden's FAQ still lists '2021 Edition of the International Plumbing Code' (live re-check 2026-07-16).
- 2024 Edition of the International Mechanical Code (IMC) — per Utah Code § 15A-2-103(1)(e), effective 7/1/2026. South Ogden's FAQ still lists '2021 Edition of the International Mechanical Code' (live re-check 2026-07-16).
- 2023 Edition of the National Electrical Code (NEC) — per Utah Code § 15A-2-103(1)(g); this edition did NOT change in the 7/1/2026 flip and has been state law since before this project's original 2026-07-07 review. South Ogden's FAQ still lists '2021 Edition of the National Electrical Code' (live re-check 2026-07-16) — this is a PRE-EXISTING discrepancy that predates and is unrelated to the 2026-07-01 code-cycle flip (South Ogden's page was already citing a stale NEC edition under the prior law too); reported here as-published rather than corrected, per grounded-data policy of not inventing a fact the city's own source does not state.
- 2024 Edition of the International Fuel Gas Code (IFGC) — per Utah Code § 15A-2-103(1)(f), effective 7/1/2026. South Ogden's FAQ still lists '2021 Edition of the International Fuel Gas Code' (live re-check 2026-07-16).
- 2024 International Energy Conservation Code (IECC), one statewide edition (no residential/commercial split) — per Utah Code § 15A-2-103(1)(h), effective 7/1/2026. Not mentioned on South Ogden's FAQ, department page, Forms page, or City Fee Schedule as of live re-check 2026-07-16; added here as a statute-sourced omission (applies statewide regardless of city publication), not fabricated.
- 2024 International Existing Building Code (IEBC) — per Utah Code § 15A-2-103(1)(i), effective 7/1/2026. Not mentioned on any South Ogden source reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.
- Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — per Utah Code § 15A-2-103(1)(n), effective 7/1/2026. Not mentioned on any South Ogden source reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.
- Modular Building Institute (MBI) Standards 1200 and 1205 — per Utah Code § 15A-2-103(1)(o), statewide-mandated for modular units. Not mentioned on any South Ogden source reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.
- 2021 Edition of the International Fire Code (IFC) — per the official FAQ page (live re-check 2026-07-16, unchanged); South Ogden City Code Title 3, Chapter 1 separately adopts by reference 'the International Fire Code version adopted by the State of Utah Fire Marshal's Office for the respective year' (Ordinance 24-05, effective 2 Jul 2024), so the specific IFC edition in force tracks the State Fire Marshal's current adoption. NOTE: Utah Code § 15A-2-103 does NOT adopt the IFC — it is separately governed under Title 15A Chapter 5, outside the scope of this section; South Ogden's IFC citation and Fire Code ordinance are therefore unaffected by, and not mis-scoped to, § 15A-2-103.
- 2009 Edition of the International Building Code (ICC/ANSI A117.1) for Accessibility Standards — per the official FAQ page (live re-check 2026-07-16, unchanged). This accessibility standard is not among the codes enumerated in Utah Code § 15A-2-103(1); reproduced here as South Ogden's own published statement, not itself corrected against that section.
- Utah's statewide construction-code framework under Utah Code Title 15A (State Construction and Fire Codes Act) governs code adoption and amendment authority for all Utah municipalities, including South Ogden; § 15A-2-103 is now the direct authority used above for the codes it enumerates, since South Ogden's own FAQ page has not been updated to reflect the 7/1/2026 edition changes.
Permit types & fees
Residential Building Permit (New Construction / Additions / Alterations)
Required for new single-family residential construction, additions, and structural alterations in South Ogden. The Building Permit Fee is valuation-based per the city's own published fee table (distinct from Highland/Murray/Vineyard, which peg to the ICC schedule directly) — South Ogden publishes its own valuation brackets in the official City Fee Schedule. Rooftop or ground-mounted solar PV installation also falls under this general Building Permit — South Ogden does not publish a distinct solar-specific permit type, fee line, or application checklist anywhere on its Building & Inspections FAQ, Forms page, or the official City Fee Schedule (last amended 16 Jun 2026, checked directly by PDF text extraction 2026-07-19, no 'solar' or 'photovoltaic' mention found).
Accessory Building / Shed Permit
Required for sheds and other accessory buildings exceeding 200 square feet in South Ogden; sheds of 200 sq ft or less do not require a permit but must still follow the city's published setback and height guidelines, per the official FAQ. Permitted sheds are billed under the same valuation-based Building Permit Fee table as other construction.
Demolition Permit
Required before demolishing any structure in South Ogden. The permit process requires clearance from the Weber County Health Department confirming no friable asbestos (or licensed abatement), confirmation utility lines were safely terminated, removal of the structure from the State tax rolls, and proper disposal of hazardous-material-containing appliances/electrical devices, per the official FAQ. A separate Utility Demolition Fee applies depending on whether utility service is retained or permanently terminated.
Accessory Dwelling Unit (ADU) Permit & Rental License
Required for construction of internal, attached, or detached Accessory Dwelling Units under South Ogden City Code § 10-14-23, as amended by Ordinance 23-21 (effective 5 Dec 2023). A building permit is required for the construction/conversion, and a separate Rental Dwelling Business License is required if the owner receives any monetary compensation for the ADU.
Land Use Permit (Fence)
A no-cost, optional permit for fence construction in South Ogden. Unlike a building permit, it is not legally required to build a fence, but the city strongly recommends obtaining one for future protection if a dispute over the fence ever arises, per the official FAQ.
Commercial Building Permit
Required for new commercial construction in South Ogden. Uses the same valuation-based Building Permit Fee table as residential permits, plus a dedicated Commercial Plan Check and Site Plan Review fee of 65% of the building permit fee cost, per the official City Fee Schedule.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement, remodel, or interior finish work in existing commercial space in South Ogden. South Ogden's City Fee Schedule does not publish a separate TI-specific fee line — TI/remodel work is billed under the same valuation-based Building Permit Fee table and the same 65% Commercial Plan Check and Site Plan Review fee as new commercial construction.
Sign Permit
Required for signs in South Ogden City. Per the city's own Building & Inspections FAQ, 'Are permits required for signs? Yes.' Signs are regulated under City Code Title 10, Chapter 5.1 (most recently amended by Ordinance 22-16, which added a non-commercial expressive sign category and revised existing-sign standards). South Ogden does not publish a distinct dollar sign-permit fee — its Consolidated Fee Schedule (last amended 16 Jun 2026) contains only the general valuation-based Building Permit Fee table, with no sign-specific line item, so signs requiring a building permit are priced off that same table.
EV Charger / EVSE Permit
South Ogden's Consolidated Fee Schedule (last amended 16 Jun 2026) has no distinct EV-charger/EVSE line item, and the city does not publish a separate Electrical Permit fee at all — all Building Department work, including EV charger/EVSE installation (a dedicated circuit and/or panel work), is billed under the single valuation-based Building Permit Fee table in the Building Department Fees section. This was confirmed by a full read of the Building Department Fees pages (Building Permit Fees and Building Inspection Fees) of the official fee schedule, which lists no separate electrical or EV-specific fee category.
Solar / Solar PV Installation Permit
South Ogden does not publish a distinct solar or photovoltaic permit type, application form, or fee line item. Rooftop or ground-mounted solar PV installation is billed under the same valuation-based Building Permit Fee table used for all other Building Department work. Confirmed by direct fetch of the official Building & Inspections FAQ page and Forms page (both checked live 2026-07-21, no 'solar' or 'photovoltaic' mention or form found), and by a full read of the official City Fee Schedule (last amended 16 Jun 2026) — the complete table of contents and the entire Building Department Fees section (Building Permit Fees, Building Inspection Fees) list no solar-specific category.
Fire Sprinkler System & Fire Alarm System Permit
South Ogden has its own municipal Fire Department (Station 81 at 3950 S Adams Ave. and Station 82 at 5635 S Wasatch Dr.) — it is not served by a joint fire district — and that department, not the Building & Inspections Department, reviews and inspects fire sprinkler and fire alarm systems installed in commercial buildings when triggered by the Uniform Fire Code (UFC) as adopted locally under South Ogden City Code Title 3, Chapter 1 (Ordinance 24-05, eff. 2 Jul 2024), which adopts by reference the IFC edition currently designated by the Utah State Fire Marshal's Office. The official South Ogden City Fee Schedule (last amended 16 Jun 2026) publishes a dedicated 'Fire Department Fees' table listing a distinct $100 fee for on-site procedural verification of fire sprinkler systems and a separate $100 fee for commercial alarm system plan review and pre-occupancy trip test (if required by UFC) — confirmed by direct page-image review of the source PDF (page 8, fetched 2026-07-22). South Ogden does not publish a standalone Fire Sprinkler Permit or Fire Alarm Permit application form on its Building & Inspections Forms page or its Fire Department page (both checked live 2026-07-22); fire sprinkler and fire alarm plans are instead submitted as part of the underlying Commercial Building Permit or Tenant Improvement Permit application and routed internally to the Fire Department for review, per the Commercial Building Permit entry in this file.
Certificate of Occupancy / Change of Use Permit
South Ogden's own zoning code names this product a 'Certificate of Occupancy,' not a standalone 'change of use permit' — South Ogden City Code § 10-1-7 ('Certificate Of Occupancy Required') provides that no land or building may be used, occupied, or changed in use until a certificate of occupancy is issued by the Chief Building Official confirming compliance with City Code Title 10, and that the certificate is applied for at the same time as the building permit application and issued within ten (10) days after the work is completed in conformity with the code. This is the only officially-sourced review/issuance-timeline figure identified anywhere in South Ogden's building-related code for any permit type in this file. South Ogden's own municipal code platform (southogden.municipalcodeonline.com) is a JavaScript single-page application with no crawlable static text or discoverable API (a known limitation already documented elsewhere in this file), so the exact section text above was read via zoneomics.com, a zoning-code aggregation service that republishes the codified text sourced from South Ogden's code vendor (Sterling Codifiers) — not a content-farm/document-mirror host, but also not the primary .gov-equivalent host itself; flagged 'partial' confidence for that reason. No distinct Certificate-of-Occupancy fee line item was found anywhere in the official City Fee Schedule (last amended 16 Jun 2026) — a full read of the Building Department Fees and Business License Fees sections found no CO-specific charge; a change of use is billed only through whatever underlying process it triggers (a valuation-based Building Permit Fee if construction/alteration is involved, and/or the applicable Commercial Business License Fee if a new business occupies the space).

Tips & gotchas
- South Ogden's official FAQ page names its exact enforced code editions verbatim: 2021 IBC, 2021 IRC, 2021 IPC, 2021 IMC, 2021 NEC, 2021 IFGC, 2021 IFC, plus the 2009 IBC (ICC/ANSI A117.1) for accessibility — this is a rare case among Utah cities researched so far of a jurisdiction directly publishing this level of code-edition detail on its own FAQ rather than only in an ordinance or fee schedule. As of Utah Code § 15A-2-103's 7/1/2026 code-cycle flip (Ch. 47, 2026 General Session), that FAQ is now stale for IBC/IPC/IMC/IFGC (state law moved to 2024) though correct for IRC (stayed 2021); its 2021 NEC citation was already stale before the flip too, since the 2023 NEC has been state law since before this project's original 2026-07-07 review — a PRE-EXISTING discrepancy unrelated to the 2026 transition. The FAQ also omits IECC, IEBC, ISPSC, and MBI entirely; all four are added to codesAdopted as statute-sourced omissions (live re-check 2026-07-16).
- The city publishes its own self-contained valuation-based Building Permit Fee table (Ordinance 18-12, 18 Sep 2018) rather than deferring to the ICC's own schedule — check the table directly rather than assuming a Highland/Vineyard-style ICC pass-through.
- Fences need no permit at all (optional, no-cost Land Use Permit only); sheds over 200 sq ft need a full Building Permit; sheds 200 sq ft or under need no permit but must still meet setback/height rules or risk a forced removal order.
- ADUs are governed by South Ogden City Code § 10-14-23 (Ordinance 23-21, eff. 5 Dec 2023): internal, attached, and detached types allowed, but only in owner-occupied homes, capped at one per lot, detached ADUs limited to 1,200 sq ft on lots 10,000+ sq ft, and short-term rental use is always prohibited. Renting an ADU for compensation requires a separate $10 Rental Dwelling Business License, which triggers a notice recorded against the property at the Weber County Recorder's Office.
- Demolition requires Weber County Health Department asbestos clearance in addition to the city's own permit — fees differ 5x ($100 vs $500) depending on whether utility service is retained or permanently terminated.
- Weekend inspections are the exception, requiring Chief Building Official sign-off plus an overtime fee — most inspection scheduling must go through the 9 AM–3 PM call window with 24 hours notice.
- No jurisdiction-published plan-review turnaround time (in business/calendar days) was located for any South Ogden permit type in official sources as of 2026-07-07, despite an exhaustive review of the Building & Inspections department page, FAQ, Forms page, Required Inspections document, and the full 24-page City Fee Schedule (last amended 16 Jun 2026). South Ogden's own municipal code site (southogden.municipalcodeonline.com) is a JavaScript single-page application with no static, crawlable table of contents and no discoverable public API, and Wayback Machine snapshots mirror the same JS shell — so a code-chapter-level search for a distinct review-timeline provision could not be completed either. All permit-type reviewTimelineDays fields are honestly null with an explanatory note rather than estimated, per the zero-tolerance-verified policy.
- Penalty for unpermitted work doubles the required permit fee, accrues daily until compliance, and can escalate to a forced demolition order if the structure is found in violation of city ordinances, per the official FAQ.
