Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.
- Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Clarkdale independently created and administers its own Community Development Department / Building Safety Unit under Town Code Chapter 7 (Building), which adopts and amends its own construction codes; it does not defer permitting to Yavapai County. - 2024 International Building Code (IBC), including Appendices B, C, D, E, F, G, H, I, J, K, N, O and P as published by the International Code Council, adopted by reference as Town Code Article 7-1, with Town of Clarkdale amendments. The Building Division's own page (as of this review) still describes the 2018 ICC codes/2017 NEC as the 'recently adopted' set, but the Town's own current Article 7-1 ordinance text (retrieved directly, Town of Clarkdale Ordinance amending Chapter 7) confirms the 2024 IBC is now the adopted and currently governing edition — a June 1, 2026 Building and Fire Code update was separately reported in Town news channels. - 2023 National Electrical Code (NEC), as published by the National Fire Protection Association, adopted by reference as Town Code Article 7-5 (one edition behind the 2024 ICC set, consistent with typical Arizona NEC adoption lag); Article 90.1(E)(1) cross-references Chapter 1 of the 2024 IRC/IBC for permit administration and fee collection procedures. - International Fire Code, 2012 Edition plus Appendix D, adopted as part of Town Code Chapter 7 (Building); the Verde Valley Fire District administers this code on behalf of the Town rather than the Building Division directly. Source: Town of Clarkdale Building Division page (clarkdale.az.gov/179/Building-Division).
- 2024 International Existing Building Code (IEBC), including Appendices A, B, C, D and E, adopted by reference as Town Code Article 7-8, with Town of Clarkdale amendments (governs repair, alteration, change of occupancy, addition, relocation, and demolition of existing buildings — one- and two-family dwellings and townhouses up to 3 stories may alternatively comply with the IRC). Source: Town of Clarkdale Town Code Article 7-8, official PDF (clarkdale.az.gov/DocumentCenter/View/2512).
- 2018 International Energy Conservation Code (IECC), adopted by reference in Town Code Article 7-9 and cross-referenced throughout the IBC/IRC amendments (e.g., Section 110.3.9/R109.1.6 energy-efficiency inspections cite 'Chapter 13 of the 2018 IECC') — NOT advanced to the 2024 edition alongside the other ICC codes, mirroring the same one-edition-behind pattern seen in neighboring Yavapai County jurisdictions (e.g., Cottonwood). - 2017 ICC A117.1 Accessible and Usable Buildings and Facilities standard, plus the 2010 ADA Standards (Title II regulations at 28 CFR 35.15 and Title III regulations at 28 CFR 36 subpart D, both referencing the 2004 ADAAG at 36 CFR part 1191, Appendices B and D), adopted as an amendment to IBC Chapter 11 / Section 1102.1 (Design). A separate IRC Chapter 11 (Accessibility) amendment in Article 7-1 deletes that chapter in its entirety for one- and two-family work. - Manufactured housing is separately regulated under Town Code Article 7-13 (Manufactured Housing Standards), which includes its own Manufactured Home Building Permit section (7-13-2); the Building Permit Application lists 'Manufactured Home' as a distinct project type. The full text of Article 7-13 could not be retrieved in this review (it is not mirrored on the Town's ordinances/DocumentCenter page alongside the ICC-code articles, and the third-party town.codes mirror blocked automated access) — treated as a confirmed gap rather than an assumption. Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family and two-family dwelling construction in the Town of Clarkdale. Reviewed against the 2024 IRC and Town of Clarkdale amendments (Town Code Article 7-2). Applications are submitted by mail, email, or in person to the Community Development Department.
Residential Addition / Remodel / Accessory Structure Permit
Required for room additions, structural remodels, decks, and accessory structures to existing one- and two-family dwellings in the Town of Clarkdale, reviewed against the 2024 IRC as adopted and amended by the Town (Town Code Article 7-2). Non-structural cosmetic remodels with no added square footage or plumbing/electrical/mechanical scope are exempt.
Electrical Permit
Required for electrical installation, alteration, or repair work in the Town of Clarkdale, governed by the 2023 National Electrical Code (NEC) as adopted by the Town (Town Code Article 7-5), with narrow exemptions for minor/like-for-like work.
Plumbing Permit
Required for plumbing installation, alteration, or repair work in the Town of Clarkdale, governed by the 2024 International Plumbing Code (IPC) as adopted by the Town (Town Code Article 7-3).
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations in the Town of Clarkdale, governed by the 2024 International Mechanical Code (IMC) as adopted by the Town (Town Code Article 7-4).
Re-Roofing Permit
Required for residential and commercial re-roofing in the Town of Clarkdale when not covered by the Town's narrow like-for-like permit exemption. Governed by the 2024 IRC/IBC roofing provisions and Town of Clarkdale amendments; the Building Division's own page separately notes that permits ARE required for 'roofing... of any size.'
Solar Photovoltaic (PV) Permit
The Town of Clarkdale does have solar-specific permitting materials -- its own Forms page lists a 'Solar Permit Checklist' (alongside other 01.01.26-dated building checklists) as a live document title, and the Town's Community Development Department separately publishes a 'Solar Usage for Water and Electric and Geothermal Usage' GIS map (updated 8/29/2023) showing 413 parcels with solar electric, 4 with solar heated water, 15 with both, and 3 geothermal parcels -- clear evidence solar PV is a routinely permitted use in Clarkdale. However, the actual Solar Permit Checklist document itself could not be retrieved: it returned HTTP 404 from the Town's own document-hosting CDN during the prior full-file review (2026-07-06, flagged as a confirmed access gap in tipsAndGotchas) and was independently re-attempted on 2026-07-20 (both a direct WebFetch and a browser-header curl against the current Forms/Apply-For page) without locating a working link. Absent that checklist's content, a solar PV installation in Clarkdale is documented here as processed across the Town's general Building Permit (racking/structural, valuation-based per Table 1-A) and Electrical Permit (interconnection, governed by the 2023 NEC) -- the same two-permit pattern already documented for every other trade in this file, none of which publish an itemized dollar fee schedule beyond the ICC valuation methodology.
Demolition Permit
Required for demolition of any residential or commercial structure in the Town of Clarkdale, governed by the 2024 International Existing Building Code (IEBC) as adopted by the Town (Town Code Article 7-8).
Electric Vehicle (EV) Charger / EVSE Permit
The Town of Clarkdale has no dedicated EV charger/EVSE permit type -- confirmed against the Town's Building Division page and Forms page, which lists a 'Solar Permit Checklist' as a live document title (per the sibling solar-pv-permit entry in this file) but no corresponding EV/EVSE checklist or line item. An EVSE circuit installation is required to be permitted as standard electrical work, governed by the 2023 National Electrical Code (NEC) as adopted by the Town (Town Code Article 7-5).
Sign Permit
Clarkdale's only distinctly-named, separately-fee'd sign permit product is the Banner Sign Permit for temporary banner signs. Permanent/commercial signage (freestanding monument, projecting, awning, off-premise, neon, animated, etc.) is substantively regulated by Zoning Code Chapter 7 (Signs) -- sized per a linear-street-frontage formula and, per Section 7-090, subject to mandatory Design Review Board review and approval for all non-temporary commercial signs -- but no separate, itemized 'Sign Permit' application or fee distinct from that Design Review Board process was found published by the Town after an exhaustive chase (see gap note below).
Fire Sprinkler & Fire Alarm Permit
Fire sprinkler (automatic fire-extinguishing system) and fire alarm system permits within the Town of Clarkdale are NOT administered by the Town's Community Development Building Safety Unit -- they are issued and reviewed by the Verde Valley Fire District (VVFD), which maintains its own fire station (Station 36, 895 1st South Street) in Clarkdale and administers the International Fire Code (2012 Edition plus Appendix D, adopted as part of Town Code Chapter 7) on the Town's behalf. VVFD uses a single combined 'Permit Application Form' with checkboxes for system type (new automatic fire-extinguishing system / sprinkler, fire alarm system and related equipment, kitchen hood/fire systems, hot works, tents, etc.), so sprinkler and fire-alarm work are treated as ONE permit product with per-system-type fees rather than two separate permit products -- hence the combined slug.
Certificate of Occupancy / Change of Use
The Town of Clarkdale has no stand-alone 'Change of Use Permit' or 'Certificate of Occupancy' application or fee product separate from its standard Building Permit process -- confirmed by inspecting the Town's own Building Permit Application, whose project-type checkboxes (Residential, Commercial, Accessory Structure, Deck, Demolition, Electrical, Fence, Fence Masonry, Grading, Manufactured Home, Mechanical, New Construction, Plumbing, Re-Roof, Remodel, Solar Electric, Solar Water, Swimming Pool, Temp. Use, Other) include no 'Change of Use' or 'Certificate of Occupancy' option. A change of occupancy/use in an existing building is instead processed as a standard Building Permit (Commercial and/or Remodel) governed by the Town's adopted 2024 International Existing Building Code (IEBC, Town Code Article 7-8), with a Certificate of Occupancy issued under the Town's adopted-by-reference (and locally unamended) 2024 IBC Section 111 following a final inspection. Separately, the Verde Valley Fire District charges its own distinct, named fee for a commercial change-of-use scenario.

Tips & gotchas
- Arizona has no statewide mandatory building code — Clarkdale independently adopts and administers its own construction codes through its Community Development Department / Building Safety Unit (Town Code Chapter 7), distinct from Yavapai County, and even names a specific Building Official (Bob Pipkin, bob.pipkin@clarkdale.az.gov) on its live permit application.
- Clarkdale is a small historic mining town (Clark Memorial Clubhouse, historic district overlays referenced in Town Code) but its building department is fully independent — own address (890 Main Street), own adopted code chapter (Articles 7-1 through 7-22), own fee methodology (ICC valuation tables + 65% plan review fee), and its own permit application/intake process. It does NOT contract out to Yavapai County for building permitting (though it does refer out septic, parcel/assessor, and flood questions to the County).
- The Town's own Building Division webpage text is stale: it describes '2018 ICC Building Codes and 2017 NEC' as the 'recently adopted' set, but the Town's actual, currently-published Article 7-1/7-2/7-3/7-4/7-6/7-8 ordinance PDFs confirm the 2024 IBC/IRC/IPC/IMC/IFGC/IEBC (with 2023 NEC and 2018 IECC) are the currently governing editions. A June 1, 2026 Building and Fire Code update was separately referenced in Town communications. Treat the ordinance PDFs, not the webpage summary, as authoritative.
- NO permit type in this file has a verified review-timeline day-count. This is a genuine, exhaustively-chased gap: the Town's Building Division page, Community Development page, Apply For page, News Flash/CivicAlerts feed, Building Permit Application, and all seven retrieved Town Code Chapter 7 ordinance articles were checked, plus Wayback Machine snapshots of the third-party town.codes mirror (which itself 403-blocks live automated access and had never archived the Town's Article 7-17 'Permits' administrative section at all). Arizona's A.R.S. § 9-835 requires municipalities to post an overall licensing/permit time frame, but the statute itself supplies no numeric default or fallback if a municipality has not published one, and Clarkdale does not appear to have posted a compliant time-frame document. This mirrors the same honest-gap pattern documented for Cottonwood, another Yavapai County town in this dataset.
- A live 'Notice of Intention to Amend the Townwide Fee Schedule' (posted July 6, 2026, the same day as this review) confirms the currently-adopted building-valuation basis is the AUGUST 2007 ICC Building Safety Journal square-foot cost table — an unusually old baseline — with a proposed update to the 2018 cost table pending a September 8, 2026 Town Council hearing. The 65% plan-review-fee rate is confirmed unchanged between the current and proposed schedules.
- Several 01.01.26-dated building checklist/application PDFs are listed as live on the Town's Forms page (clarkdale.az.gov/289/Forms) — Permit Application, Expedited Building Permit Checklist, Residential Accessory/Remodel/Addition Checklist, Solar Permit Checklist, Commercial checklists — but all returned HTTP 404 from the Town's own document-hosting CDN during this review despite being listed as available; this is flagged as a genuine access gap (worth periodic re-check) rather than treated as nonexistent, and the older (2018-2024-dated) documents and ordinance PDFs used as sources for this file loaded successfully from the same domain.
- Manufactured home permits are a distinct, separately-coded permit type (Town Code Article 7-13, 'Manufactured Housing Standards,' including its own Section 7-13-2 'Manufactured Home Building Permits') and appear as a checkbox on the Town's general Building Permit Application, but the full text of Article 7-13 could not be retrieved in this review (not mirrored in the Town's ordinances/DocumentCenter listing alongside the ICC-code articles) and is therefore NOT included as its own permit type in this file — a confirmed gap for potential future deepening rather than a fabricated entry.
- Fire prevention/suppression permitting in Clarkdale is NOT handled by the Building Safety Unit — it is administered by the Verde Valley Fire District under the (older) 2012 International Fire Code plus Appendix D, separate from the Town's otherwise-2024-edition ICC code set.
