When you need this permit

- Construction documents (foundations on caissons, non-conventional roof/wall framing, or site-specific ground snow load over 70 psf) must be prepared, stamped, and sealed by a licensed Colorado design professional
- Soils investigation report as required by subdivision plat notes
- Improvement Location Certificate (ILC) and Setback and Elevation Certificate from a licensed Colorado surveyor for all new foundations (Improvement Survey Plat required if within 5 ft of a property line or built into a variance-granted setback), submitted for Planning Division review/approval before framing begins
- Documentation of an approved water and sewer utility plan from the applicable water/sanitation district, including payment of tap fees
- Contractor Insurance Affidavit executed by the property owner
- Notification of Sales Tax Liability Agreement signed by the property owner
- East Grand Fire Protection District No. 4 Impact Fee Agreement signed by the property owner (Winter Park properties)
- Single-Family/Two-Family Attached Deposit Agreement plus $2,000.00 deposit (split between building exterior completion and landscaping/revegetation), required for detached single-family/attached two-family homes
- Foundation must be protected from frost per Town Code 6-1-2/6-1-3: extend 30 inches below the local frost line, design per ASCE 32, erect on solid rock, or per licensed design professional
- All footing/foundation systems must be designed AND inspected by a licensed Colorado design professional (reinforcing, UFER ground, damp-proofing/perimeter drain)
- Electrical permit is a SEPARATE application filed directly with the Colorado State Electrical Board, not with this Building Division
- Retaining walls of any height require a separate permit and licensed design professional
