Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

IMPORTANT: the Town's Building Division page names ONLY the 2024 IBC, 2024 IFC, and Colorado Wildfire Resiliency Code as recently updated — it does NOT state that the IRC, IECC, NEC, IPC, IMC, IFGC, IEBC, IPMC, or ISPSC editions have changed from the 2023-dated 'Design Criteria and Adopted Codes' sheet. Confirm the current IRC edition with Building Services (970-224-3211) before relying on this for a specific project, since the 2023 sheet predates the 2024 IBC/IFC adoption and may itself be stale for the other codes.

  Required for new single-family and two-family residential construction in Timnath. Plan review is performed by SAFEbuilt Colorado under contract to the Town; the Town of Timnath is the permit-issuing authority. • Sign Permit

  Timnath Land Use Code Article 7 (Signs), Version 22 (effective 3/2/2026), requires a sign permit to erect, move, alter, reconstruct, or substantially repair any permanent or temporary sign in Town limits, except signs expressly exempted under Section 7.5. • Change of Use

  Timnath Land Use Code Section 2.9.19 establishes 'Change in Use' as an administrative review procedure, conducted by the Community Development Director, for a structure changing from one permitted use to another that results in no further site development beyond the original approval. All changes in use require building permit submission and approval; if the change would increase impacts (such as traffic) beyond the original approval or existing site conditions, a full Development Site Plan review is required instead, per Section 2.9.9. The Poudre Fire Authority, which reviews Timnath building permit submittals for fire-code compliance, separately charges its own flat Change of Occupancy review fee.
