Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

  • 2024 International Building Code (IBC) — City of Fort Lupton, Current Adopted Codes & Additional Resources page, adopted by Ordinance No. 2026-1198 (approved by City Council January 20, 2026, effective after publication March 28, 2026), replacing the prior 2018 code cycle
  • 2024 International Residential Code (IRC)
  • 2024 International Mechanical Code (IMC)
  • 2024 International Plumbing Code (IPC)
  • 2024 International Fuel Gas Code (IFGC)
  • 2024 International Fire Code (IFC)

  • 2024 International Energy Conservation Code (IECC)
  • 2024 International Property Maintenance Code
  • 2024 International Swimming Pool and Spa Code
  • 2023 National Electrical Code (NEC) — state-mandated edition per Colorado statute, referenced on the same Current Adopted Codes page
  • Colorado Model Electric Ready and Solar Ready Code, 2023 Edition — adopted by reference in the same Ordinance No. 2026-1198 (per Resolution No. 2026R020 recitals), enacting new municipal code sections rather than amending the I-Codes directly
  • Colorado Wildfire Resiliency Code, 2025 Edition — likewise adopted by reference in Ordinance No. 2026-1198, effective March 28, 2026
  • Note on prior-cycle residue: a ProCode Inc.-branded 'Residential Energy Compliance Certificate' template still in departmental circulation references the superseded '2012/2018 IECC (Res) as amended' baseline for duct-leakage (R403.3.3) and building-envelope (R402.1.2) testing language; the live Current Adopted Codes webpage and Resolution No. 2026R020 recitals (Ordinance 2026-1198, 2024 I-Codes) are treated as the current, governing adoption for this file since they are the actively maintained code-adoption authority, not a legacy form that has not yet been reprinted.

Tips & gotchas

  • Fort Lupton is a home-rule city with its OWN Planning & Building Department, though day-to-day building-official and inspection services are contracted to SAFEbuilt and ProCode Inc. — do not assume Weld County's unincorporated permitting rules apply within city limits.
  • Fort Lupton adopted the full 2024 I-Code suite (IBC, IRC, IMC, IPC, IFGC, IFC, IEBC, IECC, Property Maintenance, Swimming Pool and Spa) plus the 2023 NEC via Ordinance No. 2026-1198 (effective March 28, 2026), replacing the prior 2018 cycle — this is a very recent adoption; confirm with the department if working from older third-party summaries.
  • The same Ordinance No. 2026-1198 also adopted the Colorado Model Electric Ready and Solar Ready Code (2023 Edition) and the Colorado Wildfire Resiliency Code (2025 Edition) as new municipal code sections — the electric/solar-ready adoption satisfies and supersedes the HB22-1362 statewide energy floor with a newer code cycle.
  • Electrical and plumbing contractors need Colorado State Board (DORA) certification as a PREREQUISITE to the City's own local trade license, but Fort Lupton issues and administers its own electrical and plumbing PERMITS locally — it is not a state-board-administered permitting jurisdiction.
  • All permit applications are accepted EXCLUSIVELY through the CommunityCore online portal (paper applications are not accepted except via an in-office kiosk) — a materially different application channel from many peer Colorado jurisdictions still using OpenGov or in-person-only intake.
  • Effective May 1, 2026, plan review fees must be paid UPFRONT at application submittal (not at issuance) and are non-refundable once review begins — a meaningful cash-flow change for applicants versus the prior fee-at-issuance model.
  • Fort Lupton publishes real, specific review-timeline figures unusually clearly for a Colorado home-rule jurisdiction: 24-48 hours for over-the-counter/one-stop permits, 7-10 business days for residential plan review, twenty (20) days for commercial plan review, and 48-72 hours for Certificate of Occupancy issuance — these are the department's own stated operating targets, not a state-mandated SLA.
  • Building permit valuation is set at the GREATER of the ICC Building Valuation Data table or the City's own detailed per-square-foot Construction Valuation Calculator Schedule (e.g., $160/sq ft above-grade, $35/sq ft deck, $65/sq ft covered deck) — always check both methods rather than assuming the ICC BVD table alone governs.
  • Many simple, common permit types (AC/furnace replacement, water heater replacement, reroof, demolition, gas meter/test, residential fence, residential flat work) are billed as flat $150 Over-the-Counter fees with a fast 24-48 hour turnaround, rather than the general valuation-based Building Permit Fee table — confirm whether your project qualifies for this track before budgeting the full valuation-based fee.
  • No standalone ADU (accessory dwelling unit) permit application or fee line distinct from a standard residential building permit exists — ADUs are listed as requiring a permit but processed under the general residential submittal requirements. Fort Lupton DOES codify detailed ADU-specific zoning standards at Municipal Code Sec. 16-4.03(2) (required Pre-Application Meeting, one ADU per lot, size caps, 35' height limit, setbacks, design-compatibility, and access/addressing rules) — confirm zoning eligibility with the Planning Director before submitting.
  • Permits are valid for 6 months (180 days), extendable by continuing to request inspections; one formal extension and up to 3 amendments/revisions (each a flat $85.00 fee) are allowed per permit.
  • A ProCode Inc.-branded Residential Energy Compliance Certificate template still circulating in the department's forms references the superseded 2012/2018 IECC baseline language — the live Current Adopted Codes webpage and Resolution No. 2026R020 (2024 IECC via Ordinance 2026-1198) govern as the current, actively maintained adoption; confirm directly with the Building Department (720-928-4003) if a code-edition discrepancy matters to your project.
