Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

- 2024 International Energy Conservation Code (IECC)
- 2024 International Fire Code (IFC)
- 2023 National Electrical Code (NEC)
- Adopted via Ordinance 1002 (December 17, 2025, effective date of the 2024 code cycle) and subsequently amended by Ordinance 1010 (March 23, 2026); prior code cycle was adopted under Ordinance 949 (October 9, 2023). The City's live Building Codes webpage lists these three ordinances directly beneath the Adopted Codes list.
- Colorado HB 1091 (Lofgren & Johnson Families Carbon Monoxide Safety Act) is separately cross-referenced on the City's Building Codes page as an applicable state law requiring carbon monoxide alarms under specified conditions — this is a state statute the City flags for awareness, not a City-adopted model code edition.
- HB22-1362 (Colorado statewide energy code/electric- and solar-ready standard, applicable window July 2023-July 2026): Dacono's adoption of the 2024 IECC (effective December 17, 2025, per Ordinance 1002) falls within this window. The City's Building Codes page does not itself cite HB22-1362 or describe the 2024 IECC adoption as an HB22-1362 compliance action — this connection is inferred from the timing and code edition, not confirmed by an explicit City statement, so it is not asserted as a settled fact for any permit-level requirement in this file.
Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family and duplex construction in the City of Dacono. Reviewed under the 2024 IRC/IBC as locally adopted (Ordinance 1002/1010) by SAFEbuilt, Inc. on the City's behalf. Building permit fees are based on ICC Building Valuation Data.
Residential Addition / Basement Finish / Remodel Permit
Required for additions, basement finishes, and interior remodels to existing single-family and duplex structures in Dacono. Reviewed under the 2024 IRC as locally adopted. SAFEbuilt publishes dedicated homeowner guides for Home Additions and Basement Finish scopes.
Electrical Permit
Required for installation, alteration, or repair of electrical systems in Dacono. Governed by the 2023 NEC as adopted. Fees are set under the state-mandated fee schedule (CRS 12-23-117), with the City applying a 1.15 multiplier above the state base rate. The City performs contemporaneous State Electrical Board license verification at application per CRS 12-23-116(10).
Electric Vehicle Charging Station Permit
The City of Dacono does not publish a standalone EV charger/EVSE permit application or fee line -- checked the Building Codes & Permits page, the 2026 Fee Schedule, and the Electrical License Contemporaneous Review Guidelines directly; none name electric vehicle charging stations, EV chargers, or EVSE. Because Dacono runs its own local electrical permitting program (unlike jurisdictions that defer entirely to the state), an EV charger installation is processed as a standard Electrical Permit under the 2023 NEC as adopted, billed on the City's 'All Other Electrical Fee' valuation-based schedule (the same table used for any non-new-construction electrical work), with contemporaneous Colorado State Electrical Board license verification for the installing electrician per this file's electrical-permit entry.
Plumbing Permit
Required for installation, alteration, or repair of plumbing systems in Dacono. Governed by the 2024 International Plumbing Code (IPC) as adopted. The City is a registered Inspecting Entity under HB19-1086 and performs contemporaneous Colorado State Plumbing Board license verification.
Mechanical / HVAC Permit
Required for heating, cooling, ventilation, and fuel-gas equipment installation or replacement in Dacono. Governed by the 2024 International Mechanical Code (IMC) and 2024 International Fuel Gas Code (IFGC) as adopted.
Re-Roof Permit
Required for residential re-roofing in Dacono. Governed by the 2024 IRC as adopted; SAFEbuilt publishes a dedicated Residential Re-roofing homeowner guide detailing material and installation requirements. Homeowners may self-perform re-roof work.
Rooftop Solar Photovoltaic (PV) Permit
Required for solar photovoltaic system installation or replacement in Dacono. Governed by the 2023 NEC and 2024 International Codes. SAFEbuilt publishes a regional Photovoltaic System Submittal Requirements document (last revised 10/22/2021) used across its Colorado municipal client jurisdictions, including Dacono.
Accessory Dwelling Unit (ADU) Permit
Dacono's 2026 Fee Schedule includes a specific 'Accessory Dwelling Unit (ADU) Certification of Exception Inspection' fee ($100, includes two inspections), confirming ADUs are a recognized project type, but the City does not publish a dedicated ADU-specific submittal guide, zoning standard, or standalone ADU ordinance page distinct from its general Building Codes and Zoning materials as of this review.
Demolition Permit (Mobile/Modular Home Removal)
Dacono's published demolition-related fee is specific to mobile/modular home removal or demolition; no separate general structure-demolition fee line item distinct from this was located in the 2026 Fee Schedule. A bond is required to ensure debris removal and site safety.
Commercial Tenant Improvement Permit
Required for commercial tenant finish/improvement work in Dacono. Governed by the 2024 IBC as locally adopted. The City's Fee Schedule includes commercial-specific impact fees (City Hall Facilities, Regional Park and Trails, Transportation) assessed per square foot by use type.
Deck / Covered Patio / Carport Permit
Required for decks, patio covers, and carports attached or accessory to single-family dwellings in Dacono. Governed by the 2024 IRC as adopted; SAFEbuilt publishes dedicated homeowner guides for Decks and for Patio Covers and Carports.

Tips & gotchas
- Dacono is a home-rule city that issues its own building, electrical, plumbing, and mechanical permits, but plan review and inspections have been performed under contract by SAFEbuilt, Inc. since June 1, 2016. Direct code/plan-review questions to SAFEbuilt (970-545-3512) and permit-administration/account questions to the City's Permit Technician, Raquel Chavez (303-833-2317 ext. 128, rchavez@daconoco.gov).
- Dacono adopted the full 2024 I-Codes cycle (IBC, IRC, IFGC, IPC, IMC, IEBC, IPMC, ISPSC, IECC, IFC) plus the 2023 NEC, effective December 17, 2025 under Ordinance 1002, subsequently amended by Ordinance 1010 (March 23, 2026). The prior cycle was adopted under Ordinance 949 (October 9, 2023) — confirm which ordinance governs a given permit application date if working on a project that spans the transition.
- The City is a registered 'Inspecting Entity' under BOTH Colorado's electrical contemporaneous-review law (CRS 12-23-116(10), per HB 2016-1073) and its plumbing counterpart (HB19-1086) — meaning Dacono runs its own local electrical and plumbing permitting/inspection programs and verifies contractors' Colorado state (DORA) licenses itself at application and inspection, rather than deferring those trades to the state.
- All building permit fees are computed from the ICC Building Safety Journal's Building Valuation Data (BVD), updated bi-annually (August/February) — not a locally-authored valuation table. Plan Review is a flat 65% of the computed building permit fee, and a 1.5% Construction Use Tax applies to material costs. These three components (permit fee, 65% plan review, 1.5% use tax) apply across nearly every permit type in this file.
- 'Almost Free Building Permit Month' runs every June and temporarily discounts building permit, plan review, and inspection fees for OWNER-APPLIED (not contractor-applied) alteration/repair/improvement projects on existing residential structures and their accessory structures — explicitly excludes new residential construction and non-residential projects. For the 2026 cycle, all discounted work must be completed and inspected by September 30, 2026.
- Fire-code plan review/permits (Mountain View Fire Protection District, 303-772-0710 ext. 2251) and sanitary sewer taps (St. Vrain Sanitation District, 303-776-9570) are handled DIRECTLY by those special districts, not by the City or SAFEbuilt, and carry entirely separate fee schedules from the City's own building permit fees.
- Water tap fees vary enormously by provider: City of Dacono's own water tap fees run $1,530-$4,075 by meter size, while Central Weld County Water District's tap fees for the same meter sizes run $12,000-$180,000 — confirm which water provider serves a given parcel before budgeting a project.
- General/sub-trade contractor licensing uses a three-tier local category system (Category A $150 general/$1,000-and-up projects; Category B $100 covering Roofing, Masonry, Excavating, Plumbers, Hot Water, etc.; Category C $50 covering Fences, Siding, Painting, Alarms, Fire Protection, and many other specialty trades) — in addition to any required Colorado state trade license (electrical and plumbing specifically).
- No numeric plan-review turnaround (days or weeks) is published anywhere on the City's Building Codes & Permits page, Fee Schedule, Almost Free Building Permits page, or any of SAFEbuilt's homeowner building guides (Re-Roof, Home Additions, Basement Finish, Decks, Patio Covers and Carports, Accessory Structures, Pole Barns, Swimming Pools, Window Replacement) — checked all directly. Colorado is home-rule with no statewide review-time clock, and every permitType in this file is honestly null/unverified with a documented chase trail.
- Dacono's primary domain migrated from cityofdacono.com to daconoco.gov (301 redirect confirmed on both the homepage and the seed Building-Codes-Permits URL) — some older internally-linked documents on daconoco.gov still reference the legacy cityofdacono.com domain in their hrefs (e.g., the Building Permit Application and electrician registration form links), though the files themselves resolve correctly.
- The SAFEbuilt-published Photovoltaic System Submittal Requirements document is a regional multi-jurisdiction template (contains a visible '20203 NEC' typo, last revised 10/22/2021) rather than a Dacono-specific design-criteria chart — its stated 30 psf ground snow load / 115 mph wind baseline should be treated as general guidance pending direct confirmation with SAFEbuilt/the City for a specific project, which is why the rooftop-solar-pv-permit and adu-permit entries in this file carry 'partial' confidence.
- Dacono sits in the 'Carbon Valley' area near Firestone and Frederick (both separately covered in this corpus) but operates its own independent SAFEbuilt-contracted building department rather than a shared regional building program with those neighboring towns.
