Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

  • 2018 International Building Code (IBC), as codified and amended per Hudson Municipal Code Chapter 18, Article I, Sec. 18-2 (Ord. No. 19-13, 7-3-19) — currently in force per the live Municode-codified chapter
  • 2018 International Residential Code (IRC), Sec. 18-6 (Ord. No. 19-13, 7-3-19) — currently in force
  • 2018 International Mechanical Code (IMC), Sec. 18-10 (Ord. No. 19-13, 7-3-19) — currently in force
  • 2018 International Fuel Gas Code (IFGC), Sec. 18-20 (Ord. No. 19-13, 7-3-19) — currently in force
  • 2018 International Plumbing Code (IPC), Sec. 18-24 (Ord. No. 19-13, 7-3-19) — currently in force
  • 2012 International Energy Conservation Code (IECC), Sec. 18-28 (Ord. No. 19-13, 7-3-19) — currently in force per the live-codified chapter, though the Town's own DRAFT 2024 amendments propose replacing this with the 2024 IECC (status: not yet adopted as of this review)
  • 2018 International Property Maintenance Code (IPMC), Sec. 18-32 (Ord. No. 19-13, 7-3-19) — currently in force
  • 2018 International Existing Building Code (IEBC), Sec. 18-36 (Ord. No. 19-13, 7-3-19) — currently in force
  • 2018 International Swimming Pool and Spa Code (ISPSC), Sec. 18-40 (Ord. No. 19-13, 7-3-19) — currently in force
  • National Electrical Code: no locally adopted NEC edition found in Chapter 18; IPMC Section 604.2 as amended defers to 'the Electrical Code adopted by the State of Colorado' rather than naming a specific NEC edition — electrical work in Hudson is administered under the Colorado State Electrical Board framework (see localAmendments)
  • IMPORTANT STATUS NOTE — code edition transition in progress but NOT yet finalized: the Town's live Building Permits & Inspections page (hudsonco.gov/166/Building-Permits-Inspections) states the Town 'will adopt the 2024 ICC codes beginning June 2026, including Solar and EV-ready provisions,' and the Town has posted a document titled 'DRAFT 2024 Building Code Amendments' (DocumentCenter View/6523) proposing 2024 editions of IBC/IRC/IMC/IFGC/IPC/IECC(2024)/IPMC/IEBC/ISPSC plus a new Colorado Model Electric and Solar Ready Code, 2023 Edition (Title 31, Article 16, Part 2, C.R.S.) as Sec. 18-43. However, that document is watermarked 'DRAFT' throughout (dated 4/02/2026) and the live, currently-codified Municode text of Chapter 18 (confirmed via search-engine cache of library.municode.com/co/hudson, page directly 403'd to automated fetch) still shows the 2018/2012 editions listed above as being in force via Ord. No. 19-13. Per this project's zero-tolerance policy, the 2024 suite is NOT recorded as adopted until a signed ordinance/Municode update is confirmed; codesAdopted above reflects the current in-force 2018/2012 baseline, with this note flagging the pending transition for the next verification pass.
  • Separately, the Hudson Fire Protection District (HFPD) — an independent special district, not a Town department — has its own fire-code adoption process. The Town's live Building page states 'The Hudson Fire Protection District Board has adopted the 2024 IFC amendments, with draft documents available for review,' and a scanned board resolution (DocumentCenter View/6549, '2024-IFC-Adoption-Board-Resolution', a Konica Minolta scan dated April 2026) is posted. The underlying scanned PDF could not be OCR'd/text-extracted directly during this research pass (image-only scan, no embedded text layer) and the HFPD's own website (hfpdco.org) does not independently confirm a specific in-force IFC edition on the pages checked. Treated as partial confidence: an HFPD board resolution exists and the Town references it as adopted, but the specific currently-effective IFC edition enforced Town-wide could not be independently corroborated beyond the Town's own page summary.

Tips & gotchas

  • Hudson is a statutory (non-home-rule) town in Weld County that contracts its building-official function to ProCode Inc. (which operates under the SAFEbuilt corporate umbrella) — Jonathan Gesick is the current Chief Building Official, reachable directly at 970-305-3161 / jgesick@procodeinc.net, separate from the Town Hall main line (303-536-9311).
  • Hudson is MID-TRANSITION on code editions: the currently codified (in-force) Chapter 18 adopts 2018 IBC/IRC/IMC/IFGC/IPC/IPMC/IEBC/ISPSC plus 2012 IECC, per Ord. No. 19-13 as reflected in the live Municode text. The Town has posted a 'DRAFT 2024 Building Code Amendments' document (watermarked DRAFT, dated 4/02/2026) proposing a wholesale jump to the 2024 ICC suite plus the Colorado Model Electric and Solar Ready Code, 2023 Edition — but this had not been confirmed as formally adopted (no signed ordinance/updated Municode text found) as of this review. Confirm current status directly with the Building Department before relying on either edition set.
  • No specific NEC edition is named in Hudson's own municipal code; IPMC Sec. 604.2 as amended instead defers to 'the Electrical Code adopted by the State of Colorado' — electrical permitting fees and licensing in Hudson track the Colorado State Electrical Board (DORA/DPO) framework rather than a locally-adopted NEC edition.
  • Plumbing fees are folded into the Town's general valuation-based Building Permit Fee table (Sec. 18-19(a)) — there is no standalone Colorado-state-schedule-driven plumbing fee the way there is for electrical. Plumbing contractor licensing is still a Colorado state (DORA) requirement, verified at permit acceptance.
  • Hudson runs a genuinely fast 'One Stop Permit' (over-the-counter, 2-day issuance) track for common small-scope work: Hot Water Heater Replacement ($125), Reroof ($150), Furnace/AC Replacement ($125), Manufactured Home Set-In-Park ($650), Demolition ($150), Move-In Dwelling Pre-Move Inspection within 30 miles ($300), and Temporary Construction/Office Trailer ($250) — all distinct from the Standard Building Permit's 1-2 week (plus 1-2 weeks per revision cycle) review track.
  • Working without a required permit costs double the standard permit fee if discovered after the fact (100% additional per Sec. 18-4(a)(8)/18-4(b)(5)) — though genuine emergencies (e.g., a weekend water heater failure) are generally allowed to proceed first if a permit is obtained the next business day.
  • The Town's Climatic and Geographic Design Criteria (30 psf ground snow load, 115 mph wind speed, Seismic Design Category B, Seismic Zone 1, 30-inch/3-foot frost line) are meaningfully lighter than mountain-corridor jurisdictions like Vail, consistent with Hudson's Front Range/plains location — do not reuse mountain-jurisdiction design assumptions here.
  • A final drainage certificate from a Colorado-licensed professional land surveyor is required before the Town issues a certificate of occupancy on new residential construction — an easy step to miss late in a project.
  • Only electrical and plumbing contractors are required to hold Colorado state licenses for work performed in Hudson per the Town's own Building FAQs; homeowners may perform other work on their own owner-occupied property without a contractor's license. Right-of-way work (street cuts, excavations) may trigger separate Town contractor registration, insurance, and bonding requirements.
  • Fences over 6 feet require a permit (Zoning + Building review); retaining walls 4 feet or less (measured bottom-of-footing to top-of-wall) are permit-exempt; excavations under 50 cubic yards are exempt; shingle/siding repairs of 100 sq ft or less per building are exempt — but decks/patios attached to a structure are explicitly NOT covered by the general 30-inch platform-height exemption.
  • The Hudson Fire Protection District (HFPD) is an independent special district with its own fire-code adoption process, separate from Town Building Department review — commercial kitchen and new-construction projects require a Fire Department Fact Sheet submitted alongside the standard Building Department application. The HFPD's stated adoption of 2024 IFC amendments was referenced by the Town but could not be independently corroborated via a text-extractable source during this research pass (the posted board resolution is an image-only scan); treat as partial confidence pending direct confirmation.
