Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family homes and similar new residential construction in the Town of Mead. Reviewed under the 2024 IRC/IBC as adopted by Ordinance No. 1092. Plan review and permit administration are performed by SAFEbuilt Colorado under contract to the Town; all applications are submitted through the CommunityConnect online portal.
Residential Addition / Remodel Permit
Required for additions, basement finishes, decks/patio covers, garages, carports, and interior remodels involving structural or wall changes in the Town of Mead. Reviewed under the 2024 IRC as adopted by Ordinance No. 1092.
Electrical Permit
Required for electrical wiring, service, and system modifications in the Town of Mead. Governed by the 2024 NEC as adopted by Ordinance No. 1092. Electrical fees are calculated according to the State of Colorado Electrical Board's fee schedule rather than Mead's own valuation table.
Plumbing Permit

A Level 1/Level 2 EV charging circuit is electrical work, governed by the 2024 NEC as adopted by Ordinance No. 1092, and is billed the same way as any other electrical work in Mead: per the most current State of Colorado Electrical Board fee schedule, plus or minus 15% (Colorado Revised Statutes Article 23, Section 12-23-117, which caps local electrical-inspection surcharges statewide at 15% above the State Board's own schedule and bars any other local electrical fee). Mead's population is below the 10,000-resident threshold that triggers Colorado HB24-1173's mandatory EV-permitting-process requirements for covered municipalities.

Tips & gotchas
- Mead's Building Division is administered under contract by SAFEbuilt Colorado; the Building Official is Tim Moroney (tmoroney@safebuilt.com, 970.545.3555), and inspection requests route to firestone-building@safebuilt.com or 303.774.0454. The Town's own Permit Technician, Ana Bohl, handles portal/administrative questions at 970.805.4197.
- All permit applications — including One-Stop Permits — must be submitted through the CommunityConnect online portal; paper applications have not been accepted since January 27, 2021.
- The Town does not require its own contractor trade license, but does require a general $30 annual Town of Mead business license for anyone conducting business (including contractors) within Town limits.
- Development Impact Fees are a substantial addition to the cost of new residential construction ($17,319 for a detached single-family home as of the June 1, 2026 fee schedule) and are adjusted every January 1 based on a 5-year construction-cost-index formula — budget for the current-year rate rather than a prior year's figure.
- The Town's adopted code suite is mostly the 2024 I-Codes (via Ordinance No. 1092), but the International Fire Code is still the 2021 edition (Ordinance No. 1036) — do not assume every adopted code shares the same 2024 edition year.
