Commercial Building Permit (New Construction / Tenant Improvement) in Mead, Colorado
Required to construct, expand, alter, or repair any structure used for commercial purposes in the Town of Mead — from a new office or retail facility down to adding a wall or a few outlets in an existing tenant space — and for converting an existing residence to a commercial use such as an office. Reviewed under the 2024 IBC suite as adopted by Ordinance No. 1092. Plan review and permit administration are performed by SAFEbuilt Colorado under contract to the Town; all applications are submitted through the CommunityConnect online portal. Every commercial permit application must include a Mountain View Fire Rescue District plan review application.

When you need this permit
- Permit required to construct, expand, alter, or repair any structure used for commercial purposes — the Town's Commercial page states this explicitly covers 'anything from creating a new office or retail facility to adding a wall or even a few outlets in an existing tenant space'
- Permit also required for change of use: 'converting an existing structure previously used as a residence into a commercial use such as an office'
- Exempt work (per the Commercial page): painting, floor coverings, and replacing end-use plumbing or lighting fixtures where the plumbing or electrical infrastructure is not modified
- All commercial permit applications must include a Mountain View Fire Rescue District plan review application
- Application must be submitted online via the CommunityConnect Portal — paper applications have not been accepted since January 27, 2021 ('This includes One Stop Projects, as well as residential, commercial, and industrial permits')

- Tenant improvement is NOT a separately published permit type in Mead — the Town's Commercial page folds tenant-space work ('adding a wall or even a few outlets in an existing tenant space') into the single commercial building permit process. The only place 'tenant improvement permits' appear as a named category is the fee schedule, which exempts them from the $600 new-commercial Administrative Permitting Fee — so a TI project pays the valuation-based permit fee and 65% plan review, but not the $600 administrative fee.
- Budget for the Mountain View Fire Rescue District plan review application up front — the Town requires it with every commercial permit application, and it is a separate fire-district form, not part of the CommunityConnect submission itself.
- If you cannot complete everything before opening, Mead's Temporary Certificate of Occupancy pricing escalates steeply: $500 for the first 30 days, $1,000 for a 30-day extension, then $5,000 for each subsequent 30-day extension — a strong financial incentive to finish before the second extension.
- The Town's website has migrated from townofmead.org to meadco.gov (townofmead.org now redirects); use meadco.gov URLs to reach current permit pages.
- Nonresidential Development Impact Fees are charged per 1,000 SF ($6,628 general retail/commercial, $5,688 office/institutional, $2,825 industrial) and are readjusted every January 1 — verify the current-year rate before finalizing a project budget.
