Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Permit types & fees
Residential Building Permit (New Construction / Addition / Alteration)
Required for new residential construction, additions, alterations, and demolition in the City of Kellogg. A single Building Department Permit Application form covers new construction, additions, alterations, demolition, fence installation, re-roof, siding, sign installation, mobile/manufactured home setting, and floodplain development — the applicant checks the box(es) that apply to their project.
Re-Roof Permit
Required for roof replacement or re-roofing in the City of Kellogg, including tear-off, overlay, siding-related roofing work, and metal/composition/wood shingle installations. A dedicated Re-Roof Permit Application is provided separately from the general building permit application.
Fence Permit
Required for fence installation or modification in the City of Kellogg. A dedicated Fence Permit Application is provided separately from the general building permit application, requiring a drawing of the fence plan including height.
Solar Photovoltaic (PV) Permit
Required for rooftop or ground-mounted solar photovoltaic installations within the City of Kellogg. Solar is not one of the checkbox categories on the City's single combined Building Department Permit Application (new construction, additions, alterations, demolition, fence, re-roof, siding, signs, mobile/manufactured home setting, floodplain development) — a solar project would be submitted under the general new-construction/alteration scope of that same form for the structural/mounting portion. Electrical interconnection is issued and inspected by the State of Idaho (DOPL), not the City, consistent with Kellogg's standing arrangement for all electrical/plumbing/mechanical trade permits. Kellogg shares its contracted Building Official (Keith Teeters) with several other Shoshone County cities, but sets its own fees independently; no fee schedule for any permit type, including solar, was found published by the City; Kellogg building fees are set by council resolution rather than a published document. The electrical interconnection scope, handled by the State of Idaho DOPL rather than the City, DOES have a published, currently-adopted statewide fee schedule (IDAPA 24.39.10, Rule 500) that governs the electrical portion of a Kellogg solar PV project.
Electric Vehicle (EV) Charger / EVSE Permit
The City of Kellogg does not issue electrical permits at all — like all electrical, plumbing, and mechanical work, EV charger/EVSE circuit installation is permitted and inspected by the State of Idaho (Division of Occupational and Professional Licenses / Idaho Building Safety), not the City. No dedicated EV charger/EVSE fee category exists in IDAPA 24.39.10 (Rules of the Idaho Electrical Board) -- an EV charger circuit added to an existing residence is billed under the flat $65 Existing Residential Dwelling Unit Permit fee, while a commercial or multi-family installation is billed under the Other Installation (Including Industrial and Commercial) Permit's wiring-cost-tiered schedule, both confirmed directly against DOPL's own published electrical board rules (the same statewide schedule verified for Idaho City and Jerome, ID in this same research pass). The City of Kellogg itself does not publish any fee schedule at all (fees are confirmed by phone) and has no bearing on the electrical fee. A City building permit is separately required only if the installation includes a structural/mounting element (e.g., a charger pedestal or canopy), submitted under the general new-construction/alteration category on the City's single combined Building Department Permit Application, since no dedicated EV checkbox exists (mirroring the same treatment as solar in this file).

Tips & gotchas
- Kellogg is legally independent from Shoshone County's building department. The county's unincorporated-area building official contract moved from Kellogg to the City of Post Falls in October 2024 (Post Falls inspector, then-newly-hired county inspector James Corning). This change affects ONLY unincorporated Shoshone County — it does NOT affect Kellogg's own city building department, which continues to operate independently under its own Building Official, Keith Teeters.
- Keith Teeters, City of Kellogg Building Official, personally issues building permits for Kellogg AND, per the city's own building-department page, for the incorporated cities of Pinehurst, Smelterville, Wardner, and Osburn (and historically Wallace). Confirm current status for each of those cities individually — this Kellogg-side confirmation is the anchor point for cross-checking their claims.
- Electrical, plumbing, and mechanical work is NOT city-issued in Kellogg — it is issued and inspected by the State of Idaho (Division of Occupational and Professional Licenses / Idaho Building Safety), reachable at 1-800-955-3044 or dbs.idaho.gov.
