Codes adopted
Nevada does not mandate a single statewide building code edition. Under NRS 278.580, the governing body of each city or county may adopt its own building code, specifying design, soundness, and materials of structures, together with rules and ordinances for enforcement — a home-rule framework in which each jurisdiction selects and amends its code independently. There is no state-mandated IBC or IRC edition. The one statewide floor is for energy: under NRS 701.220, the Governor's Office of Energy (GOE) is required to adopt the most recently published edition of the International Energy Conservation Code (IECC) on a triennial basis. Upon adoption by GOE, local governments must incorporate that edition as the minimum energy standard and may adopt higher or more stringent requirements. GOE adopted the 2024 IECC, effective August 18, 2024, pursuant to NAC 701.185. Because building code editions, local amendments, and energy code effective dates vary by jurisdiction across Nevada, always confirm the current adopted edition and any local amendments with your specific city or county before submitting plans.
Permit types
Residential Building Permit — New Construction (Single-Family)
Required for all new single-family dwellings and duplexes in the City of North Las Vegas. Covers structural construction, framing, envelope, and all associated systems under the 2024 IRC with Southern Nevada amendments. Automatic fire sprinkler systems are required for permits issued on or after January 5, 2026.
Residential Addition / Remodel Permit
Required for additions, structural alterations, remodels, garage conversions, patio covers, room additions, and other residential alterations in the City of North Las Vegas. Governed by the 2024 IRC with Southern Nevada amendments.
Electrical Permit
Required for electrical installations, alterations, and repairs in the City of North Las Vegas. All work must comply with the 2023 NEC with Southern Nevada and NLV local amendments (effective January 5, 2026). Covers service changes, panel upgrades, new circuits, EV chargers, and solar electrical connections.
Plumbing Permit
Required for plumbing installations, alterations, and repairs in the City of North Las Vegas. Governed by the 2024 Uniform Plumbing Code (UPC) with Southern Nevada amendments (effective January 5, 2026). Note: North Las Vegas uses the UPC (IAPMO), not the IPC.
Mechanical / HVAC Permit
Required for heating, ventilation, air conditioning, and related mechanical installations in the City of North Las Vegas. Governed by the 2024 Uniform Mechanical Code (UMC) with Southern Nevada amendments (effective January 5, 2026). Covers furnaces, A/C units, evaporative coolers, ductwork, and ventilation systems.
Residential Re-roof Permit
Required for roof replacement and re-roofing on residential buildings in the City of North Las Vegas. Governed by the 2024 IRC with Southern Nevada amendments.
Solar Photovoltaic (PV) Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems on residential and commercial properties in the City of North Las Vegas. Requires both a Building Permit (structural) and a separate Electrical Permit (wiring). NLV has a dedicated Solar Permit Application.
Accessory Dwelling Unit (ADU) Permit
Required for construction of an accessory dwelling unit (ADU, also called guest house/casita) on a residential property in the City of North Las Vegas. Local dimensional standards are codified in NLV Municipal Code Title 17 (Zoning), §17.20.030.F.2 — Accessory Dwelling Units (Supp. 144). In the single-family residential districts (O-L, R-E, R-EL, R-1) an ADU requires a special use permit and is limited to lots ≥6,000 sq ft; the ADU must be 200–800 sq ft and may not exceed 50% of the principal dwelling's gross floor area (whichever is less). NLV (population 60,000+) is also subject to NRS 278.257 (eff. July 1, 2026), which mandates NLV authorize ADUs on single-family residential lots and prohibits any local ordinance from barring the owner from renting the ADU as long-term housing (transient/short-term lodging may still be prohibited); local conditions more restrictive than that statute are superseded as of July 1, 2026. Governed by the 2024 IRC with Southern Nevada amendments.
Demolition Permit
Required for the demolition of structures in the City of North Las Vegas. Valuation is based on a percentage of the building valuation: 6% for warehouses, 8% for all other structure types.
Commercial Tenant Improvement Permit
Required for tenant improvements, interior build-outs, and alterations to existing commercial, industrial, or multifamily structures in the City of North Las Vegas. Governed by the 2024 IBC with Southern Nevada and NLV local amendments.
Swimming Pool / Spa Permit
Required for construction of residential and commercial swimming pools, spas, and hot tubs in the City of North Las Vegas. Governed by the 2024 International Swimming Pool and Spa Code (ISPSC) with Southern Nevada and NLV amendments (effective January 5, 2026, amended by Ord. 3259 3/4/26 to protect pet door openings with direct pool/spa access). A Drowning Prevention Fee applies to each pool/spa permit.
Block Wall / Screen Wall / Retaining Wall Permit
Required for construction of block walls, screen walls, retaining walls, and masonry fences in the City of North Las Vegas. NLV has a dedicated Retaining, Block, Screen Walls Application and a Block and Retaining Walls Permit Guide.
Tips & gotchas
- North Las Vegas uses the 2024 Uniform Plumbing Code (UPC, IAPMO version) and 2024 Uniform Mechanical Code (UMC, IAPMO version) — NOT the IPC or IMC used in most other states. Rules and fees differ significantly.
- All 2024 codes (IBC, IRC, IEBC, IECC, UPC, UMC, NEC, ISPSC, IWUIC, IFC) are effective January 5, 2026 — projects submitted before that date could elect 2018 or 2024 codes.
- Automatic residential fire sprinkler systems are required for ALL new single-family home permits issued on or after January 5, 2026 (NLV Ord. 3256, 10/15/25).
- Building permit fees in NLV use a stepped valuation table (Table 3-A) — NOT a simple percentage rate. Valuation uses Table 3-E with Nevada Regional Modifier 0.89.
- Every permit carries a $75 administrative fee in addition to the valuation-based permit fee.
- Plan check fee is 65% of the permit fee (paid at plan submittal); Zoning review is 10% of the permit fee; Fire review is $100.
- Clark County Transportation Tax applies: $1,000/unit residential; $1/sq ft commercial.
- Park impact fee: $0.36/sq ft for residential projects.
- NLV has a Self-Certification Program for faster project delivery on qualifying projects — see cityofnorthlasvegas.com/business/self-certification.
- Pre-construction meetings (not mandatory) are available after permit issuance by calling (702) 633-1576.
- Permits, Certificates of Occupancy, and TCOs are issued electronically. For new SFD, the permit itself becomes the CO upon an approved final inspection.
- Re-roof valuation: $3.00/sq ft of roof area (not per roofing 'square') × 0.89 modifier.
- NLV Ord. 3259 (adopted 3/4/26) specifically amended the 2024 ISPSC to require protection of pet door openings with direct access to a pool or spa — verify your pool/spa design accounts for this.
- A Drowning Prevention Fee of $25 applies to every pool or spa permit (NLV MC 15.72.230B.6).
- Wind design: 115 mph (Exposure B or C) — all structural designs must meet this requirement.
- Seismic Design Category is site-specific (to be determined by design professional) — not a fixed category for NLV.
- Office hours are Mon–Thu 8 AM to 5:45 PM — the building office is closed on Fridays.
