Certificate of Occupancy / Change of Occupancy in Unincorporated Cache County, Utah
Cache County does not publish a free-standing 'Change of Use Permit' application separate from its general Building Permit process. The county's own Building Permit Application document (BP_Application_Editable2024Updated.pdf, item 7, 'Certificate of Occupancy. Use and change of occupancy') states directly: 'A building or structure shall not be used or occupied in whole or part, and a change of occupancy of a building or structure or portion thereof shall not be made, until the building official has issued a certificate of occupancy therefor as provided herein. Issuance of a certificate of occupancy shall not be construed as an approval of a violation of the provision of this code or of other ordinances of the jurisdiction.' The document cites this to '2021 International Residential Code: Certificate of Occupancy R110,' though the same general Building Permit Application form (which includes a 'Structure use type' field, item 3) is used for both residential and commercial projects, and Utah's statewide-adopted 2024 International Building Code carries the identical Certificate-of-Occupancy provision at IBC Section 111.1 for commercial structures — both R110.1 and 111.1 are the same standard ICC model-code language. For an actual change of occupancy classification in an existing building (not new construction), the applicable code chapter is IEBC Chapter 10 'Change of Occupancy' within the statewide-adopted 2024 International Existing Building Code (Utah Code § 15A-2-103(1)(i)) — Cache County does not publish a separate application, checklist, or fee schedule specific to this scenario; a project of this kind is processed through the same Building Permit Application / plan review channel (cachecountyplanreview@gmail.com) as any other permit, with the reviewing official determining what code-compliance work, if any, the change of use triggers under IEBC Chapter 10.

When you need this permit
- Required before any building or structure (or portion of one) in unincorporated Cache County is used or occupied, and before any change of occupancy of a building or structure or portion of one is made, per item 7 of the county's Building Permit Application document.
- For projects involving new construction, an addition, a remodel, or a commercial tenant improvement, the Certificate of Occupancy is issued following that project's Final Inspection; the same application document states in bold: 'OWNER(S) ARE NOT ALLOWED TO MOVE IN PRIOR TO RECEIVING THE CERTIFICATE OF OCCUPANCY.'
- For structures in unincorporated Cache County, a completed and signed Cache County Public Works and Fire District Pre-Occupancy Checklist must be submitted to the Building Division at the time of Final Inspection 'in order to pass the inspection and to receive a Certificate of Occupancy,' per that checklist's own instructions; it is the property owner's or designee's responsibility to obtain the required Public Works and Fire District sign-offs, and the sheet must be available on-site during inspections.
- A change in occupancy classification of an existing building (e.g., converting an existing commercial space to a different IBC occupancy group or a different use within the same group) falls under IEBC Chapter 10, Change of Occupancy, within the statewide-adopted 2024 International Existing Building Code — Utah Code § 15A-2-103(1)(i).
- No standalone 'Change of Use' application form was found published by Cache County; a change-of-occupancy project is submitted through the same Building Permit Application channel used for all other permit types, describing the proposed 'Structure use type' (item 3 of that form).

Final Inspection
Inspection 'after building is completed and prior to occupancy,' per the Building Permit Application document; owners may not move in before the Certificate of Occupancy is received. The completed Pre-Occupancy Checklist (Public Works and Fire District sign-offs) must be on-site and submitted at this inspection.

Tips
- Cache County does not publish a distinct 'Change of Use Permit' or 'Certificate of Occupancy Application' separate from its general Building Permit Application — item 3 ('Structure use type') and item 7 (the Certificate of Occupancy clause) on that same general form cover this. Applicants proposing a change of occupancy with no construction scope should still submit through cachecountyplanreview@gmail.com and expect the reviewing official to determine what IEBC Chapter 10 compliance work, if any, applies.
- The Pre-Occupancy Checklist is only required 'if required through either a zoning clearance or an encroachment permit' — not every project needs a completed checklist, but Final Inspection cannot pass without it when it does apply.
- No fee schedule line item exists for a change of occupancy that involves no construction permit — call Development Services before assuming this is free; the schedule's generic 'Miscellaneous — Consult' and hourly-inspection entries may apply.
