- West Point has no standalone Change-of-Use permit and no separate existing-building Certificate-of-Occupancy-verification fee. The city's Commercial Business License Information page states 'For new construction, a Certificate of Occupancy must be issued before a West Point City business license can be issued' — implying that a business moving into an existing building with no active construction permit does not need a full Certificate of Occupancy. The same page states the business license 'will be kept on hold' until the applicant completes '1) passing required inspections and receiving occupancy approval from the West Point City Building Department and 2) receiving all relevant county, state and federal licenses or permits,' and separately warns 'Anything beyond paint and carpet in existing buildings likely requires building permits and inspections.'
