Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC), including appendices C & J — effective July 1, 2026, per Kanab's Building Codes and Design Criteria page.
  • 2021 International Residential Code (IRC), including appendix AQ — effective July 1, 2026.
  • 2024 International Plumbing Code (IPC).
  • 2024 International Mechanical Code (IMC).
  • 2024 International Fuel Gas Code (IFGC).
  • 2023 National Electrical Code (NEC), issued by the NFPA.
  • 2024 International Energy Conservation Code (IECC).
  • 2024 International Existing Building Code (IEBC).
  • 2024 International Swimming Pool & Spa Code (residential).

Tips & gotchas

  • Kanab City self-administers its own Building Department (26 North 100 East) — it is NOT routed through Kane County's Building Department, which is a genuinely separate office serving unincorporated Kane County. Property inside Kanab city limits uses the City's CityInspect-based process described in this file.
  • All Kanab permit applications (building, demolition/excavation/grading, IADU, signs) are submitted through the same online CityInspect portal (utah.cityinspect.com), but only the general 'Building Permit' review published on the Building Department page carries a confirmed jurisdiction-published 14-business-day turnaround; Planning-and-Zoning-billed permit types (IADU, signs) do not have a separately confirmed timeline and are left null per this project's zero-tolerance data policy.
  • Kanab's Adopted Consolidated Fee Schedule (https://kanab.utah.gov/DocumentCenter/View/1995) shows two parallel dollar-figure columns for several building-related line items (Commercial Construction Drawing Review, all Residential/Commercial Impact Fees) without a clearly labeled effective date distinguishing them — both values are reported verbatim in this file; call the Building Department (435-644-2534) to confirm which is currently in effect before budgeting.
  • New-construction building permit fees are NOT a flat valuation table like some jurisdictions — they are calculated by the ICC Building Valuation Data Tool multiplied by a city-set annual permit multiplier (last published at 0.011 for FY2021-2022); this multiplier is described as updated yearly, so the current figure should be confirmed directly.
  • Kanab's adopted code editions (2024 IBC, 2021 IRC, 2024 IPC/IMC/IFGC/IECC/IEBC, 2023 NEC) are stated as effective July 1, 2026 on the city's own Building Codes and Design Criteria page — this is a genuinely current/adopted edition set, not a future-dated placeholder, as of this file's verification date.
