Residential Building Permit (New Dwelling / Remodel) in Holladay, Utah
Required for new single-family residential construction and residential remodels regulated by the 2021 IRC and the 2024 IBC (current statewide per Utah Code § 15A-2-103, effective 7/1/2026; Holladay's own Inspection Guidelines & Codes page still lists the 2021 IBC as of live-check 2026-07-16, but the statute controls). Holladay uses a valuation-based (Based on Valuation / BOV) fee model tied to the 1997 Uniform Administrative Code Table 3-A, administered case-by-case by an in-house city Building Official (Rob Sears) rather than a published flat-dollar fee table.

Tips
- Applications are online-only via the city's iWorq portal (holladay.portal.iworq.net) — the city explicitly states it cannot accept an application without accompanying uploaded plans; oversized plan files must be emailed directly to city staff.
- The city's own stated review-timeline range is wide: 'a day or two' up to '10 working days' for the first review, because each reviewing department (Zoning, Engineering/Public Works, Building, Fire) has other duties besides plan review.
- A permit becomes null and void if work is not commenced within 180 days, or is suspended/abandoned for 180 days or more, per the official Building Permit application form.
- No public dollar-figure fee table for building permits is published — valuation is assessed per the 1997 Uniform Administrative Code Table 3-A, and applicants must call 801-527-3890 for a cost estimate.
- In-person counter consultation with the Building Official and a planner is limited to Monday & Wednesday 3:30-5:00 pm, by appointment only.
