Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2024 International Building Code (IBC) — current statewide-adopted edition per Utah Code § 15A-2-103(1)(a) (Utah Uniform Building Standard Act), effective 2026-07-01, superseded the 2021 edition (which was itself effective July 1, 2023). Coalville's Building Permit Fees resolution (Res. 2025-1) references the IBC directly for commercial structures and does not codify a separate local building-code chapter, consistent with the statewide adoption model.
- 2021 International Residential Code (IRC) — current statewide-adopted edition per Utah Code § 15A-2-103(1)(b); unaffected by the 7/1/2026 statute revision, continues in force. Coalville's Fee Schedule (Res. 2025-1, Building Permit Fees section) references the IRC directly for residential structures.
- 2024 International Plumbing Code (IPC) — current statewide-adopted edition per Utah Code § 15A-2-103(1)(d), effective 2026-07-01, superseded the 2021 edition. Coalville's Fee Schedule references the IPC for commercial plumbing permit fee calculation.
- 2024 International Mechanical Code (IMC) — current statewide-adopted edition per Utah Code § 15A-2-103(1)(e), effective 2026-07-01, superseded the 2021 edition. Coalville's Fee Schedule references the IMC for commercial mechanical permit fee calculation.
- 2023 National Electrical Code (NEC) — current statewide-adopted edition per Utah Code § 15A-2-103(1)(g); unaffected by the 7/1/2026 statute revision, continues in force. Coalville's Fee Schedule references the NEC for commercial electrical permit fee calculation.
- 2024 International Energy Conservation Code (IECC) with Utah amendments — current statewide-adopted edition per Utah Code § 15A-2-103(1)(h), effective 2026-07-01, superseded the 2021 edition.
- NOTE: Effective July 1, 2026 (now in force), the 2024 editions of IBC, IPC, IMC, and IECC replaced the 2021 editions statewide per Utah Code § 15A-2-103 (version effective 7/1/2026, superseded 1/1/2027; text independently re-verified live at le.utah.gov 2026-07-16). The 2021 IRC and 2023 NEC were unaffected and remain in force. This file's codesAdopted list does not carry separate line items for the International Fuel Gas Code, International Existing Building Code, or International Swimming Pool and Spa Code (residential provisions) — all three are also statewide-adopted per Utah Code § 15A-2-103(1)(f)/(i)/(n) at the 2024 edition effective 2026-07-01, but no Coalville-specific citation for them was located this session; this is a pre-existing completeness gap in this file, not addressed further here.
Permit types & fees
Residential Building Permit
Required for new single-family and two-family residential construction and any work regulated by the statewide-adopted 2021 IRC. Coalville's Building Permit Fees (Resolution 2025-1) use a valuation-based fee table with the city's own Building Valuation Data method (higher of actual contractor-reported cost per sq ft or the ICC Building Valuation Data Sheet published in the Building Safety Journal).
Plumbing Permit
Required for plumbing installations and alterations in Coalville. Fee is a $10 issuance charge plus a per-square-foot system fee, per the city's official fee schedule.
Mechanical / HVAC Permit
Required for HVAC installations, replacements, and ductwork modifications in Coalville. Fee is a $10 issuance charge plus a per-square-foot system fee, per the city's official fee schedule.
Electrical Permit
Required for electrical work in Coalville, including service upgrades. Fee is a $10 issuance charge plus a per-square-foot system fee, per the city's official fee schedule. EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the Fee Schedule (Resolution 2025-1) does not publish an EV-specific line item — a charger circuit would be billed under the same $10 issuance fee plus per-square-foot/service-upgrade structure as other electrical work.
Solar / Alternative Energy Permit
Required for residential rooftop solar photovoltaic and other alternative energy installations (geothermal, solar hot water, wind generator) in Coalville. Fees are separate from new-construction permits and based on 50% of the actual permit cost, with flat minimums by system type.
Demolition Permit
Required for demolition of existing structures in Coalville. Flat fee per the city's official fee schedule; a separate state notification form is also required.
Commercial Building Permit
Required for new commercial construction in Coalville, regulated by the statewide-adopted 2024 IBC (Utah Code § 15A-2-103(1)(a), effective 2026-07-01). Building Valuation is per the IBC occupancy/construction type (ICC Building Valuation Data Sheet) or actual contractor-reported cost, whichever is higher, run through the same valuation-based Building Permit Fee table used for residential structures (Resolution 2025-1). Plan Review is billed at 65% of the Building Permit Fee, the same rate applied to residential structures.
Commercial Tenant Improvement / Tenant Finish Permit
Required for interior remodel and tenant-finish work in existing commercial structures in Coalville, regulated by the statewide-adopted 2024 IBC. Coalville's Fee Schedule (Resolution 2025-1) does not publish a dedicated 'Tenant Improvement' line item or a TI-specific submittal checklist; the only applicable valuation provision is item 1(c), 'Remodels and Basement finishes: Valuation based on 50% of sq. ft. values from above,' applied to the commercial (IBC) per-square-foot rate and then run through the same Building Permit Fee table used for new construction, with Plan Review billed at the standard 65% commercial rate.
Sign Permit
Coalville City charges a distinct, flat Sign Permit fee of $75 per sign as a Community Development (Planning) Fee, per the Coalville City Fee Schedule (Resolution No. 2024-1, effective 01/08/24, carried forward unchanged into the Resolution No. 2025-1 update presented to the City Council on March 24, 2025). Re-chased 2026-07-20: the Development Code Chapter 27 (Sign Regulations), hosted on Municode Library (library.municode.com/ut/coalville), was successfully retrieved via a reader-proxy fetch with an extended JS-render wait (the platform is a slow-loading Angular SPA that a plain fetch could not render, but rendered fully once given roughly 20 seconds). Section 27-020 (Permit Requirements) lists the required application contents; Section 27-030 (Approval) states the City must approve, approve-with-conditions, or deny a sign permit within thirty (30) days of a complete submittal — Coalville's only city-published sign-permit review-timeline figure; Section 27-050 (Permitted Signs) sets detailed size/height/materials standards by sign type (freestanding, monument, wall, etc.).
EV Charger / EVSE Permit
Coalville City does not publish a distinct "EV Charger" or "EVSE" fee line item. Its Fee Schedule (Resolution 2025-1) prices electrical permits by structure type and square footage rather than by equipment: a flat $10 Permit Issuance Fee plus a System Fee of $0.035 per square foot for residential structures (per the IRC), or the same rate for commercial structures (per the National Electric Code). A full-text search of the current fee schedule found no mention of "EV," "EVSE," "electric vehicle," or "charging station." Because the published System Fee is scaled to overall structure square footage rather than scope of electrical work, it is not confirmed how a single added EV-charger circuit would be billed relative to a full-structure electrical permit; the $10 flat Permit Issuance Fee is the only clearly applicable minimum figure.
Fire Sprinkler & Fire Alarm System Permit
Coalville City itself does not operate a fire marshal's office and its own Fee Schedule (Resolution 2025-1, full text reviewed) contains no fire sprinkler or fire alarm line item. Instead, per Coalville's own Building Permit Application Review Procedures and Building Permit Application (which lists a North Summit Fire District sign-off block), fire sprinkler (NFPA 13/13R/13D) and fire alarm (NFPA 72) system plan review and permitting is handled entirely by the North Summit Fire District (NSFD) -- the independent joint fire authority covering Coalville, per NSFD's own Building Regulations page: 'Summit County requires a district representative's signature on building and lot permits.' NSFD prices and reviews this work under its own Fee Schedule (Resolution 2026-02, adopted 3/13/2026, effective 3/14/2026), separate from and in addition to Coalville's own building permit fees.
Change of Use Permit
Coalville City has no standalone Change of Use, Change of Occupancy, or Certificate of Occupancy re-issuance permit or fee. Coalville's own Fee Schedule (Resolution 2025-1), in the 'Provisions Applicable to Community Development, Engineering, Public Works, and Building Fees' section (Double Fees provision), defines '"Development Activity" as used herein includes any of the following activities requiring a permit,' and its first listed example is 'a. Change in use.' This confirms Coalville's own code treats a change in use as a permit-triggering activity, but the Fee Schedule publishes no distinct named fee line item for it: if the change of use is accompanied by construction or tenant-finish work, it is processed and fee'd through the standard Building Permit / Commercial Tenant Improvement process (valuation-based Building Permit Fee plus Plan Review Fee, per this file's commercial-building-permit and commercial-tenant-improvement-permit entries); if no construction accompanies the use change, the only applicable published figure is the Fee Schedule's Building Permit Fees catch-all, item 8(c): 'Inspections and permits for which no fee specifically indicated: $100.'

Tips & gotchas
- Coalville City Building Department is open Monday–Thursday only, 8:00 AM–5:00 PM (closed Fridays) — verify before making an in-person trip.
- Coalville is an independent municipal building department (Building Official Greg White, 435-640-1799) — it is NOT contracted to Summit County's building department; Summit County's own building division (summitcountyutah.gov/262/Building) serves unincorporated Summit County and other towns, not Coalville.
- All Coalville permit fees carry an additional 1% Utah State surcharge per Utah Code § 58-54-9-3.
- Coalville's trade permits (plumbing, mechanical, electrical) use a flat $10 issuance fee plus a uniform $0.035/sq ft system fee — a simpler, smaller-jurisdiction fee structure than the flat-dollar trade fees seen in larger Wasatch Front cities like Murray.
- Building valuation is the HIGHER of actual contractor-reported construction cost, or the ICC Building Valuation Data Sheet rate (published biannually in the Building Safety Journal) — plus city-specific per-square-foot minimums for garages ($66.48/sq ft), decks ($15/sq ft), and agricultural buildings ($20/sq ft); remodels/basement finishes are valued at 50% of the applicable new-construction sq ft rate.
- Plan review is billed at 65% of the Building Permit Fee for standard residential/commercial structures, but only 15% for detached garages with no living space, decks/porches on existing structures, and accessory buildings.
- No Coalville-specific published plan-review turnaround time was located in official sources as of 2026-07-08. The residential-building-permit type applies the Utah Code § 10-20-909 statutory floor (14 business days review + 3 business days completeness screening = 17 business days total) since that is a real, citable statewide floor scoped to one/two-family dwelling and townhome permits; all other permit types are honestly left null with a reviewTimelineNote rather than estimated.
- Permits become null and void if work is not commenced within 180 days of issuance, or if construction is suspended/abandoned for 180 days at any point, per the official Building Permit Application form.
- A minimum 24-hour notice is required for all inspection requests, scheduled via the Building Department's main line (435-336-5981).
