Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- GOVERNING LAW: Utah Code § 15A-2-103 (le.utah.gov/xcode/Title15A/Chapter2/15A-2-S103.html), version effective 7/1/2026 (amended by Ch. 47, 2026 General Session), sets the statewide-mandatory construction code suite (Utah Code § 15A-1-204 — binds every municipality; local amendments permitted, a different edition is not). Tooele City's own Building Codes and Design Criteria sheet (08-27-2025) still displays the pre-7/1/2026 edition list; re-fetched live 2026-07-16 from the same URL (files.tooelecity.gov/.../Tooele City Building Codes and Design Criteria (08-27-2025).pdf) and PDF-text-extracted — content is byte-for-byte the same list as the original 2026-07-04 fetch, and it is still the current document linked from the city's Applications & Forms page. State law governs regardless of the page's lag; each line below states current law first, then the city's as-published (stale) text.
- 2024 International Building Code (IBC) including Appendices C and J — per Utah Code § 15A-2-103(1)(a), effective 7/1/2026. Tooele City's Building Codes and Design Criteria sheet still lists '2021 INTERNATIONAL BUILDING CODE (IBC) INCLUDING APPENDICES C AND J' (live re-check 2026-07-16).
- 2021 International Residential Code (IRC) including Appendices AQ and AE — per Utah Code § 15A-2-103(1)(b)/(c)/(k); this edition did NOT change in the 7/1/2026 flip (Appendix AE is separately adopted under § 15A-2-103(1)(k), subject to § 15A-2-104(1)). Matches Tooele City's sheet, which lists '2021 INTERNATIONAL RESIDENTIAL CODE (IRC) INCLUDING APPENDICES AQ AND AE' (live re-check 2026-07-16).
- 2024 International Plumbing Code (IPC) — per Utah Code § 15A-2-103(1)(d), effective 7/1/2026. Tooele City's sheet still lists '2021 INTERNATIONAL PLUMBING CODE (IPC)' (live re-check 2026-07-16).
- 2024 International Mechanical Code (IMC) — per Utah Code § 15A-2-103(1)(e), effective 7/1/2026. Tooele City's sheet still lists '2021 INTERNATIONAL MECHANICAL CODE (IMC)' (live re-check 2026-07-16).
- 2024 International Fuel Gas Code (IFGC, labeled 'IFC' on the city's own sheet) — per Utah Code § 15A-2-103(1)(f), effective 7/1/2026. Tooele City's sheet still lists '2021 INTERNATIONAL FUEL GAS CODE (IFC)' [sic — the city's own document mislabels the IFGC as 'IFC'; this is NOT a reference to the actual International Fire Code, which § 15A-2-103 does not adopt at all (see IFC note below)] (live re-check 2026-07-16).
- 2024 International Existing Building Code (IEBC) — per Utah Code § 15A-2-103(1)(i), effective 7/1/2026. Tooele City's sheet still lists '2021 INTERNATIONAL EXISTING BUILDING CODE (IEBC)' (listed twice in the city's own document; live re-check 2026-07-16 confirms both instances unchanged).
- 2024 International Energy Conservation Code (IECC), per Utah Code § 15A-2-103(1)(h) — ONE statewide edition, no residential/commercial split. Tooele City's own sheet still splits IECC into '2021 INTERNATIONAL ENERGY CONSERVATION CODE (IECC) USE COMMERCIAL PROVISIONS' and '2015 INTERNATIONAL ENERGY CONSERVATION CODE (IECC) USE RESIDENTIAL PROVISIONS' (live re-check 2026-07-16, unchanged) — collapsed here to the single current 2024 statewide edition per statute, with the city's split preserved as history: the 2015-residential/2021-commercial split pre-dates the 7/1/2026 flip and was already an unusual, internally inconsistent split under the PRIOR law (2015 residential IECC was already an older cycle than the 2021 commercial IECC in the same document) — a PRE-EXISTING lag, separate from and older than the 2026 transition.
- 2023 National Electrical Code (NEC) — per Utah Code § 15A-2-103(1)(g); this edition did NOT change in the 7/1/2026 flip, and Tooele City's own sheet already correctly lists '2023 NATIONAL ELECTRICAL CODE (NEC)' (live re-check 2026-07-16) — no correction needed here.
- Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — per Utah Code § 15A-2-103(1)(n), effective 7/1/2026. Not mentioned on Tooele City's Building Codes and Design Criteria sheet or Applications & Forms page as of live re-check 2026-07-16; added here as a statute-sourced omission (applies statewide regardless of city publication), not fabricated.
- Modular Building Institute (MBI) Standards 1200 and 1205 — per Utah Code § 15A-2-103(1)(o), statewide-mandated for modular units. Not mentioned on Tooele City's Building Codes and Design Criteria sheet as of live re-check 2026-07-16; added as a statute-sourced omission.
- No International Fire Code (IFC) entry: § 15A-2-103 does not adopt the actual IFC — it is separately governed under Title 15A Chapter 5, outside the scope of this section. The 'IFC' label on Tooele City's own sheet is a mislabeling of the IFGC (see IFGC line above), not a genuine IFC citation, so there is no separate IFC mis-citation to correct.
- ICC/ANSI A117.1-2009 (accessibility standard) — per the same source (live re-check 2026-07-16, unchanged). This accessibility standard is not among the codes enumerated in Utah Code § 15A-2-103(1); reproduced here as Tooele City's own published statement, not itself corrected against that section.
- Utah State Amendments per Title 15A State Construction and Fire Codes Act — per the same source.
Permit types & fees
Residential Building Permit
Required for new residential construction, additions, remodels, and any work regulated by the state-mandated 2021 IRC and 2024 IBC in Tooele City (Utah Code § 15A-2-103, effective 7/1/2026 for IBC; IRC unchanged). Fees are valuation-based per IBC rate tables, plus a suite of impact and utility fees. Rooftop and ground-mounted solar PV installations fall under this same Building Permit (structural/mounting scope) plus standard electrical permitting for the interconnection — Tooele City's current Fee Schedule page and Applications & Forms page (both re-checked 2026-07-19) publish no distinct solar-specific fee line item or submittal form, unlike some neighboring jurisdictions.
Demolition Permit
Required for demolition of residential and non-residential structures in Tooele City. Distinct flat application fees and separate bonds apply by structure type.
Commercial Building Permit
Required for new commercial construction in Tooele City, regulated by the state-mandated 2024 IBC (Utah Code § 15A-2-103, effective 7/1/2026; Tooele City's own Building Codes and Design Criteria sheet still lists the 2021 IBC as of live re-check 2026-07-16). The Building Permit Fee is valuation-based per IBC rate tables (same mechanism as residential); Tooele City's current Fee Schedule page separately lists Commercial plan review at the 'IBC Rate,' and commercial sites are subject to a distinct Site Plan Review fee tied to site acreage.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement and remodel work inside an existing commercial building in Tooele City. No distinct tenant-improvement fee line was found on the city's current Fee Schedule page or in the Building Permit Fees Information Sheet — the same 'Commercial: IBC Rate' Plan Review mechanism and valuation-based Permit Fee used for new commercial construction applies, scaled to the tenant improvement's own valuation.
Sign Permit
Required in Tooele City for permanent and temporary signs. Tooele City's official Fee Schedule lists signs under a dedicated 'Signs' category: a Temporary Sign Application has a flat $25 fee, while a Permanent Sign Application is billed 'Per IBC' — i.e. the same valuation-based building-permit fee mechanism used for general construction, not a separate flat sign fee. Re-chased 2026-07-20: re-fetched the live Fee Schedule page directly (unchanged from the prior 2026-07-19 pass) and cross-checked Tooele City's own 'Building Permit Fees Information Sheet,' which spells out the IBC-valuation mechanism in the city's own words: 'The Permit Fee is a specific calculation based off of the valuation, calculated using factors from the specific features in the permit's plans at rates established in the IBC.' This is the same governing valuation-based mechanism the city uses for its residential and commercial building permits (see this file's residential-building-permit entry) — there is no separate, omitted flat-dollar sign fee to find; 'Per IBC' is itself the complete, confirmed fee mechanism.
Fire Plan Review Permit (Fire Sprinkler & Fire Alarm Systems)
Tooele City does not publish separate line-item fees for fire sprinkler and fire alarm systems the way some neighboring Utah cities do. Instead, new fire protection system installations (including sprinkler and alarm systems) for new construction or remodel work go through a single 'Fire Plan Review Permit,' submitted to and reviewed by Tooele City Community Development / Fire Department together, with one associated permit fee. Re-chased 2026-07-20: re-fetched the Fire Plan Review Permit application form directly, confirmed the current version (still dated 02-2025, unchanged) shows the identical pre-printed 'OFFICE USE ONLY 0202 — $500' fee field; re-searched the live Fee Schedule page's full 'Fire Permits IFC 105.6' section (Fireworks, Pyrotechnics, Hot Works, Exhibit/Trade Show, Special Amusement, Temporary Structures, Carnivals, Non-Combustible Temporary Structures) line by line and confirmed no fire sprinkler/alarm plan-review or permit line, and no fee code '0202,' appears anywhere on the general schedule. The $500 figure on the official application form is the only fee Tooele City publishes anywhere for this permit type.
EV Charger / EVSE Permit
Tooele City does not publish a distinct EV-charger/EVSE fee category, and its Fee Schedule's Building section publishes no separate standalone Electrical Permit fee at all. Building Permit Plan Reviews are billed 'at IBC rate' for each structure type, with a catch-all 'All Other Building Fees: Per IBC' line — the same valuation-based approach used for the general Residential/Commercial Building Permit. This was confirmed by a direct read of the Building section (pages 20-21 of the Tooele City Fee Schedule, current as of July 17, 2026), which lists Building Permit Plan Reviews, a $50 Power-To-Panel Agreement fee, Inspections and Bonds, Temporary Certificate of Occupancy, Demolition Permit, and Stop Work Orders — with no separate electrical or EV-specific line item anywhere in that section.
Solar PV (Photovoltaic) Permit
Tooele City does not publish a distinct solar or photovoltaic permit category, application, or fee line item. Rooftop and ground-mounted solar PV installations are permitted through the same Building Permit (for structural/mounting work) plus standard electrical permitting (for the interconnection wiring), billed under the same IBC-rate valuation-based fee mechanism used for all other building and trade work. Confirmed by a direct download and full-text search of Tooele City's current Fee Schedule PDF (07-17-26) and the finance/fees.php page, the Building Permit Fees Information Sheet (March 2015), and the Community Development Applications & Forms page (all re-checked 2026-07-21) — no 'solar,' 'photovoltaic,' 'PV,' 'renewable energy,' or 'alternative energy' line item, form, or fee appears anywhere in any of these official sources.
Change of Use / Certificate of Occupancy
Tooele City does not publish a distinct standalone 'Change of Use Permit.' A change in use or occupancy classification of an existing building is filed on the same universal Building Permit Application used for every other permit type in this file — the form's 'Type of Work' checkboxes are New / Addition / Remodel / Sign / Other, with no separate change-of-use box — and reviewed against the state-mandated 2024 IBC and 2024 IEBC (Utah Code § 15A-2-103, effective 7/1/2026) for the new occupancy classification, plus (where the new use itself, not just the building work, needs confirming) a Zoning Compliance Letter to verify the use is permitted in the parcel's zone. Separately, Tooele City does publish a genuine, distinct 'Temporary Certificate of Occupancy' process for cases where occupancy is sought before all public or private improvements required by a project's land use approval are complete: a Bond Administration Fee (Fee Schedule, Building section) plus a notarized 'Certificate of Occupancy Bond Agreement (Cash Only)' filed with the City Attorney's Office, bonding 200% of the estimated cost of the incomplete improvements. Confirmed 2026-07-22 by direct download and full-text read of the entire current 31-page Fee Schedule PDF (current as of July 17, 2026 — no 'change of use' line item appears anywhere in the document), the Building Permit application form (rev. 01-09-2025), and the Attorney Forms page's Certificate of Occupancy Bond Agreement template (rev. 08/09/2018).

Tips & gotchas
- Tooele City Corporation (city, address 90 North Main St) is a distinct jurisdiction from Tooele County (whose Community Development pages live at tooeleco.gov) — verify you are looking at tooelecity.gov (city) sources, not tooeleco.gov (county), when researching this jurisdiction.
- Tooele City's own Building Codes and Design Criteria sheet (08-27-2025) lists 2021 IECC for commercial provisions but 2015 IECC for residential provisions — an unusual split, PRE-EXISTING and older than the 2026 code-cycle flip (the 2015 residential figure was already stale relative to the 2021 commercial figure under the prior law), reported exactly as published in this note but collapsed to the single current 2024 statewide IECC edition in codesAdopted per Utah Code § 15A-2-103(1)(h), effective 7/1/2026.
- As of Utah Code § 15A-2-103's 7/1/2026 code-cycle flip (Ch. 47, 2026 General Session), state-mandated editions are 2024 IBC/IPC/IMC/IFGC/IECC/IEBC, residential provisions of the 2024 ISPSC, and MBI 1200/1205, while the 2021 IRC and 2023 NEC did not change. Tooele City's sheet still displays the pre-flip 2021 edition list for IBC/IPC/IMC/IFGC/IEBC (live re-check 2026-07-16, unchanged since original review) and does not mention ISPSC or MBI at all; its 2023 NEC citation already matches current law and needed no change.
- Permits become null and void if work is not commenced within 180 days of approval signatures, or if work is suspended 180+ days after commencement.
- All inspections must be scheduled by 4:30 PM the business day before the requested time; cancellations by 3:00 PM the business day before.
- Water rights transfer (0.45 acre-feet per residential structure under Tooele City Code Chapter 7-26) is a distinct non-cash prerequisite to permit issuance, separate from the standard fee stack — contact the City Engineer for property-specific requirements.
- No jurisdiction-published plan-review or permit-issuance turnaround time (business or calendar days) was found for any permit type as of 2026-07-04 — reviewTimelineDays is honestly null with a note rather than estimated, matching the pattern already documented for sibling Utah cities American Fork and Murray in this corpus.
