Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- GOVERNING LAW: Utah Code § 15A-2-103 (le.utah.gov/xcode/Title15A/Chapter2/15A-2-S103.html), version effective 7/1/2026 (amended by Ch. 47, 2026 General Session), sets the statewide-mandatory construction code suite (Utah Code § 15A-1-204 — binds every municipality; local amendments permitted, a different edition is not). Saratoga Springs' 'Current Versions of the Codes Utilized for Inspections' list (saratogasprings-ut.gov/201/Building) still displays the pre-7/1/2026 edition list for every code except NEC; re-checked live 2026-07-16, page text is byte-identical to the earlier fetch. State law governs regardless of the page's lag; each line below states current law first, then the page's as-published (stale) text.
- 2024 International Building Code (IBC), with Utah state amendments — per Utah Code § 15A-2-103(1)(a), effective 7/1/2026. Saratoga Springs' Building Department page still lists '2021 Edition of the International Building Code (IBC)' (live re-check 2026-07-16).
- 2021 International Residential Code (IRC), with Utah state amendments, plus Appendix AQ of the 2021 IRC — per Utah Code § 15A-2-103(1)(b)/(c); this edition did NOT change in the 7/1/2026 flip. Matches Saratoga Springs' Building Department page, which lists '2021 Edition of the International Residential Code (IRC)' (live re-check 2026-07-16).
- 2024 International Plumbing Code (IPC), with Utah state amendments — per Utah Code § 15A-2-103(1)(d), effective 7/1/2026. Saratoga Springs' page still lists '2021 Edition of the International Plumbing Code (IPC)' (live re-check 2026-07-16).
- 2024 International Mechanical Code (IMC), with Utah state amendments — per Utah Code § 15A-2-103(1)(e), effective 7/1/2026. Saratoga Springs' page still lists '2021 Edition of the International Mechanical Code (IMC)' (live re-check 2026-07-16).
- 2024 International Fuel Gas Code (IFGC), with Utah state amendments — per Utah Code § 15A-2-103(1)(f), effective 7/1/2026. Saratoga Springs' page still lists '2021 Edition of the International Fuel Gas Code (IFGC)' (live re-check 2026-07-16).
- 2024 International Energy Conservation Code (IECC), one statewide edition (no residential/commercial split), with Utah state amendments — per Utah Code § 15A-2-103(1)(h), effective 7/1/2026. Saratoga Springs' Building Department page still lists '2021 Edition of the International Energy Conservation Code (IECC)' (live re-check 2026-07-16). SEPARATELY, and unrelated to the 2026 flip: the city's Additional Building Permit Requirements page (saratogasprings-ut.gov/221) specifies energy compliance via '2015 Utah REScheck' for residential and ComCheck for commercial — this REScheck vintage reference is a PRE-EXISTING stale citation (predates the 2026 flip) relative to even the prior 2021 IECC citation on the Building Department page; both are reproduced here as independently published by the city, not corrected.
- 2024 International Existing Building Code (IEBC) — per Utah Code § 15A-2-103(1)(i), effective 7/1/2026. Not mentioned on Saratoga Springs' Building Department page, Obtaining a Building Permit page, or Consolidated Fee Schedule as of live re-check 2026-07-16; added here as a statute-sourced omission (applies statewide regardless of city publication), not fabricated.
- Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — per Utah Code § 15A-2-103(1)(n), effective 7/1/2026. Not mentioned on any Saratoga Springs source reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.
- Modular Building Institute (MBI) Standards 1200 and 1205 — per Utah Code § 15A-2-103(1)(o), statewide-mandated for modular units. Not mentioned on any Saratoga Springs source reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.
- 2021 International Fire Code (IFC) — per Saratoga Springs Building Department page (live re-check 2026-07-16, unchanged). NOTE: Utah Code § 15A-2-103 does NOT adopt the IFC — the IFC is separately governed under Title 15A Chapter 5, outside the scope of this section. Saratoga Springs' own listing of an IFC edition alongside its § 15A-2-103 code list is therefore not itself governed by § 15A-2-103; reproduced here as the city's own published statement, not corrected or reclassified.
- 2023 National Electrical Code (NEC) — per Saratoga Springs Building Department page, consistent with Utah Code § 15A-2-103(1)(g) statewide adoption; this edition did NOT change in the 7/1/2026 flip and Saratoga Springs' page already correctly reflects it (live re-check 2026-07-16) — no correction needed here.
- Utah Code Title 15A (State Construction and Fire Codes Act) governs statewide code adoption; as an incorporated Utah city, Saratoga Springs administers its own Building Department as a compliance agency under Utah Code § 15A-1-202.
Permit types & fees
Residential Building Permit
Required for new residential construction, additions, and structural alterations regulated by the state-mandated 2021 IRC and 2024 IBC in Saratoga Springs (Utah Code § 15A-2-103, effective 7/1/2026 for IBC; IRC unchanged). Applications are submitted digitally through the city's CityWorks public portal.
Residential Addition / Remodel Permit
Required for additions, remodels, and basement finishes to existing residential structures in Saratoga Springs. Covers structural, electrical, plumbing, and mechanical work associated with the remodel scope.
Electrical Permit
Required for electrical installations, alterations, and repairs in Saratoga Springs. Fees are itemized per the city's Unit Fee Schedule and are not applicable when the electrical work is issued in conjunction with a building permit. EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the city's Consolidated Fee Schedule does not publish a separate EV-specific fee line item or permit process. Rooftop solar PV is likewise processed as electrical work under this permit (no distinct solar fee line exists in the Consolidated Fee Schedule, confirmed by a full page-by-page PDF search 2026-07-19). NOTE: the city previously published a document titled 'Electrical Permit Application for Roof-Mounted Solar Photovoltaic' (formerly at saratogasprings-ut.gov/DocumentCenter/View/152/Solar-Application-PDF, indexed by search engines as requiring a Fire Department sign-off letter for any Fire Code exception and Planning Department verification of zoning/PD-district/HOA compliance) — that specific URL now returns 404, is not linked from the current Building Department or Applications & Forms pages, and has no Wayback Machine snapshot, so its current status could not be independently re-verified as of 2026-07-19. Confirm directly with the Building Department (801-766-6507) whether a dedicated solar application/sign-off process is still in effect.
Plumbing Permit
Required for plumbing installations, alterations, and repairs in Saratoga Springs. Fees are itemized per the city's Unit Fee Schedule and are not applicable when the plumbing work is issued in conjunction with a building permit.
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations, replacements, and modifications in Saratoga Springs. Fees are itemized per the city's Unit Fee Schedule and are not applicable when issued in conjunction with a building permit.
Roofing Permit
Required for roof replacement, re-roofing, and structural roof repairs in Saratoga Springs. The Consolidated Fee Schedule does not contain a distinct 'roofing' fee line item — roofing is charged as a standard valuation-based building permit per the IRC fee table, the same basis confirmed for the city's overall building permit fee.
Commercial Building Permit
Required for new commercial building construction in Saratoga Springs, regulated by the state-adopted 2024 IBC (Utah Code § 15A-2-103, effective 7/1/2026). Applications are submitted through the city's CityWorks public portal; professional (Utah-licensed engineer or architect) plans are required for all new commercial buildings.
Commercial Tenant Improvement / Tenant Finish Permit
Required for commercial tenant improvement / remodel work in Saratoga Springs. Professional (Utah-licensed engineer or architect) plans are required specifically when the remodel exceeds 3,000 square feet; the city's published materials do not state a professional-plan requirement below that threshold.
Sign Permit (Permanent Sign)
Permanent signs in Saratoga Springs require a two-step process: a Planning Department sign review under Land Development Code Chapter 19.18 and § 19.11.05(4), followed by a separate Building Permit application once Planning approval is issued. Fabrication must not begin until Planning approval is received, and building permit fees increase if a sign is installed before the building permit is obtained.
Automatic Fire Sprinkler Permit
Saratoga Springs Fire Department charges a distinct plan review and inspection fee for automatic fire sprinkler and suppression systems, set out in the city's Consolidated Fee Schedule under 'New Installations or New Business.' Fire sprinkler systems must comply with the city's adopted Fire Code (2024 International Fire Code) and the 2022 edition of the National Fire Protection Association Code for Installation of Sprinkler Systems (NFPA 13), per Saratoga Springs Municipal Code § 18.01.02.
Fire Alarm System Permit
Saratoga Springs Fire Department charges a distinct plan review and inspection fee for new fire alarm systems, set out in the city's Consolidated Fee Schedule under 'New Installations or New Business.' Fire alarm systems must comply with the city's adopted Fire Code (2024 International Fire Code) and the 2022 edition of the National Fire Alarm and Signaling Code (NFPA 72), per Saratoga Springs Municipal Code § 18.01.02.
EV Charger / EVSE Permit
Saratoga Springs City's Consolidated Fee Schedule has no distinct "EV Charger" or "EVSE" line item — confirmed via a full-text search of the entire document. EV charger/EVSE installation falls under the city's standard Electrical Permit process: a $22.00 Issuance of Electrical Permit Fee (not charged when the electrical permit is issued together with a building permit), plus a 25% Plan Review Fee and 1% State of Utah Inspector Training Fee. The city's separate EVSE Charging Stations page describes only its own public charging stations ($1.00/hour usage rate) and does not address private installation permitting.
Solar PV (Rooftop Photovoltaic) Permit
Saratoga Springs' Consolidated Fee Schedule has no distinct "solar" or "photovoltaic" line item — confirmed via a full page-by-page review of the Building, Electrical, and Mechanical fee sections. Rooftop solar PV installation is processed as standard electrical work under the city's Electrical Permit: a $22.00 Issuance of Electrical Permit Fee (not charged when issued together with a building permit), plus a 25% Plan Review Fee and 1% State of Utah Inspector Training Fee. The city previously published a document titled "Electrical Permit Application for Roof-Mounted Solar Photovoltaic" (formerly at saratogasprings-ut.gov/DocumentCenter/View/152/Solar-Application-PDF) describing an IFC 605.11 Fire Department release-letter requirement and a Planning Department sign-off verifying zoning/PD-district/HOA compliance for the system. That URL returned HTTP 404 on live re-check 2026-07-21, is not linked from the current Building Department, Applications & Forms (saratogasprings-ut.gov/209), or Permits & Forms (saratogasprings-ut.gov/265) pages, and has no accessible Wayback Machine snapshot, so whether that specific sign-off process is still in effect could not be independently re-verified as of 2026-07-21. Confirm directly with the Building Department (801-766-6507) or Community Development contact Holly Parkin (hparkin@saratogasprings-ut.gov, 801-766-6506 ext. 134) whether a dedicated solar sign-off process is still required.
Change of Use Permit
Saratoga Springs' Planning Department requires a Change of Use Permit under Land Development Code § 19.13.06 whenever an existing structure or site converts from its current or previous use to a different or new activity that falls under a different use category in the Chapter 19.04 use tables. This is a Planning-level staff review process (with Planning Director sign-off, per § 19.13.06(4)), distinct from a Building Department 'Certificate of Occupancy' — the city's Consolidated Fee Schedule and Land Development Code contain no standalone 'Certificate of Occupancy' permit or fee line item; occupancy is instead certified as the final inspection step within the city's building permit process (see the 'Final / Certificate of Occupancy' inspection on this jurisdiction's residential and commercial building permit entries). If the new use requires physical/site changes (e.g., increased parking, exterior alterations), a separate site plan amendment is also required.

Tips & gotchas
- Saratoga Springs Building Department is fully paperless — all permit submittals go through the CityWorks public portal (cityworks.saratogaspringscity.com/publicaccess/login), effective January 1, 2024.
- A non-refundable application deposit is required with every submittal: $200.00 for single-family dwellings, $500.00 for multi-family/commercial, applied toward the final permit cost.
- Detached accessory structures (sheds, playhouses) of 200 sq ft or less do not require a building permit but must meet setback and construction-compatibility standards under City Code § 19.05.11; structures over 200 sq ft require a full building permit.
- The city's electric utility is Rocky Mountain Power, not a municipal utility — solar/net-metering interconnection agreements are filed with Rocky Mountain Power directly, and the city's Consolidated Fee Schedule contains no city-administered net-metering fee, unlike Provo (which runs its own municipal power utility).
- The Consolidated Fee Schedule (updated October 2024) contains no distinct roofing or demolition fee line item beyond the general valuation-based building permit and a flat $25.00 'Demolition, when required by the Building Official' fee.
- Trade permits (electrical, mechanical, plumbing) each carry a base issuance fee ($22.00) plus itemized unit fees, and are waived only when the trade work is issued in conjunction with a building permit.
- Professional (Utah-licensed engineer or architect) plans are required for 4+ unit residential buildings, new commercial buildings, commercial remodels over 3,000 sq ft, and any structural-change project.
- Office hours are Monday–Thursday 7 AM–6 PM and Friday 8 AM–5 PM, with only limited inspections available on Fridays.
