Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. • Residential Building Permit

  Required for new residential construction, additions, and structural alterations regulated by the adopted 2021 IRC. Springville requires pre-approval from Planning & Zoning and Storm Water departments (via My City Inspector) before the Building Division will receive and review the project — a 2018 Utah legislative change Springville implemented as a pre-review gate.

• Residential Addition / Remodel Permit (includes Basement Finish)

  Required for interior remodels that add or remove structural components or change electrical, HVAC, or plumbing systems, and for finishing an unfinished basement into habitable space. Springville's Basement Improvement Permit Checklist applies the same 2021 IRC and State Amendments standard as new construction.

• Electrical Permit

  Required for electrical work in Springville. Unlike Provo's ≤4-unit MEP-inclusion model, Springville does NOT bundle electrical into the building permit fee — electrical, plumbing, and mechanical permits must be applied for and paid separately by each subcontractor, even on new residential building permits. EV charger/EVSE installation is electrical work and falls under this standalone Electrical Permit; the FY2025 Comprehensive Fee Schedule and Building Division page do not publish a separate EV-specific line item or process.

• Plumbing Permit

  Required for plumbing installations, alterations, and repairs in Springville. Plumbing permits must be applied for and paid separately from the building permit — not bundled, unlike Provo's ≤4-unit model.

A preconstruction meeting is required for all multi-family and commercial projects before construction starts. Per Springville's own Building FAQ, initial commercial plan review takes 21 business days.

• Commercial Tenant Improvement / Tenant Finish Permit

  Required for interior tenant-improvement or remodel work within an existing commercial space in Springville, per the city's own Tenant Improvement Checklist (2026). Any structural, electrical, plumbing, or HVAC change must be permitted, and the use of the space must be reviewed with a Code Analysis from an Architectural Design Professional. Initial plan review is published at 21 business days, same as new commercial construction, since a tenant improvement is itself a commercial application.

• Solar Panel (PV) Permit

  Required for rooftop or ground-mounted solar photovoltaic installations in Springville, per the city's official Solar Permit Process document. Because Springville operates its own municipal electric utility (Springville City Power), solar installations require BOTH a Building Permit (structural/electrical plan review) AND a separate Customer-Owned Generation Agreement/Application with Springville Power before the utility will install the required production meter — unlike Rocky Mountain Power cities where interconnection is handled entirely outside city government.

• Fire Sprinkler, Alarm, and Hood Plan Review Permit

  Required for fire alarm systems, fire sprinkler systems, and hood extinguishing systems in Springville. Per the city's own Fire and Rescue 'Fire Sprinkler, Alarm and Hood Plan Inspections' page, the Springville City Fire Marshal — not the Building Division — reviews these plans directly, and 'Upon approval construction permits will be issued.' This is a genuinely distinct review track from the Building Division's My City Inspector process used for residential/commercial building permits, but no separate dollar fee for fire plan review or fire-marshal inspection is published anywhere on springvilleutah.gov or in the FY2025 Comprehensive Fee Schedule (Exhibit B) — that schedule's only fire-adjacent 'Alarm Permit Fee' ($25.00, line 103) is filed under 'Public Safety Fees' immediately after Dog License/Animal Shelter fees and billed under Resolution No. 98-35, which is the Police Department's burglar/security alarm registration permit, not a fire-marshal life-safety-system fee — it is NOT included here as it would misattribute an unrelated fee. The newer FY2026 Comprehensive Fee Schedule (published 2025-09, springvilleutah.gov/wp-content/uploads/sites/6/2025/09/FY-2026-Comprehensive-Fee-Schedule.pdf), which supersedes the FY2025 edition, shows the same unrelated $25.00 Police-Department 'Alarm Permit Fee' (renumbered line 101) and no fire-marshal-specific plan-review or permit fee anywhere in its ~2,300 line items, including its Building Fees and Public Works sections (the $1,065.02 'Plan Check Fee' at line 410 is a Public Works/utility-extension plan-check fee tied to water meter and fire hydrant meter infrastructure, not fire-system life-safety plan review). The Fire and Rescue 'Fire Sprinkler, Alarm and Hood Plan Inspections' page states construction permits are issued upon Fire Marshal approval but publishes no dollar figure.

• Sign Permit

  Required for signs in Springville, per the city's own Sign Permit Checklist (2026). Signs shall be designed to the 2021 IBC and 2023 NEC and conform to Springville City Ordinance Title 11-6-310. As with Springville's other building permit types, the plan check fee is individually assessed by the Plans Examiner rather than published as a fixed dollar figure or valuation table.

• Change of Use Permit

  Required when a unit or building's use changes from what it was previously used for — for example, converting a storage space to a print shop. Per Springville's Building FAQ: 'A Change of Use permit is to evaluate the building's space and use to make sure the building is meeting current code for the type of business being conducted inside... which also affects the occupancy load of that space, the ADA compliance requirements, and possible number of bathrooms and/or drinking fountains required.' This is also the mechanism a business must complete before occupying interior space in a shell building that has only received a Certificate of Completion for its exterior structure, since the shell permit's approved plan set never addressed interior occupant load or use. Springville does not publish a separate standalone 'Certificate of Occupancy Permit' product — 'C of O' is issued as the outcome of the underlying building/commercial permit's own final inspection (see the Final inspection step in the Residential and Commercial Building Permit entries), and the Change of Use Permit is the distinct product Springville uses specifically when a space's use changes without accompanying new construction.

• EV Charger / EVSE Permit

  Springville does not publish a distinct EV-charger/EVSE fee category. Installing electric vehicle charging equipment (EVSE) is electrical work and falls under the city's standalone Electrical Permit — a separate trade permit applied for and paid by the electrical subcontractor, distinct from the building permit. The electrical-permit entry states that EV charger/EVSE installation falls under this standalone Electrical Permit and that the FY2025 Comprehensive Fee Schedule publishes no separate EV-specific line item. Springville's fee schedule also does not publish a distinct dollar figure for the electrical trade permit itself (only the Building Permit Fee and Plan Check Fee, both 'Assessed by Plans Examiner').
