Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- International Building Code (IBC), promulgated by the International Code Council and amended and adopted by the Utah State Legislature — per Farr West City Code § 15.04.010(1).
- International Residential Code (IRC), promulgated by the International Code Council and amended and adopted by the Utah State Legislature — per Farr West City Code § 15.04.010(1) (adopted jointly with the IBC in the same subsection).
- National Electrical Code (NEC), promulgated by the National Fire Protection Association and amended and adopted by the Utah State Legislature — per Farr West City Code § 15.04.010(2).
- International Plumbing Code (IPC), promulgated by the International Code Council and amended and adopted by the Utah State Legislature — per Farr West City Code § 15.04.010(3).
- International Mechanical Code (IMC), amended and adopted by the Utah State Legislature — per Farr West City Code § 15.04.010(4).
- International Fuel Gas Code, amended and adopted by the Utah State Legislature — per Farr West City Code § 15.04.010(5).
- International Energy Conservation Code (IECC), amended and adopted by the Utah State Legislature — per Farr West City Code § 15.04.010(6).
- International Existing Building Code (IEBC), amended and adopted by the Utah State Legislature — per Farr West City Code § 15.04.010(7). Farr West City Code does not enumerate specific edition years in § 15.04.010 itself; per Utah Code § 15A-1-403, code editions and effective dates are set statewide by the Utah Uniform Building Code Commission (the 2021 I-Code family was in force statewide as of verification date, with the 2024 family scheduled to take effect statewide July 1, 2026).
Permit types & fees
Residential Building Permit (New Single-Family Home)
Required for new single-family residential construction in Farr West, regulated under the adopted IBC/IRC. Farr West's building and plan-check fees are valuation-based and cannot be finalized until the Building Inspector completes plan review; the city separately publishes a fixed set of impact/utility fees that apply to every new home regardless of valuation. Rooftop solar-PV installations are covered by this same general Building Permit — Farr West's official Building Permit Required page lists 'Solar' as one of the project types requiring this permit, with no separate solar-specific application, checklist, or fee published on farrwestcity.net as of 2026-07-19 (farrwestcity.net/building-permit-required.html). Farr West's official Building Permit Required page lists the project types needing a permit (new homes, remodels/additions, furnace/AC replacement, solar, pools, accessory buildings, decks, reroofs, plus 'other projects determined by building inspector') and its Building Permit Fees page has no distinct EV charger/EVSE line item as of 2026-07-19 — a standalone home EV charger installation would fall under the same general Building Permit as other electrical work, at the Building Inspector's determination.
Commercial Building Permit
Required for new commercial construction in Farr West. Farr West's official Building Permit Required page lists 'New Commercial Projects' as a distinct permit-triggering category, but the city's only published fee page (farrwestcity.net/building-permit-fees.html) explicitly scopes its entire fee list — building/plan-check fee, sewer connection, storm water, park, fire, garbage-can, and state fees — to 'new residential homes.' No commercial-specific fee figure, valuation table, or impact-fee bundle was located after an exhaustive search of farrwestcity.net as of 2026-07-19.
Commercial Tenant Improvement / Tenant Finish Permit
Farr West's official Building Permit Required page does not name a distinct 'tenant improvement' or 'commercial remodel' permit category — it lists only 'New Commercial Projects' explicitly among commercial trigger categories, alongside a catch-all 'Other projects determined by building inspector.' Interior remodel/tenant-improvement work in an existing commercial space in Farr West therefore falls under this general building-permit-required framework rather than a separately named or fee-tiered TI permit.
Sign Permit
Required for commercial and permanent signs (Planning Commission approval plus a permit issued by the City Recorder) and for temporary signs needing a permit (City Recorder approval only) under City Code Chapter 17.56 (Signs). The Fee Schedule (§ 3.30.010) sets the Sign Site Plan Application fee at $25.00; installing a sign before approval doubles the fee.
Fire Sprinkler System Permit
Fire protection is provided to Farr West by Weber Fire District (WFD), a special fire district headquartered in Farr West that also serves Hooper, Huntsville, Marriott-Slaterville, West Haven, Uintah, and unincorporated Weber County. WFD's own Fee Schedule publishes a distinct, tiered fire sprinkler system plan review and permit fee structure, scaled by the number of sprinkler heads in the system, separate from Farr West City's own Building Department fee schedule.
Fire Alarm System Permit
Fire alarm permitting in Farr West is handled by Weber Fire District (WFD), separate from the Farr West City Building Department. WFD's Fee Schedule publishes a distinct fire alarm system plan review and permit fee structure, tiered by protected square footage, separate from the fire sprinkler fee structure.
EV Charger / EVSE Permit
Farr West City does not publish a separate EV-charger/EVSE permit or fee. The city's official Building Permit Fees page lists building-permit fees based on square footage/valuation, plus a 50% plan check fee, sewer/storm water/park/fire impact fees, a garbage can fee, and a state fee — with no distinct Electrical, Mechanical, or Plumbing sub-fee and no EV-specific line item. EV charger installation is therefore handled as standard electrical work under this same valuation-based Building Permit; no EV-specific dollar figure is asserted here.
Solar PV Installation Permit
Farr West City does not publish a separate solar/solar-PV permit, application, or fee. The city's official Building Permit Required page explicitly lists 'Solar' as one of the project types requiring a permit — alongside new homes, remodels/additions, furnace/AC replacements, pools, decks, and reroofs — with no distinct solar sub-category, checklist, or fee schedule. Solar-PV installation is therefore handled as standard construction/electrical work under the same general, valuation-based Building Permit used for every other project type on that list.
Change of Use / Business License Occupancy Verification
Farr West does not publish a standalone 'Change of Use Permit' or 'Certificate of Occupancy' application or fee separate from its Business License process. Per the City's Business License Ordinance (posted by the City at farrwestcity.net/uploads/3/5/1/5/35150883/business_license_ordinance.pdf, citing Ord. 91-07 as amended, and still the live link on the City's official Business Licenses page as of the 2025-11-18 Wayback capture): a business license 'will not be approved' for a new building 'until the building has been approved for occupancy by the Farr West City Building Inspection Department,' and where a proposed or existing business is located or relocated in an EXISTING building, the business license or relocation 'will not be approved until site plan approval is granted by the Farr West City Planning Commission and City Council.' The City's own current Business License Application (2024 edition, still linked live from farrwestcity.net/business-licenses.html as of the 2025-11-18 capture) makes the tenant-change trigger explicit: 'All new business licenses or change of ownership/tenant are required to undergo a fire inspection from Weber Fire District and a building code compliance inspection from Farr West City Building Department... Proof of passed inspections must be submitted with the business license application before any approval is given.' This functions as Farr West's change-of-use/occupancy verification gate — bundled into the Business License process rather than issued as a separate permit or fee line, and required even when a new commercial tenant occupies an existing space with no construction.

Tips & gotchas
- Farr West City runs its own independent Building Department (Building Official/Combination Inspector Nate Carver, 801-731-4187) — it is not contracted to or shared with Weber County.
- Farr West's own New Home Building Permit Process Packet publishes a 10-14 day plan review SLA ('subject to change') — one of the few Utah jurisdictions in this dataset with a directly-published city-level review timeline rather than relying on the Utah Code § 10-20-909 statutory floor.
- Building and plan-check fees are valuation-based and cannot be quoted before plan review; however, the fixed impact-fee bundle for a new home (sewer, storm water, park, fire, garbage, state fee) is fully published and totals roughly $7,700 before the valuation-based building/plan-check fee itself.
- Two separate irrigation/culinary water providers serve different parts of Farr West (Bona Vista Water Improvement District for culinary; Pineview Water Systems or Mountain View Irrigation for secondary, depending on location) — proof of payment to BOTH is required before any city inspections will be scheduled, independent of the city's own fee schedule.
- No Friday inspections are conducted; inspection hours are Monday-Thursday 7:30 AM-3:30 PM with 24 hours' notice required — factor this into any construction schedule.
- Site plan approval must be completed and paid for at the main office BEFORE a building permit application can be submitted through the online iworq portal — the two processes are sequential, not parallel.
- Internal Accessory Dwelling Units (IADUs, within the primary home) require only a building permit and zoning affidavit; Detached Accessory Dwelling Units (DADUs) additionally require a City Conditional Use Permit reviewed by the Planning Commission — the two ADU types have materially different approval pathways.
- Accessory buildings over 200 sq ft require a building permit; accessory buildings over 2,000 sq ft additionally require a conditional use permit, per the city's official 'Building Permit Required' page.
