Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

Tips & gotchas

  • Lafayette is a home-rule city with its OWN Planning & Building Department (1290 S. Public Road) — it is NOT served by Boulder County's unincorporated permitting program.
  • Lafayette publishes an unusually granular, explicit set of processing-time tiers by project category: Quick Permits (2 business days — electrical excluding solar/engineered plans, plumbing/mechanical excluding engineered plans, AC, heating/furnace, roofs [2-3 working days per the dedicated roofing checklist], water heaters, water/sewer repairs, siding/windows without structural changes), Small Residential Permits (2-3 weeks — basements, remodels, decks, patio covers/pergolas, accessory structures, mobile home sets, additions under 750 sq ft, gas fireplace/firepit, swimming pools), Residential new-construction-tier permits (8-12 weeks for first comments, 1-2 weeks per subsequent review — new single-family/two-family/multi-family/ADU and additions 750 sq ft or larger), Commercial Tenant Finish (2-4 weeks for first comments), and Commercial Addition/New Commercial/New Multi-Family (4-8 weeks for first comments, requiring Site Plan/Architectural and Civil CD approval BEFORE permit submittal).
  • Solar PV remains Lafayette's fastest-turnaround permit category: a City-stated goal of 3-business-day issuance and a flat $100 residential PV fee, both confirmed on live City sources as of 2026-07-16 (Solar Permit Application Process PDF and the Exhibit A Fee Schedule). Note that solar is explicitly EXCLUDED from the general 2-business-day Quick Permit track, so the 3-business-day solar goal is its own separate figure. Caveats as of 2026-07-16: the City removed its solar webpages and consolidated them into PDFs, and three previously-published solar claims now survive on no live source — the $63 residential SOLAR THERMAL fee and its 3-working-day review figure (the City's current solar materials are photovoltaic-only, and the live Fee Schedule has no solar-thermal line), and the promotional '76% below the national average' / $500 COSEIA Solar Friendly Community discount claims. Treat those three as last-published rather than current, and confirm with the Building Division (303-661-1451).
  • All plan submittals are ELECTRONIC-ONLY by email (or Dropbox/FTP for large files) to buildingpermits@lafayetteco.gov — paper copies are explicitly not accepted, and emails over 25MB will not be received.
  • Contractor licensing is two-layer: a Colorado DORA state trade license (electrical, plumbing) PLUS a separate City of Lafayette contractor license via the MyGov portal. Notably, Lafayette charges NO City fee for the Electrical Contractor License itself (only requires the State license copies), while General (A/B/C), Mechanical, Plumbing, and Special licenses carry $100-$175 fees.

  • Old Town Lafayette carries its own overlay-district requirements (Old Town Neighborhood Overlay District Regulations and Dimensional Standards) layered on top of the base building code for additions, duplexes, garages, ADUs, and other accessory structures — always check whether a parcel falls in this district before finalizing plans.
