Commercial Building Permit (New Construction, Additions & Tenant Improvements) in Gilcrest, Colorado
Required for new commercial/non-residential construction, commercial additions and alterations, tenant improvements, and changes of use in the Town of Gilcrest. Gilcrest DOES have a real commercial code basis: the Gilcrest Municipal Code, Chapter 18, Article I (as rewritten in its entirety by Ord. No. 2023-03, adopted June 5, 2023) adopts the 2018 International Building Code (Chapters 1-35 plus Appendices I and N) as the Town of Gilcrest Building Code, and Article XI adopts the 2018 International Existing Building Code governing alterations, additions, and changes of occupancy in existing buildings. Section 18-5(b) makes it unlawful to 'erect, construct, enlarge, alter or change the use of any building or other structure within the Town without first obtaining all permits required.' There is, however, NO separate commercial permit application, no commercial-specific fee category, and no distinct Tenant Improvement/Tenant Finish permit type: all commercial work runs through the Town's single Building Permit Application and the same valuation-based fee schedule used for residential work, with plan review and inspections performed by SAFEbuilt, Inc. under contract to the Town. - Plans must fully conform to all Town zoning ordinances and other applicable regulations before any permit may issue (Municipal Code Sec. 18-5(b)); new commercial development may also trigger the Town's separate land-use/site development plan process (Land Use Application and 2017 SDP User Guide on the Planning & Zoning page)
- Electrical and plumbing trade contractors must be listed with active Colorado DORA license numbers, verified at application under the Town's Contemporaneous Review programs (Resolution 2016-12 for electricians; Plumber Guidelines rev. 10/28/20) — same requirement as residential work
- Per the locally amended IBC Section 105.5, permits expire if work is not commenced within 180 days of issuance or is suspended/abandoned for 180 days; renewal after expiration requires a new full permit fee

Tips
- Gilcrest has no separate commercial application, fee schedule, or published commercial submittal checklist — all of the Town's published permitting handouts are residential (2018 IRC guide series). Call the Town (970-737-2426) before assembling a commercial submittal so SAFEbuilt can tell you exactly what plan sets they want.
- Tenant improvements and changes of use are NOT a distinct permit type in Gilcrest — they are permitted as alterations under the 2018 IEBC (Municipal Code Ch. 18, Art. XI) through the same building permit and same valuation-based fee schedule. Budget using the standard 1997 UBC Table 1-A brackets plus the 30% plan check fee.
- The Town's fire code (2012 IFC — notably older than its 2018 building code family) is administered through the Platteville-Gilcrest Fire Protection District, a separate entity from the Town/SAFEbuilt building program. Coordinate fire review with the District early on any commercial project.
- Permits expire if work does not commence within 180 days (locally amended IBC 105.5). A suspended project can be restarted within one year for half the permit fee if plans are unchanged; after expiration, a full new permit fee applies.
- Signs need their own permit (Sign Permit Application on the Forms page), and operating a business in Gilcrest requires a Town business license (2026 Business License Application) — both separate from the building permit.
- Larger commercial projects should expect outside-consultant engineering review billed at actual cost on top of the standard permit and plan-check fees, per the Town's fee handout.
