Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

• 2024 International Building Code (IBC), including Appendices C and J — CURRENT statewide as of 7/1/2026 per Utah Code § 15A-2-103(1)(a); supersedes the 2021 edition previously listed here. Tremonton's own Building Criteria PDF (live-checked 2026-07-16, still hosted at the same URL, last modified April 2024) still lists '2021 International Building Code' and has not been updated to reflect the 7/1/2026 statewide edition change — the statute controls over the lagging city document.
• 2021 International Residential Code (IRC) — REMAINS CURRENT; Utah Code § 15A-2-103(1)(b) did NOT change this edition in the 7/1/2026 statewide amendment. Consistent with Tremonton's own Building Criteria document.

• NOTE (2026-07-16 re-verification): Utah Code § 15A-2-103, version effective 7/1/2026 (superseded 1/1/2027), took effect 15 days before this re-verification. IBC/IPC/IMC/IFGC/IECC/IEBC/residential ISPSC are now 2024 statewide; IRC (2021) and NEC (2023) did NOT change from the prior cycle. Tremonton's own Building Criteria PDF (tremontoncity.gov/wp-content/uploads/2024/04/BUILDING-DESIGN-CRITERIA.pdf) was re-fetched live 2026-07-16 and still lists 2021 IBC/IFGC/IMC/IPC/'2021 Energy Conservation Code' and an outright incorrect '2020 National Electrical Code' — none of these have been updated by the City to reflect the statewide 7/1/2026 transition or the pre-existing 2023 NEC requirement. Permit types & fees

• Residential Building Permit

  Required for new single-family dwelling construction, residential outbuildings, and any work regulated by the adopted 2024 IBC / 2021 IRC in Tremonton (2024 IBC current per Utah Code § 15A-2-103(1)(a) effective 7/1/2026; IRC remains 2021 per § 15A-2-103(1)(b)). Permit fee is valuation-based (1% of Building Valuation per the ICC Building Valuation Table) rather than a flat fee, per the City's official Consolidated Fees and Fines Schedule (Resolution No. 25-42, effective August 26, 2025).

This is confirmed by direct read of the full Section 3.3/3.4 fee tables, which list only 'Permit Fee' and 'State Fee' (3.3) and 'Plan Review Fee' (3.4) rows -- no tenant-improvement or remodel sub-category exists on the commercial side, in contrast to Section 3.1's residential-only 'Small Scale Remodel or Construction' reduced-rate carve-outs (e.g., $60.00 electrical-only inspection).

  Required in Tremonton to erect, raise, move, place, reconstruct, extend, enlarge, alter, replace, or change the text of any sign, per Tremonton City Code Chapter 1.27 (Sign Permit). • Change of Use / Change of Occupancy Permit

  Tremonton does not publish a distinct 'change of use' permit type separate from its standard Building Permit. Tremonton City Code § 1.28.010 (Permit Required) states directly: 'UCA 10-9a-802(b) requires a Building Permit be issued to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure...' A change of use/occupancy is therefore processed as a standard Building Permit application under Chapter 1.28, culminating in a Certificate of Occupancy issued by the Building Official under § 1.28.050 once the structure is confirmed compliant with the adopted Building Code, City Ordinances, and any conditions of a prior Site Plan Permit or Conditional Use Permit. The City's Consolidated Fees and Fines Schedule (Resolution No. 25-42) has no dedicated 'change of use' or 'change of occupancy' fee line item -- a full-text review confirmed this.
