Residential Building Permit (New Home / Cabin) in Price, Utah

Required for new single-family home and cabin construction on property within Price City limits (as well as unincorporated Carbon County and the county's other incorporated cities/towns). Issued exclusively by Carbon County's Building & Planning Department — Price City has no independent building-permit function and instead requires proof of separate city zoning approval as a prerequisite. Reviewed under the state-mandated 2024 IBC (incl. Appendix J) and 2021 IRC (incl. Appendix Q), per Utah Code § 15A-2-103, effective 7/1/2026; plus 2024 IPC/IMC/IFGC and 2023 NEC. Carbon County's own FAQ still lists the pre-flip 2021 IBC/IPC/IMC/IFGC and 2020 NEC as of live re-check 2026-07-16 — see codesAdopted for the governing-law citations.

Tips

  • Price City has no building-permit process of its own — do not attempt to apply for a building permit at Price City Hall. All building permits for property within Price City limits are applied for at Carbon County's Building & Planning Office (751 E 100 N, Suite 2600, Price, UT 84501) or online at carbon.utah.gov.
  • Property within Price City limits still needs a SEPARATE city zoning sign-off from Price City's own Planning & Zoning office (Nick Tatton, 435-636-3184, City Hall, 185 East Main) before or alongside the county building permit — budget extra time for this step, which the county's own New Home Checklist explicitly flags as adding to the timeline.
  • The county's New Home or Cabin Checklist packet warns: 'NO APPLICATIONS WILL BE ACCEPTED WITHOUT ALL OF THE ITEMS THAT ARE LISTED' — incomplete submittals (missing proof of water/sewer fees paid, missing zoning approval, etc.) will not start the review clock.
  • As of January 1, 2025, New Construction and Solar permit applications require a non-refundable $250 deposit, credited toward the final permit fee.
  • Plans must be submitted as PDF only — jpgs and other file formats are explicitly not accepted by the county Building Department.
  • Carbon County could not be confirmed to publish a dollar-amount valuation-based fee table for building permits anywhere on its official website as of this review — contact the Building Department directly at (435) 636-3260 or planning@carbon.utah.gov for a current fee quote before applying. Re-chased again 2026-07-23 (Wayback CDX sweep, Business License page/Ordinance 281 trace, Utah PMN full-text search API) with no new figure found — see localAmendments for the full 2026-07-23 chase log; this is a county-wide gap, not specific to residential permits.
  • EV charger/EVSE installation in Price City falls under Carbon County's standard building permit process, not a distinct EV category — the county's official Building Permits page (carbon.utah.gov/service/building-permits/) lists 'Altering electrical, gas, or plumbing systems' among the reasons a permit is required under its 'When do I need a permit?' FAQ, with no EV-charger-specific or electric-vehicle mention found anywhere on carbon.utah.gov as of a direct check on 2026-07-20.

Price, Utah has adopted: GOVERNING LAW: Utah Code § 15A-2-103 (le.utah.gov/xcode/Title15A/Chapter2/15A-2-S103.html), version effective 7/1/2026 (amended by Ch. 47, 2026 General Session), sets the statewide-mandatory construction code suite — Utah Code § 15A-1-204 binds 'the state and each political subdivision,' which includes Carbon County as the compliance agency serving Price City (Price has no independent building-permit authority; see localAmendments). Carbon County's own Building Permits page ('What codes are enforced?' FAQ) still displays the pre-7/1/2026 edition list; re-checked live 2026-07-16, page text is byte-identical to the 2026-07-08 fetch ('2021 International Building Code, including Appendix J 2021 International Residential Code 2021-Appendix Q of 2021 IRC 2021 IPC, 2021 IMC, 2021 IFGC, 2020 NEC'). State law governs regardless of the page's lag; each line below states current law first, then the county's as-published (stale or omitted) text.; 2024 International Building Code (IBC), including Appendix J — per Utah Code § 15A-2-103(1)(a), effective 7/1/2026. Carbon County's Building Permits FAQ still lists '2021 International Building Code, including Appendix J' (live re-check 2026-07-16).; 2021 International Residential Code (IRC), including Appendix Q — per Utah Code § 15A-2-103(1)(b)/(c); this edition did NOT change in the 7/1/2026 flip. Matches Carbon County's FAQ, which lists '2021 International Residential Code, 2021-Appendix Q of 2021 IRC' (live re-check 2026-07-16).; 2024 International Plumbing Code (IPC) — per Utah Code § 15A-2-103(1)(d), effective 7/1/2026. Carbon County's FAQ still lists '2021 IPC' (live re-check 2026-07-16).; 2024 International Mechanical Code (IMC) — per Utah Code § 15A-2-103(1)(e), effective 7/1/2026. Carbon County's FAQ still lists '2021 IMC' (live re-check 2026-07-16).; 2024 International Fuel Gas Code (IFGC) — per Utah Code § 15A-2-103(1)(f), effective 7/1/2026. Carbon County's FAQ still lists '2021 IFGC' (live re-check 2026-07-16).; 2023 National Electrical Code (NEC) — per Utah Code § 15A-2-103(1)(g); this edition did NOT change in the 7/1/2026 flip. Carbon County's FAQ still lists '2020 NEC' (live re-check 2026-07-16) — this is a PRE-EXISTING discrepancy that predates and is unrelated to the 2026-07-01 code-cycle flip (the 2023 NEC has been state law since before this project's original 2026-07-08 review); reported here as-published rather than corrected.; 2024 International Energy Conservation Code (IECC), one statewide edition (no residential/commercial split) — per Utah Code § 15A-2-103(1)(h), effective 7/1/2026. Not mentioned anywhere on Carbon County's Building Permits FAQ, Building Department page, or Building Information/Resources page as of live re-check 2026-07-16; added here as a statute-sourced omission (applies statewide regardless of county publication), not fabricated.; 2024 International Existing Building Code (IEBC) — per Utah Code § 15A-2-103(1)(i), effective 7/1/2026. Not mentioned on any Carbon County page reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.; Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — per Utah Code § 15A-2-103(1)(n), effective 7/1/2026. Not mentioned on any Carbon County page reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.; No International Fire Code (IFC) entry: § 15A-2-103 does not adopt the IFC — it is separately governed under Title 15A Chapter 5, outside the scope of this section. Carbon County's FAQ does not list an IFC edition either, so there is no mis-citation to correct here.. Local amendments apply — see the Price overview page for the full list.

No. Price City's own official Planning & Zoning webpage directs all building permit applicants to Carbon County's Building & Planning Department. Price City retains only zoning approval authority — a separate, required step — but the building permit itself (application, plan review, fees, inspections, issuance) is handled exclusively by Carbon County.

Yes. Even though Carbon County issues the building permit, Carbon County's own guidance states that property within Price City limits requires proof of city zoning approval as part of the application. Contact Price City's Planning & Zoning office (435-636-3184) for that separate zoning sign-off.
