Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

Tips & gotchas

  • IMPORTANT: Riverton's official website is rivertonutah.gov — the old domain rivertoncity.com redirects to rivertonutah.gov. Always use rivertonutah.gov for current information.
  • Fences up to 6 feet high do NOT require a building permit in Riverton — per rivertonutah.gov/building/applications.php. (Old permit data showing fence permits required was incorrect.)
  • Accessory structures under 200 sq ft AND under 16 feet in height do NOT require a building permit, but must still meet all setback requirements per Riverton City ordinance.
  • Retaining walls 4 feet or under in height (measured from bottom of footing to top of wall) that do not support a surcharge do NOT require a permit.
  • A Lot-Specific Geotechnical Soils Report is required on ALL new single-family dwelling and commercial building permits — this is a Riverton-specific requirement.
  • A Land Disturbance Permit from Riverton's Stormwater Division is required alongside all new construction building permits, accessory structure permits, in-ground pool/spa permits, and walkout permits. Submit to stormwater@rivertonutah.gov.
  • All inspection requests must be made at least one working day in advance before 1:00 PM at (801) 208-3138.
  • Side setbacks for homes in single-family residential zones: 8 feet on one side, 10 feet on the garage side. Front setback: 15 feet to the home, 25 feet to the garage. Rear setback: 25 feet. Accessory buildings: 5 feet to side and rear with 10 feet of separation from the main structure.
  • The 2023 NEC applies statewide and is in effect in Riverton. The old Riverton file incorrectly listed the 2020 NEC — that is stale.
  • Riverton's building codes page (code.php) lists 'Residential provisions of Chapter 11, Energy Efficiency, of the 2015 International Residential Code' as its residential energy baseline (verified live 2026-07-16) — this is Riverton's own long-standing citation, separate from the commercial-provisions IECC line, and was not altered by the 7/1/2026 statewide code cycle.
  • As of July 1, 2026, the 2024 IBC, IPC, IMC, IFGC, IECC (commercial), IEBC, and ISPSC took effect statewide per Utah Code § 15A-2-103; the 2021 IRC and 2023 NEC were unchanged. NOTE (verified 2026-07-16): Riverton's own 'Building Codes in Use' list at rivertonutah.gov/building/code.php is still headed 'Effective July 1, 2023' and has not been updated to show the 2024 editions — but Riverton City Code § 15.10.010 dynamically adopts whatever edition the state currently has in force, so the 2024 editions already govern in Riverton as a matter of law even though the city's own summary page hasn't caught up.
