Change of Use / Certificate of Occupancy Review in South Salt Lake, Utah

South Salt Lake does not issue a standalone 'change of use permit' product distinct from its Business Licensing process. Per the city's own official Business Licensing FAQ: 'If your proposed use is allowed in the zoning district and is a change of use from prior uses, the building and site will be required to be brought into current compliance with all Municipal Code, Building Code and Fire Code requirements.' In practice this means a new Business License Application (required for any new business or change of ownership regardless of use change, per Municipal Code § 5.02.040), a zoning-use check against Title 17, a business/fire compliance inspection, and — where the use or occupancy classification actually changes — a Certificate of Occupancy inspection billed at a flat fee under Consolidated Fee Schedule § 3.11.040.A, plus a Building Permit if compliance work requires construction.

Tips

  • Business licenses are not transferable — every new business or change of ownership at a location needs its own new Business License Application and inspection, even if the use category itself is not changing, per the city's official Business Licensing FAQ.
  • The Business Licensing FAQ is explicit that a change of use triggers a full compliance review against current Municipal Code, Building Code, and Fire Code — not the code in effect when the prior tenant was approved.
  • The business/fire compliance inspection for a change-of-use business license is scheduled through the same South Salt Lake Fire Department Permit + Inspection Portal used for fire sprinkler/alarm permits (see that entry in this dataset), not a separate Planning or Building portal.
  • If the inspection correction report requires physical work, that work needs its own Building Permit with a Utah-licensed General Contractor before a follow-up inspection can be scheduled, per the Business Licensing FAQ. Contractor

No distinct 'change of use permit' product exists. Per the city's official Business Licensing FAQ, a change of use is handled through the standard (non-transferable) Business License Application process: the new use must be allowed under Title 17 zoning, the building and site must be brought into current Municipal Code, Building Code, and Fire Code compliance, and a compliance inspection is required. Where the occupancy classification changes, a Certificate of Occupancy inspection ($300.00/occurrence) closes out the process, and any compliance construction requires its own Building Permit.
