Certificate of Occupancy / Change of Occupancy in Chandler, Arizona
Chandler's local equivalent of a 'change of use' process is its Certificate of Occupancy (C of O), issued under Section 111 of the 2024 International Building Code with Chandler amendments (Ordinance No. 5108). A C of O is issued upon completion of permitted new construction, and can also be issued on its own, without an accompanying Building Permit, for a change of occupancy or use in an existing space where no construction is involved (flat fee $100.00). A Temporary Certificate of Occupancy is available for phased occupancy. Chandler's local amendment (§29-2.15, adding Subsection 111.5) also created a distinct 'Certificate of Completion,' which may be issued for permitted work that does not change the scope of an existing C of O or does not result in a building ready for occupancy — a Certificate of Completion alone does NOT authorize occupancy of a building. Per the Development Services Division's published time frames, review is exempt from separate completeness/substantive review stages, with a 10-working-day overall review time.

When you need this permit
- A Certificate of Occupancy not associated with a Building Permit is required for a change of occupancy or use in an existing building/space where no construction work is involved; flat fee $100.00 (Fee Schedule §4.6.4(g))
- Where the change of occupancy/use DOES involve construction, alteration, or a change of occupancy classification triggering the 2024 International Existing Building Code (IEBC) with Chandler amendments, the standard Building Permit process applies rather than the standalone C of O fee
- A Certificate of Completion (City Code §29-2.15, Subsection 111.5) may be issued instead of a full C of O when the completed work does not change the scope of an existing C of O or does not result in a building ready for occupancy; a Certificate of Completion alone does not authorize occupancy
- A Temporary Certificate of Occupancy may be requested for phased occupancy; fee is $100.00 for the first 30 days plus $500.00 for each 30-day renewal, to a maximum of 180 days (Fee Schedule §4.6.4(o))
