Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family home construction in the Town of Haxtun. Reviewed under the 2018 IRC (as locally adopted and amended by HMC § 150.02, Ord. 2025-1) plus the town's completed Climatic and Geographic Design Criteria (30 psf ground snow load, 115 mph wind design speed, 30-inch frost depth, ice barrier underlayment required). Tips & gotchas
- Haxtun is a genuine, independently-operating small-town building-permit program — NOT a case of deferring to Phillips County. The Town adopted a full, current suite of 2018-2023 ICC-family codes (IBC, IRC, IMC, IFGC, IPMC, IEBC, IECC, IPC, plus the Colorado Model Electric Ready and Solar Ready Code and the 2023 NEC) via Ordinance 2025-1, passed on second/final reading at the October 6, 2025 Town Council meeting — an unusually current and well-documented code adoption for a town of roughly 950 residents.
- Electrical inspections are explicitly deferred to a State of Colorado inspector (State Electrical Board/DORA) per the Town's own permit application language — plan for up to a 3-day wait for that specific inspection, separate from the Town's own 3-working-day permit processing commitment. Plumbing, by contrast, shows no equivalent state-deferral language and appears to be reviewed/inspected locally under the Town's own adopted 2021 IPC.
