However, the Commercial Addition Building Permit AND New Mixed Use Construction (Residential and Commercial) Building Permit accordion pages BOTH list an 'Excise Tax Fee' under 'Application Fees Due at Submittal' — a direct textual conflict with the general Permit Fees page's residential-only framing (New Mixed Use plausibly applies it only to the residential portion of the project, but the page text does not say so explicitly, and Commercial Addition has no residential component at all). The conflict persists verbatim on the live site across the general Permit Fees page and all four commercial-track accordion pages (New Commercial Construction, Commercial Addition, New Mixed Use Construction, Commercial Remodels), and no fee schedule, ordinance, or FAQ resolving it has been published — including in Municode's Silverthorne Town Code library. This is not a residential-vs-commercial split with the 5 p.m. cutoff shown elsewhere on the Town's site: the Town's dedicated Inspections page states the SmartGov cutoff as 5 p.m. ('Inspections may be scheduled up to 5 p.m. the business day before the inspection') while also announcing 'On 8/14/26 the cut off time for inspections will change to 4 p.m. the day before the inspection,' alongside a vendor change: 'As of 8/17/26 we will be using Comprehensive Building Code Services for all Building Department inspections and plan review' (replacing the Summit County Building Department in that role). The Permit Process by Project Type accordion pages — residential and commercial alike — already show the post-8/14/26 value (4 p.m.) site-wide, while the Inspections page shows the pre-8/14/26 value (5 p.m.) alongside the change notice. The differing times are a same-site publishing lag around a real, dated policy/vendor transition — the 5 p.m. cutoff applies before 8/14/26 and the 4 p.m. cutoff from 8/14/26 — not a permit-type conflict.
