  • Nephi contracts Planning and Zoning functions to Juab County (per Nephi's own budget documentation: 'Nephi contracts with Juab County for planning services'), but the Building Department — permit issuance, plan review, and inspection — remains a distinct Nephi City function with its own staff (Building Permit Tech, Building Inspector) and its own budget line, separate from the county-contracted planning role. Plan review and inspection labor is itself delivered via a competitively-bid contractor relationship (RFP No. 22-01) shared across Nephi City, Levan Town, and Juab County, but Nephi City is the permit-issuing authority of record.
