Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2024 International Building Code (IBC), including Appendices C and J — current statewide-mandatory edition per Utah Code § 15A-2-103(1)(a), effective July 1, 2026, binding on Nephi per § 15A-1-204; Nephi City's own Building Permit page links directly to the ICC code library (codes.iccsafe.org/codes/i-codes) rather than publishing a distinct local edition page, indicating adoption of whatever the current statewide-standard edition is without a documented local vintage override.

- 2024 International Existing Building Code (IEBC) and the residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — adopted statewide per Utah Code § 15A-2-103(1)(i) and (1)(n) respectively; not separately itemized on Nephi's own Building Permit page, but apply statewide.
- National Electrical Code (NEC) — Nephi's own Electrical Policy documents (Overhead/Underground Residential Electric Service requirements) require installation 'in accordance with the latest edition of the NATIONAL ELECTRIC CODE' — a self-updating reference with no specific year stated on the city's own documents. The current statewide edition is the 2023 NEC per Utah Code § 15A-2-103(1)(g), unchanged by the July 1, 2026 statewide update (a prior version of this entry incorrectly stated '2020 NEC' as if that were a specific city-documented edition; Nephi's own document does not name a year at all). Nephi Power Department administers electrical service inspections separately from the Building Department (435-623-0276).
Permit types & fees
Residential Building Permit
Required for new single-family and duplex residential construction and any work regulated by the statewide-adopted 2021 IRC / 2024 IBC. Nephi's Building Department (staffed separately from the Juab County-contracted Planning and Zoning function) issues the permit; plan review and building inspection services are themselves delivered under a competitively-bid professional-services contract (RFP No. 22-01) rather than by county staff. The core Building Permit fee is valuation-based (no flat citywide table is published); a $1,000 non-refundable Building Permit Application Deposit is credited toward the final fee at issuance.
Commercial Building Permit
Required for new commercial and industrial construction in Nephi, regulated by the statewide-adopted 2024 IBC (Utah Code § 15A-2-103(1)(a), effective July 1, 2026). Nephi's Building Permits page links to a distinct 'Commercial & Industrial Building' permit application, but the underlying application form, valuation-based fee methodology, and $1,000 non-refundable Building Permit Application Deposit are shared with the Residential Building Permit process — the Plan Check Fee is the primary line item that differs by permit category.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement and tenant finish work in existing commercial buildings in Nephi. Nephi does not publish a distinct tenant-improvement application, checklist, or fee tier separate from its general Commercial Building Permit process — tenant improvement projects are processed as commercial construction using the same Building Permit Application, Commercial Permit Plan Check Fee, and valuation-based Building Permit Fee.
Sign Permit
Nephi requires a Sign Permit for new signage under City Code 10.18 Sign Regulations, with separate application tracks for temporary and permanent signs, reviewed and approved by the Planning Commission.
EV Charger / EVSE Permit
Nephi does not publish a distinct EV-charger fee line item. Per the Nephi City Fee Schedule (effective 6/16/2026), installing an EV charger (EVSE) is electrical work billed under one of the city's standalone electrical permit categories: the Electrical Meter Base Upgrade Permit ($75.00 per inspection, if a service/meter upgrade is required) or the Electrical Re-wire Permit (valuation-based, determined by the building inspector, for new circuit work).
Solar PV Permit
Nephi does not publish a distinct solar/solar-PV permit type or fee line item. Per the Nephi City Fee Schedule Report (effective 6/16/2026), a rooftop or ground-mounted solar photovoltaic installation is processed as electrical/building work under the same valuation-based Building Permit and the Electrical Re-wire Permit (fee determined by the building inspector from valuation); no 'solar' fee line exists anywhere in the schedule. Separately, any grid-tied ('net metered') system must also go through Nephi City Power's own Net Metering License Application and Interconnection Agreement (Electric Service Schedule No. 16, effective November 1, 2016) — this is a utility interconnection process, not a building-department permit, and it carries its own recurring capacity charge rather than a one-time permit fee.
Fire Sprinkler / Fire Alarm System Permit
Nephi's own 26-page Fee Schedule Report (effective 6/16/2026) contains zero 'sprinkler,' 'fire alarm,' or 'fire suppression' line items anywhere in its Building Permit, Miscellaneous Permit, or Utility Rates sections (full page-by-page review, 2026-07-22). Fire protection service to Nephi is not run by a standalone Nephi City fire marshal's office — Nephi Fire Department (Chief Kurtis Park, 95 E 100 N) is one of six volunteer departments (Eureka, Levan, Mona, Nephi, Rocky Ridge, and West Desert communities) under the countywide Juab Special Service Fire District, established 2001, addressed at 160 North Main, Nephi, UT 84648 (the same address as Juab County's own offices) per the Utah Public Notice Website's public-body listing. A cross-check of Fire Suppression Services Inc.'s industry-standard 'Authorities Having Jurisdiction' reference document (2026-04-01 edition) lists 'Juab County' with sub-entries for Diamond Valley, Eureka, Nephi (Kurtis Park), and Partoun, but -- unlike dozens of other Utah jurisdictions in the same document -- provides no local fire-marshal plan-review contact, fee, or process for any of them, consistent with these small/rural jurisdictions deferring fire sprinkler and fire alarm plan review to the Utah State Fire Marshal's Office rather than reviewing plans locally. The State Fire Marshal's Office's own official Automatic Fire Sprinkler Plan Submittal Form and Fire Alarm Plan Review Submittal Form (both hosted on firemarshal.utah.gov) set an identical governing fee for either system type: square footage x $0.022, with a $75.00 minimum, payable before plan review is released. Because both fire-sprinkler and fire-alarm submittals route to the same state office under the same fee formula for a jurisdiction served by one joint fire district, this entry combines both system types rather than splitting them, consistent with the combined slug convention used for other Utah joint-fire-district cities in this dataset (e.g. Kaysville, Layton, North Logan, Riverton, Tooele).
Change of Use / Change of Occupancy
Nephi does not publish a distinct Change of Use or Change of Occupancy application, checklist, or fee separate from its standard Building Permit process. The official Nephi City Building Permit Application (Rev. 12-6-23) itself captures a change of use directly on Page 1, with side-by-side 'Existing Use of Parcel' and 'Intended Use of Parcel' checkbox columns (Vacant, Commercial, Agriculture, Industrial, Single Family, Duplex, Multiple Units, Other/Specify) -- the same form used for new construction and remodels. Page 2 of the same application states directly: 'OCCUPANCY OF STRUCTURE IS PROHIBITED UNTIL AFTER FINAL INSPECTIONS AND CERTIFICATE OF OCCUPANCY IS ISSUED,' which functions as Nephi's change-of-occupancy control point. A full page-by-page review of Nephi's 26-page Fee Schedule Report (effective 6/16/2026, re-checked 2026-07-22) found no separate change-of-use or change-of-occupancy fee line item; a use change is fee-assessed under the same valuation-based Building Permit Fee (and Commercial Permit Plan Check Fee, where the change involves commercial space) documented on this file's other Building Permit entries.

Tips & gotchas
- Nephi City's Planning and Zoning function is contracted to Juab County (confirmed via Nephi's own budget page: 'Nephi contracts with Juab County for planning services... plan reviews to ensure compliance with Nephi City's land use ordinance'), but the Building Department (permit issuance, fee collection, plan review, and inspection) is administered separately by Nephi City itself, with plan review and inspection labor delivered under a competitively bid professional-services contract (RFP No. 22-01) rather than performed by county staff. This mirrors the West Bountiful UT pattern (contracts inspection to a private firm, keeps its own permit-issuing authority) and is treated as a NOT-excluded, independent jurisdiction for PermitBase purposes.
- RFP No. 22-01 states directly: 'Nephi City, and Levan Town are independent political subdivisions of the state of Utah operating within Juab County. Juab County is an independent political subdivision of the state of Utah' — Nephi's own procurement document affirms its separate legal status.
- Nephi's Building Permit fee is valuation-based with no flat citywide table published (contrast with Murray's published percentage-bracket table) — valuation is determined by the contracted plans examiner/building inspector at plan review, not by a self-service formula on Nephi's website.
- No jurisdiction-published plan-review SLA appears on Nephi's public Building Permits web pages; the 10-business-day plan-review and 2-business-day inspection-scheduling figures come from Nephi's own RFP No. 22-01 procurement document defining the contracted plans examiner/building inspector's service expectations — an official city-issued source, not an estimate.
- Nephi's online City Code (hosting.civiclinq.com/nephicity/books/city-code) is a React-rendered single-page application that returns only navigation shell on a static fetch — full ordinance text for Title 10/11 could not be independently rendered; only the chapter's existence and the department's own published PDFs (application, fee schedule, RFP, policy packet) are cited as authority here.
- Utility inspections (electrical, natural gas, sewer lateral, curb/gutter/sidewalk) are scheduled directly with the respective Nephi City utility department (Power, Gas, Sewer, Streets), not through the Building Department's inspector — each requires 24 hours' advance notice, per the Building Permit Policy Document Packet.
- Nephi's office hours follow a compressed 4/10 schedule: Monday–Thursday 7:30 AM–5:30 PM, Friday 8:00 AM–12:00 PM (city offices closed Friday afternoon).
